MEETING #6
March 15, 2006
Present: John Vahey, Leslie Weisman, Leah Glowacki, Rona Smith,
Margaret Minichini, Don Leslie, Jr., Supervisor Scott Russell and Phillip
Beltz.
Excused: Sidney Holmes, Jennifer Gould, Lynda Clements and Charlie
Zaloom.
The meeting commenced at 5:35 p.m.
Review of Minutes: Deferred.
Supervisor Scott Russell: The Supervisor provided the group with an
overview of affordable housing issues. In particular, he acknowledged the
importance of providing opportunities to benefit those most in need of
financial assistance. He informed the group of CDC's revised concept plan
for the "Cottages of Mattituck." The proposed development will not contain
accessory apartments but they will be priced significantly less ($165k) for
those households with incomes below 80% of the median income while
households earning from 80-100% of the median income will pay $213k.
Supervisor Russell stressed the importance of balancing the concerns of
those needing affordable housing with those who are most impacted by the
density of proposed affordable housing sites (e.g. Factory Avenue residents).
If affordable rentals are needed, they can be offered elsewhere as no one site
can solve the problem. In addition, he urged the Commission to seek out
proposed developments throughout the Town as no one hamlet or school
district should be expected to carry the burden for affordable housing. To
that end, he stated that he would request from the Assessors' office a list of
prospective parcels that could be explored for affordable housing
developments by the Commission.
Capital Improvements Policy: Commission members discussed the May
2004 draft written by Phillip. Members debated the importance of allowing
changes to properties to enhance one's quality of life versus allowing too
many improvements that will decrease the affordability of homes when they
are resold. John suggested that the concept of ~maintenance" and
~improvements" be used rather than %apital improvements". Everyone
agreed that it is important to establish clear objectives to avoid subjectivity.
Some comments were provided that are attached with the minutes. With 4
commission members absent at the meeting, this discussion was tabled to the
next meeting to seek their input, as this will be further discussed at the next
meeting.
Housing Implementation Plan (HIP):
Phillip provided a draft outline that will be discussed at the next meeting.
Distributed Materials: Commission members were provided with two
articles from the New York Times.
The meeting adjourned at 7:15 p.m.
