Present Were: Peter Young, Chairman Jack McGreevy, Member Audrey Horton, Member Doug Hardy, Member Greta Schiller, Member Meaghan Burke, Member Derek Bossen, Member Albert Krupski, Jr., Town Board Member John Bredemeyer, Trustee Lauren Standish, Secretary CALL TO ORDER The meeting was called to order at 4:30 PM by Chairman Peter Young. CHAIRMAN'S ANNOUNCEMENTS Chairman Peter Young welcomed Meaghan Burke and Derek Bossen as the newly appointed members to the CAC. It was suggested the site inspections be split into three groups and all agreed it was a good idea. Chairman Young requested the members of the Council review Chapters 96 and 157 in preparation for the mooring code meeting scheduled for Mon., December 6th at 5:30 PM at Down's Farm. Copies of the report dated October 30th will be sent to Meaghan and Derek in preparation for the meeting. APPROVAL OF MINUTES Moved by Jack McGreevy, seconded by Doug Hardy to Approve the Minutes of October 13, 2010. DISCUSSION AND RECOMMENDATION OF WETLAND PERMIT & COASTAL EROSION PERMIT APPLICATIONS Moved by Doug Hardy, seconded by Jack McGreevy, it was RESOLVED to NOT SUPPORT the Wetland Permit application of ALI REZA HOMAYUNI to reconstruct in-place the existing stairway/walkway down and across the bluff consisting of a 3'X 8' walkway, 4'X 15' walkway, 4'X 5.5' stairway down to a 4'X 13' landing and 4'X 12' stairway down to beach. Located: 22195 Soundview Ave., Southold. SCTM#135-1-20 Inspected by: Audrey Horton, Doug Hardy, Jack McGreevy The CAC does Not Support the application because of the lack of property due to severe erosion and encroachments onto Town property. Vote of Council: Ayes: All Motion Carded Moved by Doug Hardy, seconded by Jack McGreevy, it was RESOLVED to SUPPORT the Wetland Permit application of JANET THORP & TRUST U/WIO FRANCIS THORP to construct 67 linear ft. of vinyl bulkhead in place of existing timber bulkhead; replace inkind/inplace two sets of stairs; and replant existing +/-16' wide embankment behind bulkhead with native vegetation (using up to 10 cy. clean sand backfill as necessary to restore grade), an area to be maintained as a non-turf buffer. Located: 230 South Lane, East Marion. Located: 80 South Lane, East Marion. SCTm#37-6-3.3 Inspected by: Audrey Horton, Jack McGreevy, Doug Hardy Vote of Council: Ayes: All Motion Carried Moved by Greta Schiller, seconded by Audrey Horton, it was RESOLVED to NOT SUPPORT the Wetland Permit application of PEGGY SCHWARTZ to install a 30"X 14' ramp and 6'X 20' floating dock with two 8" dia. anchor piles. Located: 3210 Little Neck Rd., Cutchogue. SCTM#103-9-12 Inspected by: Greta Schiller, Peter Young The CAC does Not Support the application because the project was not staked and there wasn't enough information to make a recommendation. The CAC does, however, recommend a 30' non-turf buffer. Vote of Council: Ayes: All Motion Carried Moved by Greta Schiller, seconded by Doug Hardy, it was RESOLVED to SUPPORT the Wetland Permit application of ANITA BRUSH to remove a section of the existing jetty landward of MLW 23' and construct new Iow-profile jetty in- place. Offshore section of jetty to remain. Cut down top of jetty section to match top elevation of new Iow-profile jetty. Located: 4716 Great Peconic Bay Blvd., Laurel. SCTM#128-4-18 Inspected by: Greta Schiller, Peter Young, Jack McGreevy Vote of Council: Ayes: All Motion Carried Moved by Derek Bossen, seconded by Audrey Horton, it was RESOLVED to SUPPORT the Wetland Permit application of HARVEY & ROBERT SLADKUS to remove existing 4'X 5.6" cantilevered platform and aluminum stairway to beach; remove 181' of existing seaward bulkhead and construct new bulkhead in-place; re-install existing cantilevered platform and stairway. Remove existing upper stairway from top of bank, deck and lower stairway to allow removal of 182' of existing retaining wall; construct new retaining wall in-place; re-install and/or reconstruct upper stairway, deck and lower stairway in-place; re-vegetate any disturbed area of bank with native plantings. Located: 6300 Peconic Bay Blvd., Laurel. SCTM#128-2-1 Inspected by: Peter Young The CAC Supports the application with the Condition of a 20' non-turf native vegetated buffer landward of the placement of the new retaining wall. Vote of Council: Ayes: All Motion Carried JULIE ANDERSON & ANNE ADRIANCE to remove 151' of existing bulkhead and construct 151' of new bulkhead in-place and provide 10' non-turf buffer landward of new 4 bulkhead. Remove existing 10'X 30' wooden deck and construct new 10'X 30' deck in- place. Remove existing ramp and install new 32"X 12' seasonal aluminum ramp onto a 6'X 20' seasonal floating dock secured by two 8" dia. anchor pilings. Remove accumulated debds and overgrowth of vegetation from existing madne railway. Recondition track-trolley and track bed as required. Recondition or replace existing winch and cable assembly as required. Located: 4302 Wunneweta Rd., Cutchogue. SCTM#111-14-30 The CAC did not make an inspection because the address could not be located, therefore no recommendation was made. Moved by Derek Bossen, seconded by Jack McGreevy, it was RESOLVED to SUPPORT the Wetland Permit application of LUKE & RITA LICALZl to construct approx. 