Suffolk EnvirOnmental Consulting, Inc. on behalf of ALBERTSON MARINA (WILLIAM WITZKE)
requests a Wetland Permit to maintenance dredge an underwater area measuring 15,000 sf. within the
western/southwestern section of the marina to a navigable depth of -4.0'+/- at Iow tide. Approx. 400 cy.
of dredge spoil is anticipated to result from the proposed maintenance dredge, which is to be
transferred to onshore trucks and deposited within an approved, upland location; and
replace/reconstruct the existing floating dock structure situated centrally within the marina. The current
floating dock consists of the central floating dock 5'X 195', eighteen (18) finger piers 2.5'X 15' situated
perpendicular along the length of the floating dock (9 per side), and access ramp 3'X 13.7' connecting
the dock to the existing bulkhead. The overall structure is supported by typical billet floats, and secured
by ten (10) pilings 10" dia. situated on the ends of various finger piers. The entire structure is to be
replaced in-kind and in-place. Located: 61025 Route 25, Southold. SCTM#56-6-2.2
The proposed action has been reviewed to Chapter 268, Waterfront Consistency Review of the Town of
Southold Town Code and the Local Waterfront Revitalization Program (LWRP) Policy Standards.
Based upon the information provided on the LWRP Consistency Assessment Form submitted to this
department, as well as the records available to me, it is my recommendation that the proposed action is
CONSISTENT with the Policy Standards and therefore is CONSISTENT with the LWRP provided the
following best management practice is required pursuant to:
§ 275-11. Construction and operation standards.
A. General. The following standards are required for all operations within the jurisdiction of the
Trustees:
(2) Erosion control. Installation of an erosion control structure is necessary during any building,
grading, landscaping or site work activity within Trustee jurisdiction. This structure may include, but is
not limited to, installation of a silt fence, hay bales, wood chip berm and silt booms. The placement of
the erosion control structure(s) shall be determined by the Trustees or their designee. All intertidal
construction and excavation requires the installation of a silt boom that will retain all
suspended sediments within the immediate project area.
The replacement of the current floating dock is EXEMPT from LWRP review pursuant to:
§ 268~3. Definitions. MINOR ACTIONS item "B" which states:
B. Replacement, rehabilitation or reconstruction of a structure or facility, in kind, on the same site
(inplace), including upgrading buildings to meet building or fire codes, except for structures in areas
designated by the Coastal Erosion Hazard Area (CEHA) law where structures may not be replaced,
rehabilitated or reconstructed without a permit and shoreline erosion control structures (including, but
not limited to, groins, jetties, bulkheads, filled piers) located within Great Peconic Bay, Cutchogue
Harbor, Little Peconic Bay, Hog Neck Bay, Noyack Bay, Southold Bay, Shelter Island Sound, Pipes
Cove, Orient Harbor, Gardiners Bay, Long Island Sound, Fishers Island Sound and Block Island Sound
(excluding all creeks);
Pursuant to Chapter 268, the Board of Trustees shall consider this recommendation in preparing its
written determination regarding the consistency of the proposed action.

The proposed project is for the maintenance dredging of an underwater area located within the western/
southwestern section of the marina to a depth of{.o' below apparent low water level. This proposal is
situated within a commercial marina (i.e., beneficial use ora coastal location) and is for the routine maintenance
of the navigability of the marina, and has been implemented previously without any form of substantial impact
to the surrounding environment (i.e., minimizes adverse effects of development). Additionally, with the simple
replacement of the existing floating dock structure (i.e., efficient use of infrastructure), which has existed
harmoniously within this marina for many years, we do not anticipate any form of adverse impact to the
immediate environment (i.e., nfinimizes adverse effects of development).
