TeNyenhuis DISTRICT ~L%NAGER (631)727-2315 August 24, 2010 Walter Gaipa 360 Lake View Terrace East Marion, NY 11939 Dear Mr. Gaipa: As per inspections and discussions regarding the slope stabilization, the following are the observations, findings and the recommended plant species for stabilizing and revegetating your shoreline. In April during the initial site visit, the shoreline south of the stairway was devoid of vegetation with the exception of the immediate toe of the shoreline where Common reed (Phragmites australis) and Garlic mustard (Alliaria petiolata) were found. The slope was similarly devoid of woody and/or persistent vegetation with only sporadic vines of Japanese honeysuckle (Lonicerajaponica) and Oriental bittersweet (Celastrus orbiculatus). Surprisingly, at that time the slope was in a stable condition, with no gullies or rill erosion evident even after the nine inches of rain received a week prior to the site visit. At the very top of the slope, a small (2 inch) vertical lip of turf grass exists which is the transition point between the lawn and sloped area. Under the stairway, rill erosion was evident and little or no vegetation was found with the exception of Garlic mustard. On the northern side of the stairway, red maples and cherry trees were found at the toe while wild shrubbery vegetates the entire slope face. The top of the slope is landscaped with hedges and a porch exists between the house and hedges. Some active erosion was witnessed at this location. A second site visit was conducted in July to evaluate the soils of the site and to further identifv the causes of bank sloughing. This evaluation revealed that the entire slope was no longer devoid of vegetation but densely vegetated in Jewelweed (Impatiens capensis), and briars. Jewelweed is a shallow rooted, tender annual (native) indicative of rich, moist soils that is generally found in the boundaries of freshwater wetlands, streams, and wet depressions. The soil inventory conducted by your contractor on the backyard identified a sandy soil profile with no clay lenses. Richard Shaw, USDA - Soil Scientist concurred with these results, and thereibre absence of clay lenses within the soil profile eliminates leaching from the septic system as a cause of the sloughing. However Mr. Shaw identified a high degree of fines and 36 inches of organic matter on the slope (report attached). This degree of organic matter is not typical for Long lsland soils (generally 1 inch). The thickmess of this layer combined with the high water holding capacity is facilitating ~he Jewelweed population on this slope and rendering the slope highly erodeable. 423 Griffing Avenue · Riverhead · New York 11901 Natural settling and sloughing of the bank is obvious. However the resource inventories and evaluations could not definitely identify the regional settling. Recommendations from consultation with the USDA - Natural Resources professionals, Regional Engineer - Deron Davis, Soil Scientist - Richard Shaw and Plant Materials Specialist - Paul Salon, encourage the revegetation of the slope this fall (with proper NYS DEC permits) as a first step towards abating the sloughing. If successful revegetation occurs and sloughing is still occurring, engineering and the installation sheet pilings or a retaining wall may be necessary. Jay Tanski, Coastal Erosion Specialist of NY Sea Grant at (631) 632-8730 (jjT3~comell.edu) should be contacted for his expertise and recommendations for the appropriate structure. With or without these structures, revegetation is recommended as the high degree of organic matter on the slope is highly erosive, is causing the high water holding capacity of the soil and is supporting the identified vegetation inhabiting this area. Unfortunately, the shallow and fragile roots systems of Jewelweed are not serving to abate erosion. Due to the erosion potential of the site, seeding and planting are encouraged along with the use of erosion control fabric. Due to the erosive soils, and the steep slopes; a concerted effort to limit treading on the slope is encouraged. However, good soil to seed contact is necessary to facilitate germination and plant establishment. Therefore site preparation should be conducted to limit the amount of soil disturbance, but also facilitate the creation of a good seed bed. Therefore, removal of the jewelweed will be necessary to allow for the soil to seed contact. This can be achieved via weed whacking or hand pulling. If possible, the area should be raked from top to bottom to provide a good seed bed, once the Jewelweed is removed and briars and woody vegetation are cut at ground level. The following are the seeding options recoxnmended tbr the slope with the associated concerns addressed with their use. Sediment and Erosion Control Mix: This mix is highly competitive and used only for sediment and erosion control. This mix will quickly cover and persist on the landscape but will be a monoculture of grasses with little to no native plant species existing on the slope. The concern with this mix is the shallow root system ~vill not penetrate past the organic matter into the subsoil. Therefore, the grasses will provide a mat of cover but may not serve to tully stabilize the entire area. Additionally as this is a natural area with a view of the landscape, using this mix will not · necessarily be appropriate with the surrounding natural landscape. Therefore towards the top of the slope, species such as Broomsedge (Andropogon virginicus), Purple top (Tridensflavus), Purple lovegrass (Erogrostis