MEETING # 1
September 21, 2005
Present: Lynda Clements, Leslie Weisman, Leah Glowacki, Rona Smith, Margaret Minichini,
Sidney Holmes, John Vahey, Don Leslie, Jr., Chaflie Zaloom, Jennifer Gould and Phillip Beltz
The meeting commenced at 5:30 p.m.
Introductions: Commission members provided brief autobiographical information and their
interest in affordable housing.
Review of Term Limits: Phillip informed the Commission of term limits that were arbitrarily
assigned at a Town Board work session. Members were provided a copy of term limits.
Town of SouthoM Affordable Housing Initiatives: Commission members were provided a
handout articulating the Town's approach to address affordable housing. Important concepts that
were elaborated upon include:
· Town of Southold Housing Fund that established the Housing Advisory Commission
whose function is to make recommendations regarding the Fund
· Affordable Housing District legislation that promotes density of 4 units per acre that
may include up to 50% with accessory apartments
· Inclusionary Zoning legislation that requires developers of 5 lots or more to provide 10-
25% of housing stock as affordable
· Formula of affordability for rentals and home ownership
· Guidelines for priority populations and income eligibility
Affordable housing created will be encumbered with covenants and restrictions to ensure
perpetual affordability. Rehabilitation of existing stock was cited to be important. A suggestion
was made to assemble a "resource book/data bank" of information that could be valuable to
promote affordable housing (e.g. contractors and architects who specialize in building affordable
housing).
Commission Responsibilities: Tabled until the next meeting. Commission members should be
prepared to discuss at the next meeting.
Next Meeting Items: Please email Phillip with any topics that you would like to include on the
agenda for discussion. The next meeting is scheduled for Wednesday, October 19"~ at 5:30 p.m.
at the Human Resource Center in Mattituck. The meeting adjoumed at 7:15 p.m.
