LOSS CONTROL PROGRAM EXECUTIVE SAFETY COMMITTEE
Minutes of March 02, 2011
Present:
Councilman William Ruland, Captain Martin Flatley for Chief Carlisle Cochran, Police, Karen
McLaughlin, Human Services Director, James McMahon, Deputy Public Works, Jim Bunchuck, Solid Waste
Coordinator, Christine Foster, Secretarial Assistant(for John Cushman), Elizabeth Neville, Town Clerk. Jen
Andaloro, Assistant Town Attorney, Sandra Berliner, Secretary to Supervisor and Phillip Beltz, Special
Excused:
Projects Coordinator. Also present, Susan Ciervo Boyle, Wright Risk Management. Supervisor
Scott Russell and Peter Harris, Superintendent of Highways.

Workplace Violence Prevention Update
:

Review of Incidents-None
??
Resolution of Incidents-Councilman Talbot met with key staff of ZBA and Building
departments to inform them of Town Board decision to resolve perceptions of
workplace safety. A portion of the counter will be dedicated to ZBA staff with a
phone/intercom to ZBA office. Jim M reported that phone and signage were
ordered and installation should be complete in a few weeks….

Implementation of Recommendations
Landfill (counting money)-No resolution, the door that was installed to
o
isolate staff to count money is not secure and needs to be fixed. Jim M &
Jim B reported this will be resolved by next meeting.
Human Resource Center (reconfiguration)-Jim & Karen have not met.
o
Decision made from committee to post large notice/sign for visitors to
seek assistance from the front office. Karen will speak with staff to
ensure this fulfills their perceptions of safety in the workplace.
EAP Anger Management and Conflict Resolution training-Christine has
o
scheduled two trainings for March with adequate participation from staff.
Justice Court Metal Detector-Betty will contact Office of Court
o
Administration to seek out grants.

Workplace Violence Plan-amended by Town Board to reflect Safety Protocols.
Other Incidents Relating to Workplace Safety:
Elevator in Annex Building-Jen sent letter to Capital One and she and John Cushman
met with manager. As they own the building, the onus lies with them to ensure safety of
equipment. Marty stated that they need to be notified that they should contact PD in the
event of elevator not working as they will notify FD.
Funding for Executive Safety Committee:
Phillip reported that the Town Board authorized the committee to spend any necessary
appropriations to ensure workplace safety for training. Jim m will ensure he has a
budget line that can receive transfer of funds from the Town’s contingency fund.
PESH Requirements

Bloodborne Pathogens training-Sandi will coordinate, tentatively scheduled for
April now that funding is allotted for speaker. Jen and Phillip will devise a
handout of Town policies and procedures. Marty will provide contact for ELIH for
hepatitis B shots. The Town Board had suggested “opting out” of training for staff
who are emergency personnel, however, the paperwork is onerous and Jen will
suggest to TB that this is not feasible.

Memo Supervisor re Training Requirements-discussion at next Dept. Head
meeting along with reporting requirements.

Documentation and Monitoring-Dept. Heads will manually submit info. to
Christine and Accounting will monitor.

Accident Investigation form-Christine amended form—there are three forms
available-Workmen’s Comp form, Supervisor’s Accident Investigation form and
Incident form for non-employee accidents/injuries. This will be further discussed
at the next Dept. Head meeting.
Exposure Control Final
: Jen will prepare a resolution for the Town Board to adopt.
Review and Update of Hazard Communication Plan
: Jen reported that the plan
will need to be updated (currently appears on website-accounting link). HRC, Highway,
Transfer Station and DPW are key components to the plan and each should
ensure/monitor that departments have necessary information (e.g. Right to Know,
MSDS, copy of plan, etc) in event of OSHA site visit.
All Care Waste Services:
Karen will make initial order of red bags and sharps
containers upon Town Attorney’s review of contracts.
Work-related Injuries (February 2011):
One reported incident, no comments.
Other:
Susan cautioned that Town must ensure that employees do not bring any
materials from home to the office as this can create injuries. Committee will verify
Fishers Island employees requiring training (Bay Constable, HRC aide, Hwy, etc.) Also
need to acquire MSDS relevant for clerical staff.
