Adoption of Meeting Minutes:

ACCEPTANCE OF MEETING MINUTES FROM NOVEMBER 9, 2010, NOVEMBER 23, 2010 AND
DECEMBER 7, 2010.
MOTION made by Eric Keil, seconded by John Sepenoski, to accept the LPC meeting minutes from
November 9, 2010 and November 23, 2010.
Motion carried: 6/0
HOLD December 7, 2010 LPC meeting minutes for revisions.
Land Preservation Applications and Inquiries:

SCTM #1000-45-5-3 & 4 (Sill)
Status Update.
Second appraisal on southern lot was received and TNC negotiated with landowner to an acceptable
purchase price. The Nature Conservancy and landowner executed the option to purchase the Sill
property on December 15, 2010 with closing to take place within 60 days from contract signing. Town
held public hearing to purchase both properties at purchase price of $538,000 and Town anticipates
purchasing the property from TNC at a simultaneous closing. All reports needed for closing will be
ordered by Randy Parsons of The Nature Conservancy and cost for such reports will be a charge to
the Town.
LIRR hearing for a private grade crossing between the two Sill lots has been set for February 2, 2010
at 9:30 a.m. at Southold Town Hall.

Ray Huntington continued discussion started at last LPC meeting at 2 page of canary yellow hand-
out entitled “Composite for Discussion on 11/9/2010”. Ray will update form and continue this
discussion at next LPC meeting.

2011 LPC MEETING SCHEDULE
Tentative 2011 LPC meeting schedule distributed to members for review.

TERRY Property Appraisal
Ray reported on his lengthy conversation with appraiser Larry Indimine regarding the Terry property
appraisal.

SCOTT Property – Wells Rd, Peconic
Ray reported on his conversation with John Scott who has an approved 3-lot subdivision at the corner
of NYS Route 25 and Wells Rd in Peconic. All three lots are for sale at market value. John Scott is
interested in selling lots to Town at building lot value.

LAUREL LAKE RFP
Ray reported on his review of the RFP for work to be done at Laurel Lake, including garage, dock and
cottage removal. He found that DPW had followed new procedures for preparing RFP’s. Al Krupski
reported that all bids for this particular RFP have been rejected with the hope that some of the work
included within the RFP could be performed by Highway Department or Department of Public Works
during winter months when things slow down around Town for these departments.

THE BARGE Property – NYS Rt 25, Southold
Randy Parsons of The Nature Conservancy met with landowners as the property consisting of three
separate waterfront lots is for sale. Melissa suggested that LPC members inspect property before the
next LPC meeting scheduled for January 11, 2011 to see if there is any interest in preserving any of
the parcels, more particularly the parcel located furthest to the east.

CONTRACTS – time limits
MOTION made by Eric Keil, seconded by John Sepenoski, to set a forty-five (45) day time limit for
receipt of signed contract from date of sending postmark to date of return postmark.

CPF TASK FORCE
Melissa distributed hand-outs entitled “Rough Draft last revised 10/15/10 – Rules and Regulations for
CPF Acquisition and Stewardship” and “Intermunicipal Agreement Among the Peconic Bay Region
Towns Establishing the Peconic Bay Region Community Preservation Fund Join Town Coordinating
Committee”, on which committee she was in attendance. Melissa’s comments are noted within the
copies distributed. LPC members’ comments requested and will be discussed at January 2011 LPC
meetings.

LAND PRESERVATION DEPARTMENT PART TIME EMPLOYEE FOR STEWARDSHIP &
MANAGEMENT POSITION
Melissa gave status of proposed part time stewardship position for Land Preservation Department
scheduled for review and creation at 1/4/2011 Town Board meeting.
