Tuesday 16 September 2003 at 7:30 P.M.
Minutes
Present were: Ray Huntington, John Sepenoski, Bill Edwards, Fred Lee and Eric Keil,
as well as Melissa Spire and Tom Wickham.
Previous minutes (8/26/03) were accepted.
Previous minutes (9/2/03) were accepted as corrected.
Applications in Process: (Executive Session)
SCTM# 1000-122-7-8.6 (Lomangino)Old Main Road, Mattituck. Discussed status of
offer: Applicant proposed different reserved area. Committee determined to proceed
with re-designed reserved area and encourage a determination. Negotiator is Melissa
Spiro.
SCTM# 1000-59-3-27 (Vitti) Discussed appraisal and proposed reserved lots. Tabled
until LIPA position on access across power easement is discovered. Action: Spiro
SCTM# 1000- 106-1-7 (Wills) Discussed appraisal and determined offer as CPF fee
title small open space. Moved by Bill Edwards, seconded by Fred Lee and unanimously
approved. Negotiator is Bill Edwards.
SCTM# 1000-83-1- 11thru15) (Aliano Duck Pond) West side of Duck Pond road at the
Sound. Discussed appraisal and configuration of these parcels offered as fee title open
space. Offer was determined, moved by Bill Edwards, seconded by Eric Keil and
unanimously approved. Negotiator is Melissa Spiro.

Review New Applications
SCTM# 1000-83-2-9.1 (Oregon Landing/Manzi) NE of landfill. Discussed status and
determined to order an appraisal. Moved by John Sepenoski, seconded by Fred Lee
and unanimously approved. Action: Spiro
SCTM# 1000-55-3-6.1 (Moffat) 36 acres in Southold. Reviewed new application
facilitated by PLT. Determined to order an appraisal. Moved by Ray Huntington,
seconded by Fed Lee with John Sepenoski abstaining. Motion Carried. Action: Spiro
SCTM# 1000-55-2-10 (Moffat) 26 acres in Southold. Reviewed new application
facilitated by PLT. Determined to order an appraisal. Moved by Bill Edwards, seconded
by Ray Huntington with John Sepenoski abstaining. Motion Carried. Action: Spiro
SCTM# 1000-75-7-6 (Pearson) This parcel between Richmond Creek and Harbor
Road in Peconic has a number of special characteristics. The Coordinator will arrange a
field inspection before further Committee deliberation.
Coordinator's Report:
The Coordinator provided copies of the 9/15/03 Status Spreadsheet, and verbally high
lighted: Waldron, Elak, McFeely (Town), Forestbrook, May and others, Knauneckas,
Grippa, Blocker as well as those mentioned above. The complete report covers 107
projects in five categories.
Offers not receiving a response within the specified 30 days are being tracked by
the Coordinator. The Committee felt that follow-up should be designed. The
Coordinator will draft some follow-up steps for offers un-responsive more than 30 days.
Target due date is 9/30/03.
New Farmland Development Rights Purchase and Sale Agreement (contract)
language/format and new Grant of Development Rights Easement (deed)
language/format was forwarded to LPC members by the Coordinator. Comments are
requested by date uncertain.
General land preservation items
Stewardship/Management status report (9/15/03) received from J. McMahon
The FGEIS Written comment period ends Sept. 22nd at 4:00pm and the Committee
chose to make no further comment.
