Suffolk Environmental Consulting on behalf of GARY SALICE requests a Wetland Permit to
construct a second-story addition to the existing one-story dwelling, abandon the existing
cesspool and install an upgraded sanitary system. Located: 6370 Skunk Lane, Cutchogue.

The proposed action has been reviewed to Chapter 268, Waterfront Consistency Review of the
Town of Southold Town Code and the Local Waterfront Revitalization Program (LWRP) Policy
Standards. Based upon the information provided on the LWRP Consistency Assessment
Form submitted to this department, as well as the records available to me, it is my
recommendation that the proposed action is EXEMPT from LWRP review pursuant to:
§ 268-3. Definitions. MINOR ACTIONS item "11" which states:
II. Additions to an existing building or rebuilt residential structure which results in no net
increase in ground area coverage, except where the parcel is located in a coastal erosion
hazard area;

LWRP CONSISTENCY ASSESSMENT FORM
A. INSTRUCTIONS
All applicants for permits* including Town of Southold agencies, shall complete this CCAF for
proposed actions that are subject to the Town of Southold Waterfront Consistency Review Law. This
assessment is intended to supplement other information used by a Town of Southold agency in
making a determination of consistency. *Except minor exempt actions it~cluding Buildi~Tg Permits
and other ministerial permits not located within the Coastal Erosion Hazard Area.
Before answering the questions in Section C, the preparer of this form should review the exempt
minor action list, policies and explanations of each policy contained in the Town of Southold Local
Waterfront Revitalization Program. A proposed action will be evaluated as to its significant
beneficial and adverse effects upon the coastal area (which includes all of Southold Town).
If any question in Section C on this form is answered "yes", then the proposed action may affect the
achievement of the LWRP policy standards and conditions contained in the consistency review law.
Thus, the action should be analyzed in more detail and, if necessary, modified prior to making a
determination that it is consistent to the maximum extent practicable with the LWRP policy
standards and conditions. If an action cannot be certified as consistent with the LWRP policy
standards and conditions, it shall not be undertaken.
A copy of the LWRP is available in the following places: online at the Town of Southold's website
(southoldtown.northfork.net), the Board of Trustees Office, the Planning Department, all local
libraries and the Town Clerk's office.

DEVELOPED COAST POLICY
Policy 1. Foster a pattern of development in the Town of Southold that enhances community character,
preserves open space, makes efficient use of infrastructure, makes beneficial use of a coastal location, and
minimizes adverse effects of development. See LWRP Section Ill - Policies; Page 2 for evaluation
criteria.

As indicated within Policy 1, "Development that does not reinforce the traditionM land use pattern of the Town of
$outhold would result in a Joss of the community and landscape character of Southold.", this project is a proposal to
construct a 2"d-Story Addition to an existing dwelling within subject property, a property situated within a
neighborhood consisting primarily of similarly-sized single-family dwellings within similarly-sized properties. The
proposal, as designed, will not result in any adverse effects to the surrounding environment in that the project will not
encroach any further towards the wetlands boundary to the west. In addition, the surrounding neighborhood is
comprised of older residential dwellings which have existed harmoniously within this area for years and have not
resulted in any form of adverse effects to the surrounding environment. Accordingly, we believe that this project is
consistent with this policy.
Policy 2. Protect and preserve historic and archaeological resources of the Town of Southold. See
LWRP Section III - Policies Pages 3 through 6 for evaluation criteria

Policy 2 is not applicable in that subject lot and the surrounding neighborhood cannot be deemed a substantial historic
and/or archaeological resources.
Policy 3. Enhance visual quality and protect scenic resources throughout the Town of Southold. See

Subject proposal will not adversely impact the visual quality of the surrounding area in that the erdsting property
has been improved with a single family residence for almost forty (40) years without any evidence of resulting
in adverse impacts to the neighborhood. In addition, the neighborhood itself is comprised of similarly sized properties,
improved similarly for many years, and which also has not resulted in any form of adverse impacts to the surrounding
area. Furthermore, this policy could not preclude both the legal creation of this property as a building lot, or the
improvement thereon.
NATURAL COAST POLICIES
Policy 4. Minimize loss of life, structures, and natural resources from flooding and erosion. See LWRP
Section III - Policies Pages 8 through 16 for evaluation criteria

Subject property has been improved with the existing single-family residence for almost forty (40) years without any
evidence of flood damage or erosion thereon. Additionally, the proposal is for the construction of a 2"a-Story Addition
atop the existing single-family residence, to be far above any threat of flooding and/or erosion. Consequently, we
believe that this proposal is consistent with this policy.
Policy 5. Protect and improve water quality and supply in the Town of Southold. See LWRP Section III
- Policies Pages 16 through 21 for evaluation criteria

Subject proposal will comply with Policy 5 in that a more efficient sanitary system is proposed to be installed thereon,
and at a greater distance than the existing septic system is located from the wetlands boundary, and that public water
is to be utilized. Accordingly, this proposal will not only maintain the water quality and supply within the Town of
Southold, but will improve conditions within the site with the installation of the more efficient sanitary system.
Policy 6. Protect and restore the quality and function of the Town of Southold ecosystems including
Significant Coastal Fish and Wildlife Habitats and wetlands. See LWRP Section III - Policies; Pages 22
through 32 for evaluation criteria

Subject proposal will comply with Policy 6 in that the project is to only consist of constructing an addition atop the
existing dwo]ling, which will not encroach any further to the wetlands boundary than which already exists herein.
Additionally, in that the existing dwelling has been located thereon for almost forty (40) years without any evidence of
environmental impact, we do not anticipate that this project will negatively effect the surrounding area. Consequently,
we believe that this project is consistent with this policy.
