Dear Mr Murphy;
In examining the Master Plan map an area has been carved out of
New Suffolk, including 2nd Street in the RR zoning designation.
This change would allow uses on 2nd Street, that are not presently
allowed.
Please revise the demensions of the RR zone to eliminate 2nd Street
from the RR zone.
In addition many people I've talked to feel that the week~ight
meetings for the master plan should be changed to a w~ekend session.
This would allow those to attend that can't drive at night, work
at night, or those who are only here on weekends.

Dear Mr. Murphy:
New Suffolk has now had the opportunity of looking at
the pr0POsedMaster Plan changes for the hamlet. As you know, many of mr
people were at the information meeting the other night at the Knights
of Columbus hall in Cutchogue where they had their first opportunity
to look at the big map pinned up on the rear wall of the meeting room.
Certainly, the maps printed in the local newspapers and even those sent
around to the local libraries are so small and smudged as to make inter-
pretation difficult.
Now that we have seen what might be fairly called the
big picture, many of us a~e dismayed by what the professional planners
have in mind for our little community. Most of all, we are struck by the
ambitious future they see for the rectangle bounded by Jackson and King
Streets on the south and on the north and by First and Second Streets ~
the east and the west. This area has been tentatively listed as a
Hamlet Business District. Which is to say that is is considered as an
appropriate area for a public parking garage, a bus station, a bank, a
theater, a laundromat, or a museum.
I list these enterprises not with any serious expectat~n
that any of them will ever be allowed in New Suffolk and only to make
the point that the category of Hamlet Business District was originally
intended for another situation entirely, where a community had room to
grow and wished to do so.
New ~uffolk has no'room to grow and most of us do not
wlsh it to do so. We cannot spread out -- we would only despoil what we
already have and enjoy. If we are careful in what we allow, we can
enhance the fragile resources that we already have and make them last
for the use and enjoyment of our children and of their children.
Presently, the two square blocks in question are
mostly private homes. Many of them have views of the bay. They are in
good repair, owned by respectable people. The two commercihl establish-
ments in the area are both in buildings that have long been businesses.
One of the~ a restaurant, is having major difficulties with its sewage
system and is attempting to make arrangements with Richard Cart to
piggyback onto his proposed treatment plant. More businesses such as
laundromats would only worsen the salt water intrusions that already
trouble many of us, and aggravate the traffic congestion that an en-
larged marina and associated businesses would generate.
I tu-ge that you and the other members of the Town
Board reject the proposed change in zoning. The changes that Marina
Bay Associates have in mind for New Suffolk, even if they are whittled
down to a reasonable size, will provide plenty of Hamlet Business
District Juice to keep us all buzzing for a long time.

P.S. One final matter: I believe that your consultants inaccurate-
ly depict the limits of the apartments on the site of what used to be
called John's IGA Market, on Second Street, and that they neglect en-
t~ely to list the FudJinski Whitecap boarding house on Main Street. The
old IGA is listed as Resort Residential, and the Whitecap, I believe,
ought to be, too.
Frankly, however, it seems to me that since the RR designat~n
was originally designed for "~low density residential areas" RR is not at
all appropriate for New Suffolk, and such boarding houses and
multiple dwellings ought to be carried simply as non-conforming elements
in a residential area.

inappropriate for an area the size of New Suffolk. We are in a cul de sac, the
berdors of w~ich cannot be extended, and there is no roo~ for motels, theaters,
public parking garages, and %b~ like. The two blocks in question are presently
occupied for the most part by private homes in good repair, and the area should
r~-~in pr~=arily residential.

Dear Mr. Murphy:
In connection with the proposed Master Plan for the Town of
Southold, I would like to offer the following comment per-
taining to New Suffolk.
There is a degree of concern for the extent of the proposed
Hamlet Density zoning of properties fronting on Second Street
between Jackson and King Streets. It would appear that the
proposed zoning could precipitate a downgrading of use by
extending a non-residential use into an area which is today
virtually all residential. I trust you will address this and
other issues that may arise prior to adoption of a plan.
In general, the Master Plan must strike a balance between
need and an environs ability to support the need. Absent
adequate water and sewer systems and given the unique char-
acteristics of our area, the plan must exact prudent restraint
on growth and respect for our limitations. This is particularly
true in areas such as New Suffolk.
Thank you for the opportunity to comment and please accept my
appreciation for the many hours you and the other Board and
Committee people have spent on the development of the plan in
the interest of all the people of Southold Town.