177 linear ft. of vinyl bulkhead in place of (and 18" higher than) existing timber bulkhead and backfill embankment landward of bulkhead with approx. 140 cy. clean sand to be replanted with native vegetation and restored and maintained as natural vegetated buffer; and install approx. 127 If. of 1.5' to 2.5' dia., approx. 300-1,000 lb. fieldstone on filter cloth and backfill with approx. 45 cy. sand to be planted with beach grass to restore and vegetate upland area lost to erosion. Located: 2105 Calves Neck Rd., Southold. SCTM#70-4-46.1 Inspected by: Doug Hardy, Jack McGreevy The CAC Supports the application the Condition the rip-rap is used across the top of the landward bulkhead with no increase in elevation, the height of the bulkhead is not raised, the size of the non-turf vegetated buffer is increased to 10' across, and the run-off from the driveway in captured into drywells. Vote of Council: Ayes: All Motion Carried Moved by Doug Hardy, seconded by Derek Bossen, it was RESOLVED to SUPPORT the Wetland Permit application of JOHN & VALERIE KRAMER to install approx. 137 If. of rip-rap, consisting of +/-1' to 1.5' dia. approx. 100-300 lb. fieldstone (on filter cloth), and backfill with approx. 50 cy. sand to be planted with Cape American beach grass (18" on center); and construct approx. 148 If. of vinyl retaining wall and backfill with approx. 45 cy. sand to be planted with native vegetation and maintained as a natural vegetated buffer. Located: 2225 Calves Neck Rd., Southold. SCTM#70-4-45.3 Inspected by: Doug Hardy, Jack McGreevy Vote of Council: Ayes: All Motion Carried Moved by Greta Schiller, seconded by Derek Bossen, it was RESOLVED to SUPPORT the Wetland Permit application of SEaM & JUDITH SAMAAN for the existing +/-200' timber bulkhead and install (2) 6"X 6" timber walers in place of existing damaged walers. Located: 4875 Nassau Point Rd., Cutchogue. SCTM#111-9-10 Inspected by: Greta Schiller, Peter Young The CAC Supports the application with the Condition of a 15' non-turf buffer and a current and accurate site plan. Vote of Council: Ayes: All Motion Carried Moved by Audrey Horton, seconded by Jack McGreevy, it was RESOLVED to SUPPORT the Wetland Permit application of STEVEN & OLGA TENEDIOS to construct a detached garage landward of the house, pool and pool house. Located: 17327 Main Rd., East Marion. SCTM#23-1-14.1 Inspected by: Audrey Horton, Doug Hardy The CAC Supports the application with the Condition gutters, leaders and drywells are installed to contain the roof run-off. Vote of Council: Ayes: All Motion Carried DISCUSSION AND RECOMMENDATION OF APPLICATIONS TO AMEND WETLAND & COASTAL EROSION PERMITS Moved by Doug Hardy, seconded by Derek Bossen, it was RESOLVED to NOT SUPPORT the application of MICHAEL & GILLIAN WILSON to Amend Wetland Permit #5438 to change the dock from 20'X 4' to 30'X 4', add a 4' fiberglass open grate walkway along the bulkhead and designate a 10' non-turf buffer landward of the walkway. Located: 590 Tarpon Dr., Southold. SCTM#57-1-6 Inspected by: Doug Hardy, Audrey Horton The CAC does Not Support the application because of previous non-compliance with the requirement of a non-disturbance buffer. Vote of Council: Ayes: All Motion Carried Moved by Doug Hardy, seconded by Jack McGreevy, it was 6 RESOLVED to SUPPORT the application of JOSEPH BATTAGLIA to Amend Wetland Permit #7028 to place 70' of natural boulders along the southeast side of the wetland line; replace fill, soil and screening to restore property back to original condition; and replace native plants. Located: 2000 Hobart Rd., Southold. SCTM#64-3-3 Inspected by: Doug Hardy, Audrey Horton, Jack McGreevy The CAC Supports the application with the Condition there is no damage to the salt marsh. Vote of Council: Ayes: All Motion Carried Moved by Doug Hardy, seconded by Audrey Horton, it was RESOLVED to NOT SUPPORT the application of JOSEPH BATTAGLIA to Amend Wetland Permit #64-3-3 for the existing seasonal jet-ski lift and 6'X 19' floating dock. Located: 2000 Hobart Rd., Southold. SCTM#64-3-3 Inspected by: Doug Hardy, Audrey Horton, Jack McGreevy The CAC does Not Support the application because boat lifts are prohibited per Chapter 275 of the Town Code and the size of the dock is inconsistent with the permit. Vote of Council: Ayes: All Motion Carried Member Audrey Horton will attend the next regular meeting of the Board of Trustees scheduled for Wed., November 17, 2010. The next meeting of the Conservation Advisory Council has been set for Wed., December 8, 2010 at 4:30 PM at Down's Farm Preserve.
