Remove existing stairway to beach. Construct new 2'X 4' platform. Reinstall existing stairway. Install 425 ton of 1-3 ton rock armoring in front of 170' of existing bulkheads. Located: 19375 Soundview Ave., Southold. SCTM#51-1-20.1&21 The proposed action has been reviewed to Chapter 268, Waterfront Consistency Review of the Town of Southold Town Code and the Local Waterfront Revitalization Program (LWRP) Policy Standards. Based upon the information provided on the LWRP Consistency Assessment Form submitted to this department, as well as the records available to me, it is my recommendation that the proposed action is CONSISTENT with the denoted following Policy Standards and therefore is CONSISTENT with the LWRP. PurSuant to Chapter 268, the Board of Trustees shall consider this recommendation in preparing its Wdtten determination regarding the consistency of the proposed action. INSTRUCTIONS All applicants for permits* including Town of Southold agencies, shall complete this CCAF for proposed actions that are subject to the Town of Southold Waterfront Consistency Review Law. This assessment is intended to supplement other information used by a Town of Southold agency in making a determination of consistency. *Except minor exempt ac~ons including Building Permits and other ministerial permits not located within the Coastal Erosion Hazard Area. Before answering the questions in Section C, the p~rer of this form should review the exempt minor action list, policies and explanations of each policy comained in the Town of Southold Local Waterfront Revitalization Program. A proposed action will be eval;~ted as to its significant beneficial and adverse effects upon the coastal area (which includes all of Southold Town). If any question in Section C on this form is answered "yes", then the proposed action may affect the achievement of the LWRP policy standards and conditions contained in the consistency review law. Thus, the action should be analyzed in more detail and, if necessary, modified prior to making a determination that it is consistent to the maximum extent practicable with the LWRP policy standards and conditions. If an action cannot be certified as consistent with the LWRP policy standards and conditions, it shall not be undertaken. A copy of the LWRP is ava'flable in the following places: online at the Town of Southold's website (southoldtown.nortlffork.nat), the Board of Trustees Office, the Planning Department, all local h~raries and the Town Clerk's office. DEVELOPED Policy I COAST POLICIES Foster a pattern of development in the Town of Southold that enhances community character, preserves open space, makes efficient use of infrastructure, makes beneficial use of a coastal location, and minimizes adverse effects of development. The project location faces the Long Island Sound. This coastal area endures extreme wave energies and most properties are bulkheaded to prevent further erosion. Southold Town code also states that the bulkheads along this shoreline be armored with rock. So am proposal is consistent with the Town's regulations. Policy 2 Preserve historic resources of the Town of Southold. Our proposal will have no effect on the histodc resources of the Town of Southold. Policy 3 Enhance visual quality and protect scenic resources throughout the Town of Southold. Our proposal will not have a significant effect on the visual quality. The rock will soften the coastal line visually by giving it a more natural look than a fiat faced bulkhead. NATURAL COAST POLTCIES Policy 4 Hinimize loss of lifo, structures, and natural resources from flooding and erosion. Placing the rock armor will soften the reflective wave energy that is generally seen with fiat faced bulkheads. The rock breaks then disperses the energy so that properties down shore will not be as affected by the reflective energy. The rock will also protect and reinforce the bulkhead so that the bulkhead has a greater chance of being functional for more than 30 years. Policy 5 Protect and improve water quality and supply in the Town of Southold. Our proposal will have no effect off the water quality and supply in the Town of Southold. Policy 6 Protect and restore the quality and function of the Town of Southold's ecosystem. The rock will be placed just landward of the high water mark. There should be no effect on the quality and function of the Town's ecosystem. Policy 7 Protect and improve air quality in the Town of Southold. Our proposal will have no effect on the air quality in the Town of Southold. Policy 8 Hinimize environmental degradation in the Town of Southold from solid wastes and hazardous substances and wastes. Our proposal will have no effect on the environmental degradation in the Town of Southold from solid waste and hazardous substances and wastes. PUBLZC COAST POLZCZES Policy 9 Provide for public access tot and recreational use of, coastal waters, public lands, and public resources of the Town of Southold. This shore is a difficult shoreline to walk. Adjacent properties have also been bulkhead and some have placed rock armoring but also the natural shoreline has large boulders that limit access. Our proposal is consistent and expected in this area. . WO KZN= Policy 10 Protect the Town of Southold's water-dependent uses and promote slung of new water- dependent uses in suitable locations. Our proposal will not affect the Town's water-dependent uses or promote new water-dependent uses. Our proposal is to protect the toe of the bluff so that the upland property owner can safely use the existing staircase and platforms to access the shore. Policy 11 Promote sustainable use of living marine resources in the Town of Southold. All work will be done landward of the high water mark. Our proposal will have no effect on the sustainable use of living marine resources in the Town of Southold. Policy 12 Protect agricultural lands in the Town of Southold. Our proposal will have no effect on the agricultural lands in the Town of Southold. Policy 13 Promote appropriate use and development of energy and mineral resources.
