Suffolk Environmental Consulting, Inc. on behalf of BENALI, LLC requests a Wetland Permit
to construct a single-family dwelling 860 sq. ft., stone driveway and sanitary system
surrounded by a retaining wall. Located: 1275 Cedar Point Drive West, Southold. SCTM#90-1-
2
NOTE: The wetland delineation lines shown on the application for the dock and
prepared by Sea Level Mapping and the lines submitted during this submission do not
coincide (see attached). The wetland boundary delineated by R. Fox 01-19-06 is more
northward.
It is recommended that the wetland limits be defined prior to completing a Coastal Consistency
Review.

A. INSTRUCTIONS
All applicants for permits* including Town of Southold agencies, shall complete this CCAF for
proposed actions that are subject to the Town of Southold Waterfront Consistency Review Law. This
assessment is intended to supplement other information used by a Town of Southold agency in
making a determination of consistency. *Except minor exempt actions including Building Permits
and other ministerial permits not located within the Coastal Erosion Hazard Area.
Before answering the questions in Section C, the preparer of this form should review the exempt
minor action list, policies and explanations of each policy contained in the Town of Southold Local
Waterfront Revitalization Program. A proposed action will be evaluated as to its significant
beneficial and adverse effects upon the coastal area (which includes all of Southold Town).
If any question in Section C on this form is answered "yes", then the proposed action may affect the
achievement of the LWRP policy standards and conditions contained in the consistency review law.
Thus, the action should be analyzed in more detail and, if necessary, modified prior to making a
determination that it is consistent to the maximum extent practicable with the LWRP policy
standards and conditions. If an action cannot be certified as consistent with the LWRP policy
standards and conditions, it shall not be undertaken.
A copy of the LWRP is available in the following places: online at the Town of Southold's website
(southoldtown.northfork.net), the Board of Trustees Office, the Planning Department, all local
libraries and the Town Clerk's office.

Policy 1. Foster a pattern of development in the Town of $outhold that enhances community character,
preserves open space, makes efficient use of infrastructure, makes beneficial use of a coastal location, and
minimizes adverse effects of development. See LWRP Section III - Policies; Page 2 for evaluation
criteria.

As indicated within Policy 1, "Development that does not reinforce the traditional land use pattern of
the Town of Southold would result in a loss of the community and landscape character of Southold.", this
proiect is a proposal to develop a vacant parcel in an almost entirely developed nei.qhborhood. The
proposal, as desi.qned, will not result in any adverse effects to the surroundin.q environment in that the
proiect will be situated as far landward as possible without requirin.q a substantial Zonin.q Variance, and
will be served by a coded sanitary system. A.qain, the surroundinq nei.qhborhood is comprised of older
residential dwellin.qs which have existed harmoniously within this area for years and have not resulted in
any form of adverse effects to the surroundin,q environment. Accordin.qly, we believe that this proiect is
consistent with this policy.

which is proposed for many years, and which also have not resulted in any form of adverse impacts to the
surroundinq area. Furthermore, this policy could not preclude both the le.qal creation of this property as
a buildin.q lot, or the proposed structures thereon, which are proposed as far from West Lake as possible
without requirin.q a substantial Zonin.q Variance. Therefore, we feel that the instant proposal fully
complies with this Policy.
