July 19, 2006
Present: Don Leslie, Jr., Jenny Gould, Leslie Weisman, Leah Glowacki, Charlie
Zaloom, John Vahey, Margaret Minichini and Phillip Beltz.
Excused: Sidney Holmes.
The meeting commenced at 5:35 p.m.
Review of Minutes:
Minutes approved for June 21st.
Maintenance and Permanent Fixed Improvements Policy:
Phillip informed the Commission that Councilman Krupski expressed concern that
permanent improvements that will increase the value of the home will remove the
affordability. After considerable discussion, the Commission recommended limiting the
value of all improvements to no greater than 5% of the original sales price to ensure
perpetual affordability.
Housin~ Implementation Plan - Identification of Sites:
The Commission will work on identifying sites for affordable housing, primarily for
adaptive re-use, specifically for apartment rentals. The Commission agreed to work
through hamlet stakeholders because they have greater insight about their respective
hamlets about parcels that may be appropriate. John Vahey volunteered to draft a letter
on behalf of the Commission that Phillip will email to stakeholders for review.
HAC Vacancy: Phillip informed the group that several resumes have been received and
he will speak with the Supervisor regarding the process for interviewing.
Suggestions for Future A~enda Items-John Vahey: John suggested that Joseph
Schroeder, Energy Specialist for Suffolk Legislature speak to the Commission about
reducing energy usage within affordable housing developments. Members thought this
was an excellent idea and John will find out his availability.
Community Land Trust of Southold Video: HAC members viewed the tape.
