December 13, 2010 Meeting
Called to Order: 10:04 AM by Chairman Neb Brashich.
Members Present:
Highway Superintendent Pete Hards, Captain Martin Flatley, Margaret Brown, Frank Field,
Planning Director Heather Lanza, Greenport Rep. Bob Feger, Town Engineer Jamie Richter and
Tom Fox,
Supervisor Scott Russell and Councilman Al Krupski as well as a member of the public were
also in attendance.

Councilman Chris Talbot, James Baker, Joel Reitman

Neb advised that as the group did not meet, there was no report.
Supervisor's Requests
Factory Avenue, Mattituck Traffic Issues
At the request of the Town Board, the Commission reviewed again the traffic situation at Factory
Avenue. After an extended discussion of the current situation and various possible traffic
calming solutions, a consensus was reached that a meeting should be arranged between Town
representatives and representatives of Mattituck Plaza shopping center, Waldbaum's and the
prospective 711 to discuss the current situation and the implementation of possible solutions. It
was also agreed that it would be most helpful that the above commercial entities reach
agreements concerning on-site access between Mattituck Plaza and the 711 site in order to
alleviate traffic congestion on Factory Avenue.
New Comprehensive Plan for Town
Heather Lanza reported that work on the plan is continuing~
Police Department's Letter of December 8, 2010
Chief Cochran's letter to the Supervisor and Town Board raised two serious public safety
issues.
The first concerned the use of the area between the property line and the edge of the read.
Allowing planting and fences in that area causes vehicles emerging from driveways to have no
line of sight, until they are in the roadway. A second problem results from deer emerging from
the brush onto the read with no warning. As a solution, the Chief urged stronger code
enforcement and a change in the code to prevent over development in the Town right of way.
The second issue concerned parking on both sides of the road on Route 25 in Orient, near the
entrance to the Cross Sound Ferry: The narrowing of the road resulting from this situation
causes dangerous conditions for pedestrians and vehicles traveling through that area.
Pedestrians attempting to access those parked vehicles are exposed to oncoming traffic.
Moreover, the narrowing of the road impedes the access of emergency vehicles to the Town's
two vulnerable Homeland Security sites - Cross Sound Ferry and Plum Island.
The Chief recommended that no parking be allowed on both sides of State Route 25 for a
distance of one-half mile west of the end of the road. In order to alleviate the expected impact
on Cross Sound Ferry, he further recommended that CSF be allowed to use its land east of the
current parking lot to accommodate the vehicles displaced from the proposed no parking zone.
Finally, he urged prompt action on both of the above issues prior to the onset of the busy
summer season.
The Commission considered the Chief's proposals and recommended that the Town Code be
reviewed concerning right of way requirements and that the Route 25 parking issue be referred
to the NYS DOT for consideration.

Neb reported that the Town's contractor, RBA, is still awaiting NYS DOT's final approval of the
amended agreement.
Harbes Family Winery, Mattituck.
An update is required from Harbes.
Route 25, Mattituck - Town Study
Heather reported that the study was continuing and should be ready shortly.
