HomeMy WebLinkAbout08/08/1984Sou£hold, N.Y. 11971 (516) 765'1928 The Planning Board held a meeting to review the Master Plan on August 8, 1984 at Fishers Island School Fishers Island, at l:10 p.m. , Present were: '* Bennett Orlowski, Jr., Chairman William F. Mullen, Jr., Member G. Ritchie Latham, Jr., Member Richard Ward, Member James Wall, Member David Emilita, Town Planner The PlanningBoard noted that they were in receipt of correspondence from the Fishers Island Civic Association requesting that the Master Plan not be adopted until they have had a chance to " give sufficient input to the Town. Mr. Steve Malinowski explained to the Board that they were concerned with the growth of people and felt that a more in depth study of the Island was in order. For this reason, the Civic Association has hired another firm, with private funds, "Trust for PublicLand- to do a ' s,_t_u~dy.. Thi.s~would include identifi ..... n in depth ~oc set aslae as permaient Open ~,cn.e .unDuilt parcels and sewer supply, traffic ~ ~'~1, Dullt parcels, water study, number of approved subdivisions, number of seasonal homes as Opposed to year-round homes, etc. The Planning Board explained that Raymond, ~rish, Pine and Weiner had done the background studies, and they presented to Mr. Malinowski copies of these studies as they pertained to Fishers Is land. The Board stated that this ~'nformation should be helpful and that if any more was needed, RPPW Could be contacted. In this way, the Trust for Public Land Would not be duplicating any studies that have already been done. Mr. Malinowski explianed that any information the other firm came up with Would have t o be presented to the Association for their approval. The could them publics' input be transmitted to RPPW for incorporation into the Town's proposed master plan. Mr. Malinowsk/ explained that he had hoped to have this fact gathering done by October 1, 1984 to present to the association and them to the planning board. The Chairman stated that he did not Want to hold up the Master Plan because it is a tool for zoning that is needed,however, any input would be accepted and the plan could be amended at an~, ~-~ Page 2 8/8/84 noted that the adoption of the plan of the Planning Board was only the end of phase II and input could be made to the Town Board. Mr. Cary Mathers stated his concern the Planning Board work with the civic association's goal because he doesn't want to see the plan as an unofficial documentwhich could't be enforced. Mr. Mullen stated that ~e j~ust keep the lines of communication open in order th~t~~ can work withthem. He also questioned the need for moderate housing on the Island. Mr. Mallnowsk~s~ate~, ~ that there is a need considering most of the rentals are given to summer residents leaving the year-roun~,~es~id'ents no option to rent. Mr. Malinowski also expressed an interest in how the Planning Board is handeling the situation in the hamlets becuase he felt that this information may be helpful for the Fishers Island people. The Chairman stated the Town Board is looking into housing conversions, however, nothing will be addressed in the Master Plan but rather as a seperate study. The Chairman also staed that the consultants, RPPW, will be in Southold in the near future and the consultant hired by the civic association, as well as, Mr. Malinowski are invited to attend the meeting for input. Mr. Malinowski and Elizabeth Bryer stated that they would like to have the Planning Board come to Fishers Island in October when the fact gathering has been done in order the review the Master Plan map. They stated that once the fact gathering has been done, the residents may express satisfaction with the map and there will be no need for any modification. The Planning Board requested a copy of the report which the"Trust" is preparing. The Board questioned whether there was anything on the present map which should be changed now. Mr. Mathers stated that he was concerned with an area around the hamlet which is owned by a sanctuary and is proposed for residentail zoning. He did not know the exact location but will look into this. The Fishers Island residents requested a map of Fishers Island by RPPW large enough to work with, such as the hamlet maps which were prepared. Mr. Malinowski said he was concerned with an area in Egg Harbor which had alot of small lots with the potential to be built on. The Planning Board stated that if this was an old, filed subdivision, there was not much to be done since everything is in place. Mr. Mullen stated the Board's idea that if lots are created and are no~_ sold or improved within a certain time it would revert to present zoning. The Planning Board and the Fishers Island residents in attendance as well as theconsultant, Elizabeth Bryers were in agreement that they all could work together on the Town's Master Plan as i t pertains'to Fishers Island.
