Mr. Stuart Turner, Raymond, Parish, Pine & Weiner, Inc. met with the
Town Board to discuss the question of a Moratorium with regard to
question of water supply within::Southold Town. Mr. Turner stated'
there was descrepency with the ERM study and the Malcolm Pernie re-
garding the amount of water underground. It was agreed that Zone
5 had a questionable amount of supply. Mr. Turner displayed the
budget area outlined from the ERM Studies and questioned the amount
of water drawn from these areas. It was noted that desalliation
within the town would be not be economically feasible for the town.
It was noted that additional water information is needed, and resolve
whether the ERM study is satisfactory; this would be costly outside
the budget area. Mr. Turner stated his firm would continue to talk
to people in the County, engineers, etc. Mr. Turner stated the results
of the Phase I should be forthcoming in April, followed by a 6 month
period during the development plan in which initial recoramendations
should be coming to the Planning Board for mulling over and the plan
should come out by the fall. The end of Phase I should take place in
spring or early summer. Mr. Murphy stated that not only was Orient
a critical problem but Bayview area was also and asked when the Town
could get answers. Mr. Turner stated June or summer. Mr. Murdock
asked if the firm could go into Phase II and III addressing different
areas, such as Zone 5 so as to give more information regarding a mora-
torium and for preliminary ideas for zoning changes. Mr. Turner stated
this could be done but not without inpacting the total survey as this
could be disorderly to the outlined Phases. A ballpark figure could
~e reached but in May enough information should be given to make a
determination. Mr. Murphy asked Mr. Turner if he had any objection to
a moratorium; Mr. Turner stated no. Question was raised over the impact
of zone changes. Mr. Townsend stated the Town Board has jurisdiction
on any approval. Mr. Turner stated there is definite impact with zone
changes within the Town. Mr. Murphy stated there should be a town wide
moratorium, not only on major subdivisions but for minor also. Mr.
Townsend stated that justification is necessary on whether an emergency
situation exists. Mr. Murphy also stated that no subdivisions should
be entertained in the Nassau.Point area unil the Town knows what the
water supply is. Mr. Murphy stated he was ready to go forward with
both resolutions for a moratorium, Zone 5 and a Town wide as the town-
wide was ready to go. Mr. Turner reviewed the maps the firm had done
during Phase I data collecting. Mr. Pell, in conclusion, stated the
Board's appreciation for Mr. Turner's input and stated the Board was
not asking him to change the contract in any way. If such a request
was to be made, it would be through the Southold Town Planning Board.
The Town Board was in agreement.