spectabilis) are recommended for their shorter growth habit and limited ability to block your view. These species should be planted 6 inches apart and in rows I foot apart to serve in similar sediment control. The intent is to achieve complete coverage of the area with these grasses, however such establishment via plugs would be quite expensive. Therefore, a double row of plants at the top, middle and base of the slope is encouraged immediately after seeding this area. The remaining plugs could be grown from seed in your greenhouse facilities and established in the spring once the Perennial ryegrass is established. Similarly, the forbs could be grown and planted randomly throughout the area as desired. All the plant materials have intentionally been selected to facilitate sediment and erosion control and/or to provide wildlife habitat and a natural aesthetic to the shoreline. The cool season grasses will provide a quick cover to the site while the warm season grasses establish. Additionally, where appropriate native plant species were selected; as their use reduces the need for nutrient, pesticide, and supplemental water applications, all can pose a threat to surface water quality. For your reference, I have enclosed Paul Salon and Richard Shaw's reports and recommendations for this site as well as information on the recommended plant materials. Present were Suffolk County Soil and Water Conservation District Technician Polly Weigand, NRCS Soil Scientist Richard Shaw, and properly owner Walter Gaipa. Although no rills or gullies are visible, the bank is receding toward the house above at an accelerated rate. A previous engineering boring behind the slope found about 20 feet of sand from the top of the ridge down to water level at the base. In the Suffolk County Soil Survey, the area is part of a thin map unit of Carver and Plymouth sands, 15 to 35 percent slopes (CpE), surrounding the lake. The location is marked (with an x) on the soil map at the end of the report. Measurements in the problematic area of the slope were between 60 and 65 percent, and it is vegetated predominantly with herbaceous material, jewelweed and raspberry (Fig. 1, below), generally shallow rooted. The soil sun'ace is very soft and loose (Fig. 2), and walking on the slope removes some of the herbaceous vegetation and disrupts the soil surface to a great degree. An auger boring about midslope revealed a 36 inch thick cap of organic material, with few roots visible throughout, above the sandy subsoil (Fig. 3). According to the landowner, the site has been subject to a regular addition of autumn leaves. At the time of the investigation, the organic material was quite loose, as the weather conditions had been relatively warm and droughty. In general, the organic material is not well anchored and both it and the underlying sand layer are susceptible to erosion or other forms of downslope movement. An adjacent area of the sides ope (to the south), under wooded vegetation, was examined for comparison, The slope here measured 30 to 35 percent, and a midslope boring revealed a more typical Carver soil, with a sand-textured surface horizon containing many fine and medium roots (Fig. 3). For slope stabilization recommendations, I consulted Deron Davis, NRCS Agricultural Engineer for the Lower Hudson-Long Island Watershed team. His reply: "The stabilization method will depend on the type of erosion. If it is classic erosion of particles washing down the slope I would think we may be able to seed the area down along with adding a degradable erosion control mat. It appears the existing plants are not very dense and actually leave a lot of bare ground. We could talk to Paul Salon to help determine the proper seed mix to plant. I would think we would want something that grows dense and has at least one species that roots pretty deep to get into the sand layer if possible. Polly may have some ideas on this as well. if the problem is being caused by more of a rotational failure of the slope the solutions get more difficult We could possibly drive some PVC sheet piling at the bottom of the slope through the layer of soil that is moving and into a stable sand layer. This is obviously more expensive but a seeding won't he p f the failure plan of the soil is below surface. The vegetat on will just slide down the hill with the soil. I hope this helps. In gravel pit reclamation there is usually a cutoff away from cool season grasses at 15% fines passing a 200 mesh sieve (.047mm) but the warm season grasses can tolerate higher fines than that. I would recommend seeding with 20 lb/ac Canada wildrye and 2 lb/ac of red top or agrostis perennans ( will need to seed separately and use sand as a carrier) and some of the warm season grasses seeding after the disturbance of the plugging assuming you are not going to disturb the site any other way. If there is a way to use erosion control fabric in this scenario it would be good. It may actually help the site from being overly disturbed. Put it down first then cut through it to plant then seed over it, there could be some seed soil contact issue there. Another idea would be when you are done planting and seeding hydromulch some high tech mulch with tackifier. You could also plug some cool season grasses in like as discussed below American beach grass and/or the Canada wildrye. A better cool season grass than reed canarygrass for dry sites although considered by some as invasive would be bromegrass, bromegrass would be a better erosion control plant than the wildrye due to its rhizomatous nature.
