Appraisal review [executive session]
Melissa’s confidential staff report reviewed by LPC members. This property has been longtime family
owned and farmed. Current family owners are exploring all options. County has also ordered an
appraisal that is due in January. Landowner is also having their own appraisal prepared.
The members entered into EXECUTIVE SESSION.
Appraisal was reviewed by Committee. Ray asked to have appraiser contact him as he would like
further clarification on some issues within the appraisal.
END OF EXECUTIVE SESSION
MOTION made by Maureen Cullinane, seconded by Lillian Ball, to authorize Melissa Spiro, as Land
Preservation Coordinator, to present a purchase offer determined by a price per buildable acre for a
development rights easement on the agricultural farmland owned by Fred & Ethel Terry. The
landowners’ has proposed to offer a development rights easement on approximately 33± acres of the
35± acre farm. The Committee’s offer will restrict the lot coverage within the easement area to 2%
based on approximately 30 buildable acres with the buildable area being in line with the southern line
of adjacent property known now or formerly as the Webber property. The purpose of this easement
will be for farmland and scenic protection.
Motion carried: 5/1 (no – Ray Huntington)
LPC decided to allow Melissa and Stephen Searl (PLT) who has been meeting with landowners to
determine when to make offer to landowners.

Review Appraisal presented by landowner [executive session]
The members entered into EXECUTIVE SESSION.
LPC reviewed appraisal presented by landowner. There were questions concerning this independent
appraiser’s number of adjustments and number of comps used as LPC is used to seeing more of both
on Town ordered appraisals. LPC requested that Melissa, as Land Preservation Coordinator, send
letter to landowner and his representative that Committee, after reviewing landowner’s appraisal, had
questions re: comps and adjustments.

Bittner property plantings completed in entire flagged area. All shrubs have been planted. Found that
beach grass was not planted deeply enough so many have blown away.

EASEMENT LANGUAGE AND DEFINITIONS
Ray Huntington took the floor and led the discussion concerning “easement language and
definitions”.
Ray distributed a gold colored double sided page entitled “Agricultural Production on Preserve Land –
Composite for Discussion on 11/9/2010” to committee members to “set the norm, not the law” in
which he composited responses from Committee members ascertained from an info chart previously
distributed to committee members for the purpose of data gathering. Open discussion among
members resulted in touching on guidelines listed on Page 1 only of said chart. Several revisions
were made to chart.
No action taken and discussion will continue at next LPC meeting scheduled for December 21, 2010.
