September 27, 2010 Meeting
Attendance: Chairman Neb Brae, eh~¢h, Cotm¢ilman Christopher Talbot, Highway
Superintendent Peter Harris, Frank Field, Tom Fox, Margaret Brown, Jamie Richter and
Capt. Martin Flatley.
Meeting called to order at 10:05 am with the approval of the August, 2010 email-
distributed minutes approved.
EETC Update
Neb reported on attending his EETC meeting and several projects that were discussed
including the Rt. 347 Greenway Project, an MTA discussion on the use of Scoot Trains
and the Long Island Bikeway and Trailway maps that were introduced.
New Comprehensive Plan for Town
Heater Lanza was not present to comment on the plan, it is however currently running
behind schedule.

Planning Board Requests
None.
Continuing Review of Streetlights Reduction Proposal
Another review of this proposal was discussed. Jamie stated that the he still needed to
meet with Tim at Department of Public Works to identify the types of lighting fixtures
and their placements. A discussion ensued on the benefits of LED lighting compared to
the currently used streetlights and Councilman Talbot advised that he would address the
Town's Energy Committee to inquire if grants were available for upgrading the Town' s
light fixtures.
Centerline Striping on Rt. 25 Complaint
Jamie advised the Commission ora complaint that was brought to his attention regarding
the road striping of Rt. 25 in Orient in a letter from Audrey Strauss Wing who nearly
missed being involved in a motor vehicle accident because of a passing zone on Rt. 25.
Jamie referred the complaint to the NYSDOT for review.
Transportation Issues Meeting 9/25, East Marion
Commission members Tom Fox and Margaret Brown represented the Commission at this
meeting and informed the Commission of the topics of concern from the community
group which was the increase of bicyclist's use of Rt. 25 through East Marion and the
high volume and speeding of ferry bound traffic. Tom briefly discussed the recent Cross
Sound Ferry grant proposal that was not approved, the alternate shipping/trucking routes
for the area and the water taxi concept. Margaret spoke briefly about the scenic byway
status of this area and a discussion on bicycle safety and organized bicycle rides in
Southold Town ensued. After being informed of the organization and responsibility of
most of the bicycle clubs that use the roadways, Margaret was asked to write a letter back
to the attendees of this meeting informing them of same.
Current Transportation Issues- Updates
Southold/Greenport Bus Shelters- Status- No reply from letter sent by Ned at this point.
Orientation/~terpmtive Signage Pro_iect- RBA Phase II- Phase H was approved by both
the Federal Government and New York State DOT and the funds have been released for
use. RBA should get the OK by next week to continue.
Harbes Family Winery. Mattituck - No new developments. Pete Harris suggested we
inquire with Riverhead Town to see if they made Harbes' businesses in their Town move
back from the roadways and create more onsite parking.
Factory Avenue Traffic Issues, Mattituck - Usual discussion on traffic on Factory
Avenue and options for alleviating the truck traffic. Pete Harris advised the Commission
that his department will be resurfacing Factory Ave. in the near future and plans on re-
grading the roadway by the railroad crossing to reduce the noise of vehicles going over
same. This should help with noise complaints of vehicles on roadway.
7-11 Project, Mattituck - Nothing new.
Route 25, Mattituck- Town Study- Nothing new.
CR 48 & Intersection with Tuckers Lane, Southold - Nothing new
CR 48 & Eastern Long Island Kampgrounds, Southold - Nothing new.
The topic oftbe NYSDOT's job of cleaning up the seawall area of Rt. 25 in East Marion
was brought up by Pete Harris. Pete stated that the only work completed in the clean-up
was a road sweeping of the area and that there was no vegetation cut down that is
encroaching on the seawall. Councilman Talbot stated that he would bring this issue up
with the Town Board.
Old Business & New Business
- The new LIRR timetable was discussed along with the use of the "jury train" by
the LIRR.
Councilman Talbot advised the Commission that the Town Board was acting on
two requests for no parking areas- one on Mill Lane in Peconic for the
Goldsmith's Inlet beach usage and the second on Glenn and Vista for the Duck
Pond beach usage in Cutchogue. Commission members suggested that the Board
should delay holding public forums on these sites until an accurate poll of the
homeowners that would be affected by the no parking areas is completed.
