MULLEN, Jr. Southold, N.Y. 11971 TELEPHONE 765-1938 The first meeting of the Workshop and Raymond, Parish, Pine & Weiner, Inc. was held 1:30 p.m. February 9, 1983 at the Town Hall. Present were: Chairman Henry E. Raynor, Jr. Member G. Ritchie Latham, Jr. Member William F. Drum Mr. Raynor opened the meeting by stating the purpose of such meetings was for information relative to areas of expertise from each representa- tive for Planning Board consideration'in advising the firm of Raymond, Parish, Pine & Weiner, Inc. Also noted was the name advisory group had been changed to a workshop group due to advise from the Town Attor- ney. Mr. Raynor reviewed the many changes that have taken place within ~Outhold Town since the last Master Plan update; one acre zoning, large . lot covenants and restrictions, cluster concept, condominiums. After interviews with several consultant firms, Raymond, Parish, Pine & Weiner Inc. had been selected for the update. Mr. Raynor asked that each person present give an introduction of themselves and what they feel is important for the future of Southold Town. Members of the workshop group expressed concern that future development is for the senior citizens and provisions for the young are needed. Recreational facil- ities and plans for airport were stated to be in need. Preservation of ~pen space should be studied such as ho~sefarms, vineyards; things that would be advantageous to the Town. Also noted_to be of importance was land for low cost housing. The possibility of city yater from pg. (2) 2/9/83 Greenport to Orient was requested to be given consideration. Mr. Stuart Turner stated the update would be done in three Phases; Phase I being the Inventory Phase of issues, options, common goals; Phase II being the development of a plan, town objectives on all elements of the town; Phase II being the implementation of the zoning. Mr. Turner displayed and discussed maps currently used in their studies, such as the Physical map showing agricultural and residential area, multiple ar~as, undeveloped areas, commercial areas and recreational areas. Also reviewed was the Flood Maps showing harardous areas. Soils maps, natural resource inventory, existing zoning and agricultural land maps were also reviewed and discussed. The members of the workshop group expressed concern for the water supply. Reference was made to the map showing private community systems as well as areas designated within the budget areas within each section of the Town. It was suggested that Mr. Edward Latham, Mr. James Monsell, Mr. Harrison Demarest and Mr. Antone Sepenoski be contacted and request their imput for ~ the next workshop meeting to discuss water usage in the area of East Marion and Orient. Mr. Raynor stated that a clause had been added to the contract regarding further studies on water supply if necessary. Mr. Mullen stated he would supply the consultant firm with a copy of the Nassau Point water study that had been done by the County. Distribution was made to all present regarding data collected by the consultant firm. Mr. Raynor asked that each member review it prior to the next meeting to be held in early March. Mr. Turner distributed a questionairre asking that each member list their five most important issues and five most important goals for the Southold Town Master Plan.
