Present Were: Absent were: Peter Young, Chairman Jack McGreevy, Member Audrey Horton, Member Doug Hardy, Member Derek Bossen, Member Lauren Standish, Secretary Greta Schiller, Member Meaghan Burke, Member Albert Krupski, Jr., Councilman John Bredemeyer, Trustee CALL TO ORDER The meeting was called to order at 4:40 PM by Chairman Peter Young. CHAIRMAN'S ANNOUNCEMENTS APPROVAL OF MINUTES Moved by Derek Bossen, seconded by Doug Hardy, to Approve the Minutes of January 11,2011. DISCUSSION AND RECOMMENDATION OF WETLAND PERMIT & COASTAL EROSION PERMIT APPLICATIONS Moved by Peter Young, seconded by Doug Hardy, it was RESOLVED to SUPPORT the Wetland Permit application of LUDIVOICA ROMANELLI to reconstruct the existing timber bulkhead along the southern shoreline of subject property with a new vinyl bulkhead in place of the original bulkhead. Located: 3204 Peconic Bay Blvd., Laurel. SCTM#128-6-9.2 Inspected by: Jack McGreevy, Peter Young The CAC Supports the application with the Condition the area below the second tier remains as a non-turf buffer. Vote of Council: Ayes: All Motion Carried Moved by Audrey Horton, seconded by Derek Bossen, it was RESOLVED to NOT SUPPORT the Wetland Permit and Coastal Erosion Permit applications of JOHN F. BETSCH for the placement of recks, apprex. 36" dia., to be embedded into the embankment along the eroded area parallel to the shoreline. Located: 2325 North Sea Dr., Southold. SCTM#54-4-24 Inspected by: Audrey Horton, Doug Hardy, Derek Bossen The CAC does Not Support the placement of rocks and recommends vegetative protection in an area 15'-20' using beach grass. Vote of Council: Ayes: All Motion Carried Moved by Doug Hardy, seconded by Audrey Horton, it was RESOLVED to SUPPORT the Wetland Permit and Coastal Erosion Permit applications of LEVlN FAMILY LIMITED PARTNERSHIP to conduct repairs to the existing beach stairs and motel building. Located: 58855 Route 48, Greenport. SCTM#44-2-22 Inspected by: Audrey Horton, Doug Hardy, Derek Bossen Vote of Council: Ayes: All Motion Carried Moved by Peter Young, seconded by Doug Hardy, it was RESOLVED to SUPPORT the Wetland Permit application of LAUREL COUNTRY ESTATES PROPERTY OWNERS ASSOC., INC. to replace in-place 40 If. of timber navy bulkhead with a vinyl navy bulkhead and an 8' return on the east end; replace existing 4'X 8' timber landing and 4'X 27' timber stairway down the bluff; replace 3'X 14' steps; and replace existing timber fence at the top of bluff where needed. Located: 3850 Great Peconic Bay Blvd., Laurel. SCTM#128-6-3 Inspected by: Jack McGreevy, Peter Young The CAC Supports the application with the Condition the existing bulkhead is removed and the project is consistent with the LWRP and Public Trust Doctrine. Vote of Council: Ayes: All Motion Carried Moved by Derek Bossen, seconded by Doug Hardy, it was RESOLVED to SUPPORT the Wetland Permit application of ROBERT HORVATH to construct an addition to the existing dwelling and porch addition. Located: 4550 Paradise Point Rd., Southold. SCTM#81-3-5 Inspected by: Derek Bossen The CAC Supports the application with the Condition the area between the bulkhead and the top of bank is left as a non-disturbance zone. The CAC questions the legality of the deer fence, which is restricting the movement of wildlife. Vote of Council: Ayes: All Motion Carried Moved by Audrey Horton, seconded by Doug Hardy, it was RESOLVED to SUPPORT the Wetland Permit application of PAUL DEMARTINO to construct a second-floor addition to the existing dwelling; lift dwelling to flood plain regulations; and install a new sanitary system. Located: 4205 Bay Shore Rd., Greenport. SCTM#53-6-22 Inspected by: Audrey Horton, Doug