Box 1179 Southold, NY I 1971-0959 DEPARTMENT OF LAND PRESERVATION TOWN OF SOUTHOLD LAND PRESERVATION COMMITTEE MEETING Minutes of Regular Meeting held Tuesday, October 10, 2006 Members Present: Members Absent: Also present: Lillian Ball John Sepenoski Ray Huntington Chris Baiz Ray Blum, Chairman Michelle Zaloom Melissa Spiro, Land Preservation Coordinator Melanie Doroski, Land Preservation Secretary Al Krupski, Town Board Liaison Margot Booth, observer David Page, Shinn Vineyard Barbara Shinn, Shinn Vineyard Deborah Doty, Esq., attorney for Page/Shinn Eric Keil (7:23 p.m.) Commencement: · The meeting began at 7:19 p.m. with four LPC members present. Adoption of Meeting Minutes: · Adoption of LPC meeting minutes from October 3, 2006 MOTION made by Ray Huntington, seconded by John Sepenoski, to accept the minutes of October 3, 2006. Motion carried 4/0. (Eric Keil not present for vote) Inquiries: · SHINN VINEYARD SCTM #; 1000-100-4-3.2 PDR Acreage: Location: 2000 Oregon Rd, Mattituck Zoned: Uses within PDR easement. (meeting requested by landowners - appointment) 21.274 acres A-C David Page, Barbara Shinn, and their attorney, Deborah Dory, met with LPC to discuss their request to locate parking spaces within PDR easement and existing stone driveway encroachment on easement as part of site plan pending before Planning Board. In response to prior letter from Deborah Dory, Esq., LPC had responded (letter dated 9/15/06) that parking spaces should be located within non-easement area and that driveway encroachment should be minimized. Landowners requested appointment to discuss LPC's letter. Landowners suggested revised plan of locating 5 spaces for storage barn, wine making and accessory storage within PDR and keeping the wine tasting spots (4) within non-PDR area. LPC and landowners discussed existing fence near parking area and how moving it could potentially interfere with truck/tractor use of property. LPC decided to review "ag production" definition further and to get back to landowners. Regarding the roadway, landowners made presentation that Town Code requires 15' wide roadway and that the location of a pre-existing barn is only 12' from easement line. Safety of the building, those using the roadway, and the existence of an air conditioning unit do not provide enough footage for roadway and therefore, they would be unable to minimize stone driveway encroachment on easement. LPC concurred and will allow for minimal stone driveway encroachment, as roadway is predominantly agricultural use. General: Marian unable to attend. Requested and granted appointment for 10124106 LPC meeting. · Discussed Melissa's appointment before Town Board re: stewardship Melissa has an appointment with the Town Board at their October 17th work session to discuss stewardship. Melissa outlined a draft of "Fact Sheet" to be presented to Town Board for their review prior to her scheduled appointment at which time she will discuss stewardship. · Updates. JOHN SCOTT III - Ray Huntington met with Mr. Scott to discuss preservation of his property on Richmond Creek. At this time, Scott is moving forward with subdivision but remains open to preservation possibilities. ROWEHL - Melissa met with Mr. Rowehl to present Land Preservation Committee's purchase offer for a development rights easement on his farm and additional five acre lot. Landowner to consider offer letter. Next Regular Meeting: · The next regular meeting will be held on Tuesday, October 24, 2006 at 7:00 p.m. in the Town Hall Conference Room. · Revised LPC 2006 Meeting Schedule distributed. Due to scheduling conflicts, only one November meeting will be held - November 21,2006 (Chris Baiz unable to attend) Adjournment: The meeting was adjourned at 9:45 p.m. by the five attending members.
