Dear Mr. Mullen:
I represent Mr. and Mrs. Hasbrouck who own the residential property at 160
Cottage Place, Southold. In confirmation of our telephone conversation with your son,
the single family dwelling located on your business zoned parcel on cottage place was
demolished and you will be constructing a parking lot for parking and staging of repair
vehicles. The purpose of this additional parking area is to park the vehicles scheduled
for service at Mullen Motors and remove the repair vehicles from parking along Cottage
Place.
My client supports your effort to remove the repair vehicles from the street.
However, they would request that the following site improvements, required under the
Southold Town Code, be incorporated into your plan in order to protect the residential
uses on Cottage Place:
1. Establish an appropriate natural buffer between the commercial property and my
client's property.
commercial parking adjacent to a residential district must be screened with a
fence and natural landscaping buffer (Town Code 280-78, 280-94 and 280-94).
Your son advised me that you intend to place a 6' stockade fence along the
property line and plant some natural screening only along the frontJroad. However, in a
B Zoned parcel, the Town Code requires a 25 foot buffer between the commercial use
and my client's residential use. My clients would request a black vinyl fence and 6'
evergreens rather than a stockade fence. The black fence and buffer with natural
vegetation will maintain the residential character and screen the commercial activities
from the residential uses.
2. If you intend to place any lighting in this parking area then it must be maintained
within your property and conform to the Town's "dark skies" specifications. We would
request Iow level lighting. Lighting specifications are available at Town Hall.
3. The Town has adopted a drainage code and please be aware that paving areas
must retain storm water within your property.
You obtained a demolition permit to demolish an existing residence. However,
please be aware the Town Code prohibits land clearing (Town Code 280-136) or
expanding your commercial use without first obtaining site plan approval.
I have reviewed the Southold Town Planning Board approved Mullen Motors site
plans and this property is not included in your previously approved site plan. In order to
build a parking area for the staging of your repair vehicles you should be amending your
site plan. Please note that the above listed items 1 through 3 would be requested by
my client to the Planning Board during a site plan review.
The purposes of site plan review is to protect neighboring residential properties.
We appreciate your plans to improve your property, and we ask that you implement the
above protections not only for my client but for the surrounding residential
neighborhood.

a. This application MUST be completely filled in by typewriter or in ink and submitted to the Building Inspector with 4
sets of plans, accurate plot plan to scale. Fee according to schedule.
b. Plot plan showing location of lot and of buildings on promises, relationship to adjoining premises or public streets or
areas, and waterways.
c. The work covered by this application may not be commenced before issuance of Building Permit.
d. Upon approval of this application, the Building Inspector will issue a Building Permit to the applicant. Such a permit
shall be kept on the premises available for inspection throughout the work.
e. No building shall be occupied or used in whole or in part for any purpose what so ever until the Building Inspector
issues a Certificate of Occupancy.
f. Every building permit shall expire if the work author/zed has not commenced within 12 months aiter the date of
issuance or has not been completed within 18 months from such date. If no zoning amendments or other regulations affecting the
property have been enacted in the interim, the Building Inspector may authorize, in writing, the extension of the permit for an
addition six months. Thereafter, a new permit shall be required.
