MEETING #9
June 21, 2006
Present: Don Leslie, Jr., Jenny Gould, Leslie Weisman, Rona Smith, Lynda Clements
and Phillip Beltz.
Excused: John Vahey, Margaret Minichini, Leah Glowacki, Sidney Holmes and Charlie
Zaloom.
The meeting commenced at 5:40 p.m.
Review of Minutes:
Minutes approved for May 17th.
Town Board Meeting:
Phillip informed the Commission that he met with the Town Board on June 20th to
discuss the Affordable Housing Policies and Procedure manual that he developed as well
as the Permanent Fixed Improvements policy. The Town Board requested additional
time to review the documents. In addition, the Town Board wanted an update on the
number of applications received for housing assistance: 328 households are listed on the
housing registry and 109 households (to date) applied for the Cottages of Mattituck.
Also, there was a public hearing on June 20th in which the Town Board voted
affirmatively to amend the Affordable Housing District legislation to: · Define net worth,
· Allow flexibility dependant upon subsidy sources and,
· Require dwelling units to be maintained in accordance with the Property
Maintenance Code of the New York State
Maintenance and Permanent Fixed Improvements Policy:
Commission members decided that the policy is thorough and concise and needs no
further editing until receiving commentary from the Town Board.
Housin~ Implementation Plan - Identification of Sites:
The next major task facing the Commission is the development of a Housing
Implementation Plan. This plan could align with the Planning Department's current
development of a Town of Southold Consolidated Comprehensive Plan (i.e. Chapter
within the Housing section). Phillip will get further clarification before the next meeting.
In the interim the Commission will work on identifying sites for affordable housing. It
was agreed that at the next meeting the group would establish subcommittees to find sites
of vacant parcels and in particular existing sites for adaptive re-use, specifically for
apartment rentals. Members believe that apartment rentals are gravely needed
considering that 2 sites of home ownership are already under consideration.
Jenny stressed that not only are rental properties necessary but also the ability to educate
prospective landlords/landladies and tenants of their responsibilities. She attributed fear
and ignorance as a major factor as to why homeowners do not rent properties.
HAC Vacancy-7/7 Deadline: An advertisement will appear inthe papers on 6/29/6
indicating there is a vacancy on the Commission.

Other:
· The supervisor will issue a proclamation to Lynda Clements on Tuesday, July 25th
at 4:30 p.m. atthe Town Board meeting.
The meeting adjourned at 7:15 p.m.
