Wetland Permit and Coastal Erosion Permit to reconstruct 55' of existing bulkhead. Located: 21225
Soundview Ave., Southold. SCTM#135-1-1
The proposed action has been reviewed to Chapter 268, Waterfront Consistency Review of the Town of
Southold Town Code and the Local Waterfront Revitalization Program (LWRP) Policy Standards.
Based upon the information provided on the LWRP Consistency Assessment Form submitted to this
department, as well as the records available to me, it is my recommendation that the proposed action is
CONSISTENT with the Policy Standards and therefore is CONSISTENT with the LWRP provided the
following best management practice is required pursuant to:
§ 275-11. Construction and operation standards.
A. General. The following standards are required for all operations within the jurisdiction of the
Trustees:
(2) Erosion control. Installation of an erosion control structure is necessary during any building,
grading, landscaping or site work activity within Trustee jurisdiction. This structure may include, but is
not limited to, installation of a silt fence, hay bales, wood chip berm and silt booms. The placement of
the erosion control structure(s) shall be determined by the Trustees or their designee. All intertidal
construction and excavation requires the installation of a silt boom that will retain all
suspended sediments within the immediate proiect area.
Pursuant to Chapter 268, the Board of Trustees shall consider this recommendation in preparing its
written determination regarding the consistency of the proposed action.

Reconstruct 55' of existing bulkhead.
DEVELOPED COAST POLICIES
Policy 1 Poster a pattern of development in the Town of Southold that enhances community character,
preserves open space, makes efficient use of infrastructure, makes beneficial use of a coastal
location, and minimizes adverse effects of development.
The existing bulkhead on this property has failed. Thc owner would like to build a new bulkhead in-
place of thc existing and a new retaining wail landward to help with retaining and supporting the bluff.
Our proposal will not have any effact on the community character or preservation of open space.
Policy 2
Preserve historic resources of the Town of Southold.
This property has no significant historic resources.
Policy 3
Enhance visual quality and protect scenic resources throughout the Town of Southold.
The bulkhead is existing. The present condition of this bulkhead is unstable threatening the integrity
of the upland property. A new bulkhead is an attempt of the adjacent property owner and the upland
property owner to maintain the property. There is an existing failing bulkhead so the visual quality
and scenic resources will be restored to when the area was stable.
NATURAL COAST pOLICIES
Policy 4 Minimize loss of life, structures, and natural resources from flooding and erosion.
The existing bulkhead is needed to protect the upland property. The new bulkhead will help control
further erosion of this bluff and will not increase flooding or erosion in this area.
Policy 5
Protect and improve water quality and supply in the Town of Southold.
This proposal will not have any impact on the water quality and supply of the Town of Southold.
Policy 6
Protect and restore the quality and function of the Town of Southold's ecosystem.
This proposal will not have any impact on the Town of Southold's ecosystem.

Protect and improve air quality in the Town of Southold.
This proposal will not have any impact on the air quality of the Town of Southold.
Policy 8
Minimize environmental degradation in the Town of Southoid from solid waste and hazardous
substances and wastes.
This proposal will not degrade the environment with solid waste or hazardous substances.
PUBLIC COAST POLICIES
Policy 9 Provide for public access to, and recreational use of, coastal waters, public lands, and public
resources of the Town of Southold.
Our proposal will not limit public access to the coastal waters or public resources of the Town of
Southold. There is a bulkhead presently existing and we are proposing to construct a new bulkhead in-
place.
WORKING COAST POLICIES

dependent uses in suitable locations.

Our proposal is to reconstruct a failing bulkhead. The present condition of the bulkhead is poor and is
unsafe. This property is used by the upland property owners to engage in water dependent activities
such as fishing and swimming. These activities will continue at this site.
Promote sustainable use of living marine resources in the Town of Southold.
The site conditions at this point are poor. The construction of the bulkhead will stabilize the area
landward of the highwater mark. There should be no significant effects on the living marine
resources.
Protect agricultural lands in the Town of Southold.
This proposal has no impact on the agricultural lands in the Town of Southold.
Policy 13 Promote appropriate use and development of energy and mineral resources.
