Dear Members of the Board:
Please be advised that the Greenport-Southold Chamber of
Commerce Board of Directors has changed their position regarding
the proposed "Master Plan Map & Zoning Amendments." We would now
like to go on record in opposition to its' adoption.
The fact that there are so many businesses that are affected
that were not even notified that their properties are going to be
changed is ludicrous. Furthermore, the fact that some were given
opportunities to confer with the Town Board after the public
hearing is likewise.
It is our opinion that all affected property owners must be
notified before any consideration be given to the adoption of the
map and plan. We feel that this would be the only fair and
equitable way to proceed.

After many years of debate, analysis review, and revisions,
we appear to have reached the final phase of the Master Plan
adoption.
We have, in the past, voiced our objections to the plan.
But, we feel in the interest of seeing the plan approved, we will
lay our objections aside. We the business people have a deeply
vested interest in this Town and along with our employees want to
see opportunities opened up, even on the limited scale proposed
in this plan.
We ask that you approve this plan without delay or change.

Dear Supervisor Murphy,
The Orient Association commends
Halleck's Bay
the decision of the Town
Board to submit the Master Plan for an environmental impact
statement. We would also like to express our support for
the report delivered by the Economic Advisory Council.
Their careful and reasoned conclusion that the most
important industries on the North Fork will continue to be
agriculture, shellfishing and tourism should be given the
utmost consideration in all decisions made by local
government which impact on the uses of land and waterfront.

~he Town of Southold has just completed two well attended heaz~lngs in
regard to the possible adcption of a 'Master Plan'. On reading reports
of this hea~ng, talking and listening and considering what I know
about present conditions in Southold Towns it would seem that
the adoption or failure to adopt is simply another ex~ercise in
futility.
Whatever the ~oning or the plan if it is not enforced, it is
meaningless. At present ~he Town cf Southold thinks so poorly of
its existing laws as to make them unenforceable (and unenforeced).
Members of the Town ~rd i~self are laders in violating the most serious
of zoning laws or pezmitting their violations.
I have wri%tem the Planning Board in relation to .Richmond Creek
FazEs asking that they consider that developments in areas with limited
public be~ches be z~quired to provide (purchase and maintain) their own
beach with suitable parking and access. Many people are also unaware that
South Harbor b. each is privately owned by the Emerson family. There is
extraordinarily limited access to Little Pec~nic Bay.
I urge both the public and the Town Board to work to correct this and
similar situations. I look to them to also try and improve the lives of those
who because of poor planning in the past must live near these aras,. Such
Planning involves suitable parking areas, suitable law enforcement and
suitable laws - and probably both the purchase of more beach for the public
use but also, perhaps, the closing of other areas as inadequate to meet the
needs.
In all life it is the other guy who violates the law comzits the crime
starts the fight. It ain't so. As myad Can $outhold Town Govern Itself
pointed out everyone is to blame most espeoially the local newspapers and
politicans.

THE WHALE's editorial policy is that owners and publishers of local
newspapers are no better qualified to comment on or influence local
events then the average citizen. Regrettably, both local newspapers
not only are unaware of this concept but pu~he often wrongfully or
with poor results their own ideas and plitics. Thus ~he Suffolk Times
chastises Republicans ignoring similar violations by Democrats, the
Traveller reversing that order. A degree of balance occurs but basic
infomation sn informed electorate needs is still missing. That void
is enlarged when people like Frank Murphy further distort the idea of
open governmen% and allow others to do also. Southold Towu has been left
with an uninfomned, manipulated public forum with no firm laws or concepts
and no consistent enforcement local or other.
As consideration, often self serving, goes on regarding the masterplan,
I hope consideration of these larger ideas will be undertaken also. Mr.
Stoutenburgh should not allow his son to, without action, violate what is
supposed to be an important zoning code. Mr. Smith may be so consistently
in a state of interest conflict as to be removed from office. The fact of
Mr. Penny's business and its obvious prospering as houses go up may also
disqualify him in the future. Mr. l~rphy~,s distortion of f~ct and law
on an ongoing basis further destroys the legal ~ase of local government.
It really does not work.
