HomeMy WebLinkAbout08/16/2006 Town of Southold Housing advisory con~nisSion MEETING #11 August 16, 2006 Present: Don Leslie, Jr., Jenny Gould, Leslie Weisman, Rona Smith, Charlie Zaloom, John Vahey, Margaret Minichini, Nancy Pester and Phillip Beltz. Excused: Leah Glowacki and Sidney Holmes. The meeting commenced at 5:35 p.m. Welcome and Introduction of New Member: The Commission welcomed Nancy Pester. Review of Minutes: July 19th minutes were approved with the correction that Rona Smith was "excused" from the meeting. Maintenance and Permanent Fixed Improvements Policy: Phillip informed the Commission that the Town Board approved the Commission's PFI policy that ensures perpetual affordability in limiting the homebuyers' ability to capture no greater than 5% of the original sales price for home improvements. Housin~ Implementation Plan - Identification of Sites: John Vahey's letter was reviewed with some suggestions for modification. Phillip will incorporate suggestions and send back to stakeholders for their review and he will furnish to Supervisor Russell before sending to stakeholders. Covenants and Restrictions: Phillip informed the Commission that a draft of covenants and restrictions to ensure perpetual affordability will be discussed with the Town Board at a forthcoming work session. Homebuyer Education Classes: A total of 148 households submitted applications for the Cottages at Mattituck, the applications are being vetted and qualified applicants will begin mandatory homebuyer education classes at the Human Resource Center. Sueeestions for Future Aeenda: John Vahey will invite Joseph Schroeder, Energy Specialist for Suffolk Legislature, to speak at a future meeting. For Distribution: Article from Newsday. Other: Discussion ensued about the Cottages development. Commission members unanimously voted in favor of cedar shake shingles for the development and in addition requested an architectural plan of the Cottages. Phillip will speak with CDCLI. Several members cited the importance of documenting the "process" of this affordable housing development, possibly a documentary to ensure the ability to replicate its success.
