MULLEN, Jr. Southold, N.Y. 1 1971 TELEPHONE 765-1938 A meeting of Southold Town Planning Board Workshop and RPP&W was held Wednesday, April 27, 1983 at 1:30 p.m. Present were: Chairman Henry E. Drum Mr. Raynor opened the meeting by informing the group that the Planning Board had met with ERM-Northeast to discuss the water outside the budget areas in zone two through five. After conferring with the Town Board, they passed a resolution authorizing the Planning Board to enter the proposed study to futher define the water quantity outside the budget areas within Southold Town for a cost of $2,500. which would supply the amount of potable water within 10%. As a result of this action the meeting would close at 4:00 p.m. at which time the Board and Howard Wiseman, ERM-Northeast would have a meeting to discuss such pro- posal. Mr. Stuart Turner proceeded to review the memorandums distributed and asked the group to comment on any area they questioned. He advised the group that more material would be forthcoming within the next two weeks. A hamlet concept was discussed. Members of the group agreed they prefer the Town to retain its present character. The possibility of ring density was discussed. Mr. Turner agreed there were areas this was possible, noting development was mostly on the shore. Locations of Industrial areas was discussed, noting access, transportation, quality of land were very important factors. Question was also raised regard- the extent of expansion for seasonal areas. The group was in agree- ment they did not want to go to the extent of "Disney World". Seasonal pg. (2) 4/27/83 homes should be encouraged as well as the accessibility of using local beaches and fishing areas. Too much tourism was noted to create problems with demand for hotels, restaurants and fast food chains, and any attractions should be considered carefully. It was also stated that too much seasonal amenities would result in the young leaving the are~ because of lack of employment. Mr. Turner reviewed maps reflecting the traffic count within the town- ship. The counts were noted to be average high counts taken during the summer. The counts reflected no serious problems, but the hazard- ous areas would have to be stuaied. The estimated capacity for each direction was 600. Train service wa~ considered to be minimal and the expansion of the ferry service questioned the possibility of widen- ing the roads. Existing airports and possible future airports was dis- cussed with reference to sites suggested and located on a RPP&W map. Mr. Raynor stated this should be discussed with Mr. Spohn, President of the North Fork Aviation Association, and requested that Mr. Turner contact him for additional input. Members of the group expressed they felt the location should be located Southold and west of that area, so as to be centrally located for all needs within the town. Members of the group expressed desire for farmland preservation, but question was raised, where and how much. Paula Gilbert stated that studies have been done regarding the housing for the area residents. She stated that in 1980 more than 25% of a family income was for housing. 60% of the entire town paid over 25% of income for rent and 40% paid over 35% of salary for rent. The group agreed that there was a need for housing, two family included, for the young and old to.be affordable, whether it be rented or pur- chased. Mr. Turner advised the group that some areas within the fire districts needed to resolve problems with access. The manpower in the depart- ments depended on the young people in the areas. Suggestion was made that local schools should focus on training courses and programs to inspire the young to participate. Another area of training was the fishing industry and the possibility of sea grants to inspire the young to take advantage of what the area has to offer. It was noted that the Township had no public recreation with regard to swimming pools. The group expressed a desire for additional tennis courts. Mr. Raynor thanked the workshop group for their time and input during the workshop sessions and advised the group that future meeting would be broken down into areas of expertise, however, prior to public meet- ings, the group would meet to discuss all the aspects of Phase I and Phase II of the study.
