MULLEN, Jr. Southold, N.Y. 11971 TELEPHONE 765-1938 The Southold Town Planning Board held a meeting with the consultant firm, Raymond, Parish, Pine & Weiner, Inc., Tuesday, June 21, 1983 at the Town Hall 2:00 p.m. Present were: Chairman Henry E. Raynor, Jr. Member G. Rithie Latham, Jr. Member William F. Mullen, Jr. Member Bennett Orlowski Stuart Turner, RPP&~ Paula Gilbert RPP&W Debbie Parriot RPP&W Mr. Turner made distribution of memorandums to each person present and summarized the planning, policies and goals as outlined. This was compiled from all background studies for overall planning. The possibility of expanding water and sewer services was mentioned with regard to total population on the present vacant land. All dwelling units were considered to be year around. Maps were displayed showing the development of houses in hamlet areas; small families, aged and the young. Planned is to encourage maximum use of land to preserve farmland, wetlands, coastal lands, water and agricultural heritage. Economy was noted to be unbalanced with seasonal occupa- tions; fishing, boating, etc. Waterfront was noted to be a major concern; appropriate use for these areas should be maximized. The plan has development capacity of two times the existing year round population; 18,000-37,000+ people. Conclusion was stated that except for a few areas, there are problems with quality of water verses quantiy of water. Development pattern as indicated on display maps would not deteriate water quality. The maps were color-coded for the density planned for the areas within the township; some areas had recommendations for two units per acre, one unit per acres, etc. Access to water and expanding beach areas was in the planning. Low development was planned for Orient, with a possibility of medium density for the shoreline. Two airport sites were sited on the pro- posed maps. The open areas on'Fishers Island was discussed. Mr. Raynor advised Mr. Turner that the Southo~d Town Planning Board and FIDCO had a map agreement for the east end of Fishers Island whereby two-thirds of the island would be about three acres per lot. Some buildings on Fishers Island were noted to be in violation and FIDCO Would like to prevent condominiums. It was expressed that marine pg. (2) 6/21/83 areas should be expanded as there is not enough at the present time within the town. Also stated as a need within the town was the recreational facilities; swimming pools. Cluster develompment was noted as an example to preserve prime areas. The Board questioned the possibility of clustering development north and south of Sound- view Avenue to preserve the open farmland. TDR's was discussed as a solution of preserving open space. The information presented at this meeting will be presented and open for discussion at the Workshop Group June 22, 1983 at 2:00 p.m. at the Town Hall.
