Proposed Wetland Permit for BELVEDERE PROPERTY MANAGEMENT, LLC

Costello Marine Contracting Corp. on behalf of BELVEDERE PROPERTY
MANAGEMENT, LLC requests a Wetland Permit to backfill washed out areas with
clean, well compacted, sand fill; construct an 8'X 26'6" thick reinforced concrete apron
on 6" well tamped gravel base; provide C.I. catch basin and 4" drain line; and re-install
existing wooden and chain link gates in-place. Located: First & Jackson St., New
Suffolk. SCTM#117-8-19&20
The proposed action has been reviewed to Chapter 268, Waterfront Consistency
Review of the Town of Southold Town Code and the Local Waterfront Revitalization
Program (LWRP) Policy Standards. Based upon the information provided on the LWRP
Consistency Assessment Form submitted to this department, as well as the records
available to me, it is my recommendation that the proposed action is CONSISTENT
with the Policy Standards and therefore is CONSISTENT with the LWRP provided
the following best management practice is considered.
In the event that the action is approved; to further Policies 5. Protect and improve water
quality in the Town of Southold, 6.3 Protect and restore tidal and freshwater wet/ands
and Po/icy 11. Promote sustainable use of living marine resources in Long Island
Sound, the Peconic Estuary and Town waters. It is recommended that the Board
require that the silt boom be deployed during the construction of the structure
pursuant to:
§ 275-11 Construction and operation standards.
A. General The following standards are required for all operations within the
jurisdiction of the Trustees:
(2) Erosion control. Installation of an erosion control structure is necessary
during any building, grading, landscaping or site work activity within Trustee
jurisdiction. This structure may include, but is not limited to, installation of a silt
fence, hay bales, wood chip berm and silt booms. The placement of the erosion
control structure,s) shall be determined by the Trustees or their designee. Ail
intertidal construction and excavation requires the installation of a silt boom that
will retain all suspended sediments within the immediate project area.
Pursuant to Chapter 268, the Board of Trustees shall consider this recommendation in
preparing its written determination regarding the consistency of the proposed action.

DEVELOPED COAST POLICIES
Policy 1 Foster a pattern of development in the Town of Southold that enhances community character,
preserves open space, makes efficient use of infrastructure, makes beneficial use of a coastal
location, and minimizes adverse effects of development.
This property is used as a water transportation depot for access to Robin's lsland. This site is zoned
for light industrial and is directly located across from Robin's Island. The recent storms and flooding
have caused this area to wash out and the owner is attempting to maintain the area and prevent any
further wash out. T
Policy 2 Preserve historic resources of the Town of Sonthoid.
This property has no significant historic resources.
Policy 3
Enhance visual quality and protect scenic resources throughout the Town of Southold.
This proposal is an attempt to repair and prevent any further wash out. This proposal will not have
any effect on the visual quality nor protect scenic resources within the Town of Southold.
NATURAL COAST POLICIES
Policy 4 Minimize loss of life, structures, and natural resources from flooding and erosion.
The new apron will not minimize the loss of life, structures or natural resources from flooding and
erosion. The intent of the new catch basin is to help with further erosion of this area from flooding.
Policy 5
Protect and improve water quality and supply in the Town of Southold.
This proposal will not have any impact on the water quality and supply of the Town of Sonthold. All
work will be landward of high water.
Policy 6
Protect and restore the quality and function of the Town of Southold's ecosystem.
This proposal will not have any impact on the Town of Southold's ecosystem. The location of the
proposed work is landward of the high water mark.
Policy 7
Protect and improve air quality in the Town of Southold.
This proposal will not have any impact on the air quality of the Town of Southold.
Policy 8
Minimize environmental degradation in the Town of Southold from solid waste and hazardous
substances and wastes.
This proposal will not degrade the environment with solid waste or hazardous substances.

Policy 9 Provide for public access to, and recreational use of, coastal waters, public lands, and public
resources of the Town of Southold.
Our proposal will not limit public access to the coastal waters or public resources of the Town of
Southold. The location of the proposed work is landward of the high water mark.

Our proposal is to repair a washed out area and to prevent further erosion of the area caused by
flooding. Thc property is used as a water transportation depot. This area provides access to Robin's
Island.

The location of the proposed works is landward of the high water mark. There should be no effects on
the living marine resources.
