A meeting of the Southold Town Conservation Advisory Council was held Thurs.,
December 9, 2010 at Down's Farm Preserve.

CALL TO ORDER
The meeting was called to order at 4:30 PM by Chairman Peter Young.
CHAIRMAN'S ANNOUNCEMENTS
Chairman Peter Young informed the members of the council that future harbor
management meetings will consist of 2 Trustees and 2 CAC members. This was decided
in an effort to increase productivity.
APPROVAL OF MINUTES
Moved by Greta Schiller, seconded by Doug Hardy to Approve the Minutes of November
10, 2010.
DISCUSSION AND RECOMMENDATION OF WETLAND PERMIT & COASTAL
EROSION PERMIT APPLICATIONS
Moved by Doug Hardy, seconded by Audrey Horton, it was
RESOLVED to NOT SUPPORT the Wetland Permit application of MICHAEL & DENISE
CHUlSANO for the existing beach access stairs.
Located: 1525 Soundview Rd., Orient. SCTM#15-3-17

The CAC does Not Support the application because the existing stairway is located in an
area that could accelerate erosion. Additionally, the non-turf buffer is insufficient.

Moved by Audrey Horton, seconded by Meaghan, it was
RESOVLED to SUPPORT the Wetland Permit application of CARRIE TINTLE to construct
a second-story addition on the landward side of the existing dwelling; change windows,
doors, siding and roof, construct a second-floor deck, ground level patio, platforms and
steps to grade, on the seaward side of the dwelling.

The CAC Supports the application with the Condition the turf is removed from under the
deck and the shed; gutters, leaders and drywells are installed on the house and garage,
and the non-turf buffer is increased to a total of no less than 20'.

RESOLVED to SUPPORT the Wetland Permit application of ED & ARLENE FOX to
construct additions to the existing dwelling and modifications to the existing sanitary
system.

The CAC Supports the application with the Condition of a drainage plan, the Iow-spot on
the property remains natural, and effort is made to save, transplant and/or replace trees.

Moved by Meaghan Burke, seconded by Audrey Horton, it was
RESOLVED to NOT SUPPORT the Wetland Permit application of ELINOR TREDER &
PATRIClA O'CONNELL to construct approx. 50 If. of vinyl bulkhead and approx. 36 If.
vinyl return in place of (and 12" higher than) existing timber bulkhead and return; backfill
with approx. 50 cy. clean sand to be trucked in from an upland source; and construct 3'X
6' beach steps.

applicant consider alternative engineering solutions such as armoring of the shoreline.
The CAC recommends a survey is submitted depicting accurate property lines.

RESOLVED to NOT SUPPORT the Wetland Permit application of SUSAN FORREST to
construct approx. 47 If. of vinyl bulkhead in place of (and 12" higher than)existing, storm-
damaged timber bulkhead; backfill with approx. 100 cy. clean sand to be trucked in from
an upland source; and construct 3'X 6' beach steps.

NORMAN TAYLOR & MARGARET ROSS to construct approx. 58 linear ft. of vinyl
bulkhead in place of existing timber bulkhead; backfill with approx. 15 cy. clean sand to be
trucked in from an upland source; and remove and replace (inkind/inplace) 4'X 7' steps to
beach.

RESOLVED to SUPPORT the Wetland Permit application of CHARLES & CAROLYN
LOCASTRO to remove and replace (in-place) +/-66' Iow-profile, timber groin with Iow-
profile, vinyl groin.

least 20'.

RESOLVED to SUPPORT the Wetland Permit and Coastal Permit applications of LEVlN
FAMILY LTD PARTNERSHIP to install roof mounted photovoltaic solar system onto the
existing motel building.

DISCUSSION AND RECOMMENDATION OF APPLICATIONS TO AMEND WETLAND
& COASTAL EROSION PERMITS
Moved by Peter Young, seconded by Jack McGreevy, it was
RESOLVED to NOT SUPPORT the application of SOUTH BROWN LLC to Amend
Wetland Permit #3747 to extend and expand the existing dock with a 4'X 15' landward
extension, a 6'X 20' floating dock and two (2) 5'X 30' finger floats.
Located: 8070 Narrow River Rd., Orient. SCTM#18-6-18.1

The CAC does Not Support the application because of the following:
· the project wasn't staked;

· sounding were not provided; and
· the proposed materials are unknown.

Member Peter Young will attend the next regular meeting of the Board of Trustees
scheduled for Wed., December 15, 2010.
The next meeting of the Conservation Advisory Council has been set for Wed., January
12, 2011 at 4:30 PM at Down's Farm Preserve.
There being no further business to come before the Council, the meeting was adjourned
at 6:00 PM.
