MEETING # 5
February 15, 2006
Present: Lynda Clements, Leslie Weisman, Leah Glowacki, Rona Smith,
Margaret Minichini, Don Leslie, Jr., Jennifer Gould and Phillip Beltz.
Excused: Sidney Holmes, John Vahey and Charlie Zaloom.
The meeting commenced at 5:40 p.m.
Review of Minutes: Approved.
Town Website Page for Housing: The housing application will be placed
on the Town's website that will feature a "housing" link. This will be
completed in the near future. Leah will assist with providing information
and links for regional housing resources.
Town Resource Library: The office of the Special Projects Coordinator will
maintain a resource library of materials relating to affordable housing.
Affordable Housing Policies and Procedures: Legislation has articulated
information relating to regulations and restrictions applicable to affordable
housing. All of this information needs to be compiled within a "policy and
procedure manual" to promote a thorough understanding for potential
housing applicants. This detailed document will be developed and provided
to applicants as well as be accessible on the Housing website page.
Commission members suggested that the document be simple for the general
public to understand, possibly with a question and answer format.
Comprehensive Plan- Leslie informed the Commission that she was
advised of the possible development of a Comprehensive Plan for the Town
under the auspices of the Planning Department and Planning Board. She
suggested that if a plan is developed, the existing Hamlet Study reports
should be utilized within the plan. In addition, the Housing Implementation
Plan should be incorporated within the Plan's section on "Affordable
Housing Goals". Anthony Trezza of the Planning Department provided a
document that can serve as a foundation. He also may wish to attend some
HAC meetings in the future.
Housing Implementation Plan: The development of this document will
consume significant work from the Commission. Phillip will work towards
providing an outline of the Plan. Leslie noted that before the Commission
can develop benchmark numbers of affordable housing units, it will be
necessary to re-examine HALO zone boundaries and note what will be
preserved within /J~ose areas and what may be dedicated to affordable
housing. Rona stated the importance of recognizing existing land uses
therefore not violating landowners' property rights.
Capital Improvements Policy: The May 2004 draft was provided to
Commission members for review several months ago. If you need a copy,
let Phillip know. Please carefully review this document prior to the next
meeting and bring suggestions, as it will be a major focus of the next
meeting.
Distributed Materials: Commission members were provided with an article
from the Southampton Press entitled "A Growing Crisis" regarding the need
for affordable housing.
Other Items: Commission members requested to receive a copy of the
Housing Needs Assessment from 2005. It will be sent electronically before
the next meeting.
Future Agenda Items: Rona proposed a discussion about the "economics of
building affordable housing" at a future meeting. Specifically this will
address predevelopment costs, soft costs and hard costs from "identification
of sites -- to a key in the door". Commission members agreed that this
would be very helpful and CDCLI will be asked to address this topic at a
future meeting.