Hardy, Derek Bossen The CAC Supports the application with the following Conditions: A drainage plan is provided; · Hay bales are installed and maintained throughout construction; and · The installation of a 10' non-turf buffer. The CAC requests the opportunity to re-visit the project if the dwelling is proposed to be demolished. Vote of Council: Ayes: All Motion Carried Moved by Audrey Horton, seconded by Derek Bossen, it was RESOLVED to SUPPORT the Wetland Permit application of SOUTHOLD SHORES BOAT BASIN to disconnect existing water and electric on dock; remove existing 3'6" X 14' wooden access ramp, existing 5'X 93' main floating dock section and three 10" dia. anchor pilings; install new 5'X 93' main floating dock section, new 32"X 14' aluminum access ramp and three new 10" dia. anchor pilings; reconnect existing water and electrical services on the dock. Located: Blue Marlin Dr., Southold. SCTM#57-1-39.3 Inspected by: Audrey Horton, Derek Bossen, Doug Hardy Vote of Council: Ayes: All Motion Carded Moved by Peter Young, seconded by Doug Hardy, it was RESOLVED to SUPPORT the Wetland Permit application of GLEBE ASSOCIATES, LLC to install 10 new steel beam support columns beneath building; reconstruct existing concrete corner support pier and install new heavy timber support beams; construct 50' of new vinyl bulkhead wall under front edge of existing building; reconstruct fallen portion of existing south rock wall in-place. Located: 5775 West Mill Rd., Mattituck. SCTM#106-6-3 Inspected by: Jack McGreevy, Peter Young The CAC Supports the application with the Condition the stormwater run-off issues are addressed. Vote of Council: Ayes: All Motion Carried Moved by Doug Hardy, seconded by Jack McGreevy, it was RESOLVED to NOT SUPPORT the Wetland Permit application of KAREN DALY & MARY JABLONSKI to reconstruct approx. 152' of existing wood bulkhead in-kind and in- place; place 100 cy. of fill landward of the bulkhead to meet existing grade; and install a line of temporary sandbags landward of the bulkhead in order to prevent further erosion where bulkhead is failing. Located: 19895 Soundview Ave., Southold. SCTM#51-4-2 Inspected by: Doug Hardy, Derek Bossen, Audrey Horton The CAC does Not Support the application because the bluff is unstable. A bulkhead should not be installed until the bluff achieves a stable angle of repose. The CAC also recommends a drainage plan to contain the run-off from the existing dwelling Vote of Council: Ayes: All Motion Carried Moved by Peter Young, seconded by Jack McGreevy, it was RESOLVED to SUPPORT the Wetland Permit application of GORDON & JUNE SEAMAN to remove existing second-story addition and construct a reconfigured second-story within the existing first-floor footprint and to construct a new concrete patio set on grade. Located: 1570 Ole Jule Lane, Mattituck. SCTM#122-4-3 Inspected by: Peter Young, Jack McGreevy The CAC Supports the application with the Condition of a drainage plan. Vote of Council: Ayes: All Motion Carried DISCUSSION AND RECOMMENDATION OF APPLICATIONS TO AMEND WETLAND & COASTAL EROSION PERMITS DAVIES FAMILY TRUST to Amend Wetland Permit #7417 to construct a 4'X 74' fixed catwalk with open grate decking secured by 6" piles, a 3'X 15' ramp, 6'X 20' float secured by (2) batter piles and a tie off pile. Located: 2385 Pine Tree Rd., Cutchogue. SCTM#104-3-2 The CAC did not make an inspection, therefore no recommendation was made. Member Peter Young will attend the next regular meeting of the Board of Trustees scheduled for Wed., February 16, 2011. The next meeting of the Conservation Advisory Council has been set for Wed., March 16, 2011 at 4:30 PM at Down's Farm Preserve.
