HomeMy WebLinkAboutMPD-07/12/2001 Minutes of the regular monthl~meeting of the Board of Commissioners of the
Mattituck Park District held on the 12 day of July, 2001, at the Park District Office on
Main Road, Mattituck, New York, with the following Commissioners present: Chris
Talbot, Chairman and Walter Sabat. Commissioners Gerard Goehringer, Absent. Also
present were John Cushman, Treasurer; Madeline S. Haas, Secretary; James Cox, Sr.,
Labor Crew Leader; Gail Faimloth, Gate Guard Coordinator. Ms. Kim Prokop and Judy
Thilberg were also present.
Chairman Talbot asked Ms. Prokop to speak. Kim was discussing some of the
things that still have to be done at the playground site and bills that still have to be paid.
She also reported that bricks are still being sold and all pieces of the playground
equipment are not wheelchair accessible. She said she needs someone to rake and level
the sand under the slides and swings and sweep the brick work. She felt that something
should be done for Fred Taylor and Rich Fogarty for putting the brick work in.
Chairman Talbot then asked Judy Thilberg to speak. Judy came to complain
about the situation that arose at the Veterans' Park site during her son's graduation party.
She said a man, Billy Carroll, was present and questioning some of the guests of the
party, that Mr. Carroll said he had been hired by the Park District as a security guard for
the night. She believed him to have been asked to be there by Mr. Goehringer. Some
off-duty policemen were there as invited guests but then other pohcemen arrived because
they were called for disturbance. The police on duty told Mrs. Thilberg that her permit
was being revoked and that they would inform the Commissioners of the Park Dislxict to
never issue a use of the park permit to Mrs. Thilberg again. Mrs. Tilberg felt she was
owed a letter of apology from the Commissioners because of the situation. Mr. Talbot
said he was sorry for the situation and would look further into the matter.
Both Mrs. Thilberg and Ms. Prokop then left the meeting.
On motion of Chris Talbot, seconded by Walter Sabat and carded, the minutes of
the June meeting were approved as presented.
On motion of Christ Talbot, seconded by Walter Sabat and carried, the following
Treasurer's report was approved and the bill ordered paid as shown below:

On motion of Chris Talbot, seconded by Walter Sabat the following salaries were
approved for the current beach guards:
Stephanie Konarski $ 5.25 per hr.

A letter from One Beacon Insurance Company was received giving notice that our
insurance premium would be increased by 3% for the coming year. Treasurer Cushman
felt it would be increased 7%, more or less.
On motion of Chris Talbot, seconded by Walter Sabat and came& the
Commissioners are to talk with the District's attorney about what procedures are
necessary to put the present District office building up for sale. Chris Talbot volunteered
to call Gall Wickham about the matter.
The Commissioners discussed what to do with the present barn on the Veterans'
site. Both Commissioners present felt it best to let the Mattituck Fire Department burn it
down. Chairman Talbot felt that we should keep the one little building so as to have a
piece oftbe original buildings on the site. Chairman Talbot to speak to the Fire
Commissioners.
The three Commissioners of the Park District met with the Commissioners of the
Mattituck Fire Department regarding the Pike Street parking lot At present the parking
lot is rented by Southold Towr[ Supervisor Jean Cochmn said she would go out on a
limb and say to go ahead with the sale of the lot. Bill Moor, Fire Department attorney, is
to get going with the papers.
In regard to the sale of the lot, the Commissioners agreed that a provision is to be
made to leave access from the lot to the back of the stores tbr their deliveries.
A post and rail fence is to be put up on the west side of the Playground area at
Veterans' Park and the south end as far as material will allow.
Jim Cox reported that them was 80,000 gallons of water used at Veterans' Park.
Chris said to check and see if there is another leak in the water line.
On motion of Chris Talbot, seconded by Walter Sabat and carried, David Reeve
was hired as a maintenance worker stating July 16, 2001 at $8.00 per hour.
Chris Talbot reported that Russell Nine is no longer working for the Park District
as of July 3, 2001, due to insubordination. Chris reported that on July 3~d prior to the
opening of the playground at Veterans' Park, Chris talked to the maintenance men of the
District about a cleaning up the area. The men started to load the truck. Clms asked
Russell to help load the truck. Russell said, "No". Russell said that he didn't work with
those guys. Chris asked Russell again. Russell said"No". Chris asked Russell if he
worked for the Park District. Russell said "Yes". He refused to help and Chris told him
to leave for the mst oftbe day. Next day Chris spoke to Jim Cox and said that he could
tell Russell that he could work one hour a day to take care of the bathrooms at the Park.
He said he wasn't going to do it and left. Chris asked the Secretary Haas to send a letter
to Russell confirming his termination with the Park as of July 3, 2001 due to
insubordination and to return all keys to all buildings of the District to Jim Cox.
Jim Cox spoke about a beach cleaning machine that is being made too do small
areas like the play~ound. Chairman Talbot tabled this matter for a later date.
On August 9, 2001, the proposed budget will be voted on at the regular monthly
meeting.
No further business to come before the meeting, on motion of Chris Talbot,
seconded by Walter Sabat and carried, the meeting was adjourned.
