New York 11971 lax (516) 765-1823 Telephone (516) 765-1801 LAND PRESERVATION COI¥1MITTEE TOWN OF SOUTHOLD LAND PRESERVATION COMMITTEE MEETING APRIL 8, 1996 MINUTES The meeting started at 7:30 p.m. Present were: Joe Gold, Jim Pim, Tom Madigan, Fred Lee, Jim Rich, Michael Croteau, Ruth Oliva and Al Krupski. The committee had received a letter from Al Krupski aksing for permission to construct a greenhouse on land with the development rights sold. The proposed greenhouse will be of hoop and plastic construction and will be 48 feet long. Only a minimal amount of soil grading will be necessary, as the site is on high ground and well drained. It will be used seasonally to produce Vegetable and flower seedlings for field production. A motion was made by Jim Rich and seconded by Tom Madigan to approve the construction of the green- house. All were in favor. Progress of Open Space Study - Joe has spoken to Valerie Scopaz, who is working on this study. When completed, we should know how many acres are farmland and open space*. How many acres have approved subdivision maps? How t~i~l~y have submitted subdivision maps but are not as yet approved? There are apprgximately 1700 acres on the market for sale. This study is underway. When it is completed, it will be presented to the Town Board. The committee discussed possible changes in the Town Code in regard to la,nd preservation and the process for the purchase of development rights. Joe will go over these possible changes with Laury Dowd, Town Attorney. The committee also discussed the possibility of records being kept of buildings on property where the development rights were sold. Guide- lines should be set up for structures. Some towns such as East Hampton can sell the development rights to County, State or Land Trust. Joe will check with Valerie on this. Joe received a memo from Supervisor Cochran asking him to contact Mike Carrachiola re: the County having $1,000,000.00 for land preservation.
