HomeMy WebLinkAboutMPD-04/05/2000 Minutes of the regular monthly meeting of the Board of Commissioners of the Mattituck Park District held on April 5, 2000, at the Park District office on Main Road, Mattituck, New York with all Commissioners, Chairman Gerard Goehringer, Walter Sabat and Chris Talbot present, together with Treasurer, John Cushman, Secretary, Madeline Haas, Jim Cox, Labor Crew Leader, Gall Wickham, Esq., Attorney for the Park District, and Mr. Kowalesky, Laborer.. Meeting called to order by Chairman Goehringer at 7:00 P.M. On motion of Walter Sabat, seconded by Chris Talbot, the minutes of the March meeting were approved as presented: On motion of Gerard Goehringer and seconded by Walter Sabat the Treasurer's report was approved and the following bills ordered paid: Cash $ 1,772.81 Cash in time 1,333.57 Cash in MBIA/CLASS 188,608.67 Total $191,715.05 Burt's Reliable, Inc. Kidd Association entered the meeting. Ms. LydiaTotolas was the spokesperson, said that they thought it was a good time to go over some of their concerns before the summer get going. She thanked the board for all the improvements that have been made and they all appreciated it. She stated that there were breaches in the fencing that goes along the beach and in the parking lot. The Commissioners agreed to fix the problem. Ms. Totolas said the biggest thing is whether the bathrooms in the building are or will be working and whether the building will be opened because if not the people use the dunes. She was informed that the gate attendant will unlock the bathroom when he/she comes on duty at ~.'Oo a.m. Ms. Totolas stated that many people did not know that there were bathrooms available and perhaps a sign on the building so stating would be a help. Commissioners agreed to putting up a sign as such. Ms. Totolas also suggested putting speed bumps in the parking lot to perhaps lessen the speeding and racing in the lot in the evenings and into the night. The Commissioners said they would put a split rail fence up and put "No Trespassing" signs on it. The fence to run along Luthers Road from the bottom of the hill to the beach. Chairman Goehringer said he would take care of getting the permit from the Town to put the fence up. Ms. Totolas said the Capt. Kidd Association would like to have the beach kept clean during the summer and not just cleaned in the spring. The Association thanked the Commissioners for their time and efforts and left the meeting. Chairman Goehringer presented two questions to Attorney, Gail Wickham regarding the new building at Veterans' Park: (I) When do we go to referendum? and (2) How much money do we go to referendum for? Gall said she thinks a contract can be entered into because the money was budgeted for the building in 1999. Chairman Goehringer stated that the Commissioners considered going to referendum sometime in June. He does not want to go to referendum at the budget meeting in August. Chairman Goehringer expressed that he feels that the bids should go out for two things: 1. Floor and the rough plumbing in the floor and 2. The shell completed on the outside. He feels that when we have the money we can go ahead with finishing the building inside with electricity and heating and that the Park District staffcan complete the balance of the inside which would save the District money. Gall is to check on whether the above plan is ok. The old main barn would be burned by the fire department and possibly the concession building would be donated to the Town for use as a field house. The feelings of the other Commissioners and the Treasurer was that the building isn't in good repair and it would be costly to have it moved if it was safe to move it. Mr. Warren Sambach entered the meeting regarding the new building. He was informed that the site plan has to be changed the show the new location of the new building rather than the old building. Barbara Droscoski entered the meeting to discuss the summer beach program. She asked if we had completed the emergency plan. The Commissioners said they would have it ready for the summer season. Chairman Goehringer told Barbara that the Capt Kidd people are asking if the gate attendant could unlock the bathrooms when he/she comes on duty. Barbara said that the Health Department says that them is to be no swimming outside the roped area. Chairman Goehringer stated that the beaches officially open the last week in June. Mrs. Droscoski left the meeting. At 7:30 p.m Chairman Goehringer opened the one sealed bid for the Veterans Park concession. The bid was made by Paraskevi Kontoveros, 1095 Westphalia Road, Mattituck, New York. She bid $550.00 and enclosed a money order for $150.00 which was asked for in the Instructions to Bidders. On motion of Walter Sabat, seconded by Gerard Goehringer and carried, the bid of Mrs. Kontoveros was accepted.. Jim Cox reported the backhoe came back today. The weights were not put on the wheels. Jime to be sure they services the motor. Jim reported on the fertilizing of the fields: John itarrison had fertilizer and our men are to put down the lime at Aldrich Lane. Jim Cox to fertilize and lime the Bay Avenue site. Jim Cox reported having called SeaBreeze about th water system at Aldrich Lane and that the docks are in at Love Lane. On motion of Chairman Goehringer, seconcded by Chris Talbot and carried, the field used by the Lions Club on Route 48 is to be mowed only twice by our men. Chairman Goehringer to ask Doug Cooper to put up the split rail fencing on Luthers Road. Jim Cox reported that the demonstration of beach cleaners that he went to in New Jersey was not good. The machine was not perfected to pick up small objects and therefore would not meet the District's needs. Chairman Goehringer reported that two new maintenance laborers were hired: Chris Harrison at $6.00 per hour and Roray Forestal at $7.00 per hour. On motion of Walter Sabat, seconded by Chris Talbot and carried that meeting was adjourned because of no further business to be transacted. Secretary
