Present: Michael Herbert, Jeanne Kelley, Jenny Gould, LeRoy Heyliger, Rona Smith & Phillip
Beltz. Excused: John Vahey, Nancy Pester, Beth Motschenbacher, Stephen Kiely & Don Wilson.
Review of Minutes: Minutes approved for May 19, 2010.
Feedback: Comments were very positive at the recent public hearing regarding
accessory apartment legislation that was passed by the Town Board. The Rauch
Foundation presentation of the Long Island Index was well-received by the public.
Vetttinq of Applications of Households on Housinq Reqistry: Letter forwarded to
approximately 300 households who submitted applications for Housing Registry. Well
over 100 envelopes have returned as "address unknown".
Cottaqes Annual Compliance: Letters mailed to 22 residents of the Cottages at
Mattituck indicating the current sales price and submission of annual compliance that
residents are living in property as primary residence and not renting it out.
Meetinq with ZBA and Town Attorney: Discussion of development of form and policies
and procedures for newly adopted accessory apartment code.
Placement of Ad in Suffolk Times: The Town Board approved a modest budget for
community outreach for Town sponsored events (e.g. HAC Long Island Index speaker).
This will also include the announcement of new accessory apartment code and new
affordable housing application and eligibility requirements.
Comprehensive Plan:
· Economic chapter: HAC reviewed the chapter and offered the following
suggestions that Phillip will relay to the planning department for the consultant:
· Needs to be more "forward thinking" rather than "generic"
· Should list types of jobs that need to be created (e.g. wind energy, etc.)
· Too many objectives with Goal 1
· Should have bullet with focus on "entrepreneurship" - seminars for
accessing capital, writing business plans, career fairs
· Goal 3- what about fuel dependency and traffic implications--no mention of
transportation efficiency--e..g Jitney buses rather than cars for tourism
Goal 4- encourage "localvore" initiatives (eating local)
Goal 5- discuss partnerships (i.e. Cornell Coop) and discussion of
developing maritime research possibly in Greenport harbor and development
of careers with SPAT, etc.
Development of methodology for housing chapter-research materials, etc. The
following documents will be reviewed in preparation for writing goals and objectives
for housing chapter:
o Review of existing studies
o Southold Town report (Heather Lanza & Phillip Beltz) to Suffolk County
Planning Department of Town's affordable and Iow-income housing that
includes Greenport Village
o Action Long Island report on affordable housing
o Suffolk County Workforce Housing Needs Assessment
o Long Island Index 2009 report
o Nelson Pope revised demographic information
o Center for Housing Policy
o Suffolk Research Service, Inc.
o Review of affordable housing registry
o Educational forum and focus group on affordable housing
o Senior housing survey
