A meeting of the Southold Town Conservation Advisory Council was held Wed., October
13, 2010 at Down's Farm Preserve.

CALL TO ORDER
The meeting was called to order at 4:30 PM by Chairman Peter Young.
GUEST SPEAKERS
Jamie Richter and John Sepenoski, the administrators of the MS4 program for the Town,
provided the council members with a brief overview of the program. The Town of Southold
has been working on stormwater management for over 20 years. John and Jamie are
currently working to bring the Town into compliance with the program, which is not a small
initiative. It requires a budget, public education and outreach. The Town has recently
requested a stormwater plan and will be requesting comments from the CAC as well.
Drawings for the next five years of best management practices are due by March 9, 2011.
The CAC questioned how they could participate and whether or not training would be
made available. It was explained to the members that they could conduct Ch. 236
inspections, such as illicit discharge inspections, dry weather inspections, infrastructure
inspections and interim inspections of construction sites. All Town committees will be the
eyes and ears of the'program and should report directly to Jamie and John. Chairman
Peter Young stated that the CAC could add value to the project and would discuss it
further with the other members. The MS4 program is available on the Town's website.
CHAIRMAN'S ANNOUNCEMENTS
Chairman Peter Young announced that interviews to fill two vacancies are scheduled for
Mon., October 25, 2010 at 4:30 PM in the Town Hall Conference Room.
REPORTS
Member Jack McGreevy suggested the CAC purchase fluorescent vests with identification
to be worn on site inspections.
Jack drafted a letter to the Town Board regarding best management practices on bluff
stabilization. Once the draft has been formalized, it will be forward to Town Board for their
consideration.
APPROVAL OF MINUTES
Moved by Doug Hardy, seconded by Audrey Horton to Approve the Minutes of September
15, 2010.
DISCUSSION AND RECOMMENDATION OF WETLAND PERMIT & COASTAL
EROSION PERMIT APPLICATIONS
Moved by Audrey Horton, seconded by Peter Young, to TABLE the Wetland Permit
application of ALBERTSON MARINA (WILLIAM WlTZKE) to maintenance dredge an
underwater area measuring 15,000 sf. within the western/southwestern section of the
marina to a navigable depth of -4.0'+/- at Iow tide. Approx. 400 cy. of dredge spoil is
anticipated to result from the proposed maintenance dredge, which is to be transferred to
onshore trucks and deposited within an approved, upland location; and
replace/reconstruct the existing floating dock structure situated centrally within the marina.
The current floating dock consists of the central floating dock 5'X 195', eighteen (18)
finger piers 2.5'X 15' situated perpendicular along the length of the floating dock (9 per
side), and access ramp 3'X 13.7' connecting the dock to the existing bulkhead. The
overall structure is supported by typical billet floats, and secured by ten (10) pilings 10"
dia. situated on the ends of various finger piers. The entire structure is to be replaced in-
kind and in-place.

plan with regard to the docks.

RESOLVED to SUPPORT the Wetland Permit application of EVAN GINIGER to construct
a docking facility consisting of a 4'X 46' fixed elevated catwalk supported by six (6) 4"X 4"
pilings and six (6) 6"X 6" pilings; 3'X 15' hinged ramp; and 6'X 20' floating dock secured
by two (2) 6"X 6" pilings.

The CAC Supports the application with the Condition the dock and vessel do not exceed
1/3 across the width of the creek and in line with the neighboring docks.

RESOLVED to SUPPORT the Wetland Permit application of GOLDSMITH'S BOAT
SHOP, INC. to maintenance dredge (for 10 years) approx. 450 cy. sand/silt spoil from +/-
30'X +/-225' inlet channel to marina basin and place resultant spoil in adjacent upland
boat storage area.

FISHERS ISLAND CLUB to maintenance dredge (at the 14th Hole) approx. 4000 sr. of
sand bars and stone shoals to a maximum depth of -1' ALW to establish a better flushing
between an existing tidal pond and East Harbor. The spoil, approx. 340 cy. of sand and
stone shall be placed on the adjacent beach for beach nourishment. The existing timber
golf cart bridge shall also be reconstructed. Dredge (at the 12th & 13~ Holes) an existing
tidal pond (approx. 8,250 sf.) to -1' ALW and to widen the existing 4' wide channel to 8'.
The resulting spoil approx. 535 cy. of sand will be disposed of at an upland site. Use
existing rocks to create a new stone slope; remove and reconstruct an existing golf cart
bridge; and remove existing concrete weir which is located under the golf cart bridge.

The CAC did not make an inspection, therefore no recommendation was made.
FISHERS ISLAND DEVELOPMENT CORP. to construct an 8'X 132' Thru Flow boardwalk
in the area of "Grey Gulls"; and construct an 8'X 300' Thru Flow boardwalk supported by

helical anchors and elevated 18" above grade in the area of "Barleyfield Cove". As
mitigation, construct/create an area of freshwater wetlands adjacent to the 1st and 18th
holes of the Fishers Island Club golf course. Excavate the area down to elevation 3' and
remove approx. 1,920 cy. of material and stockpiling it. At proposed elevation 3' create
approx. 9,650 sr. of open water wetlands and in that area between elevation 3' and
elevation 4' create approx. 26,450 sf. of vegetated wetlands. Regrade portion of the
fairway located to the south of the proposed wetlands to control rainwater run-off by
stripping sod off the fairway and stockpiling it. Approx. 1,050 cy. of fill shall be placed in
the exposed area to raise the elevation of the fairway to elevation 7'. Area shall be
replanted with the stockpiled sod..

The CAC did not make an inspection, therefore no recommendation was made.

RESOLVED to SUPPORT the Wetland Permit application of NORTH FORK BEACH
CONDOMINUM to remove the existing +/-400 sr. deck and stairs, and construct in-place
of removed deck a 10'X 10' deck with 6'X 12' stairs to beach; and construct 6'X 6' platform
and 6'X 14' stairs to deck.

RESOLVED to SUPPORT the Wetland Permit application of MARY BETH HENSON to
construct onto existing two-story, one-family dwelling: dormer additions to the second
story; a one-story addition, covered porch and steps onto the front side of the house,
partially in place of an existing, raised masonry patio to be removed; a screened porch in
place of an attached garage to be removed from the west side of the house; and new
deck in place on an existing deck to be removed from the waterside of the house; remove
existing hot tub and concrete pad; and construct a new hot tub and swimming pool.

RESOLVED to NOT SUPPORT the Wetland Permit application of ROBERT & CAROL
ABRAHAMS to construct approx. 89 linear ft. of vinyl bulkhead and a +/-8' return in place
of existing timber bulkhead; backfill with approx. 10 cy. clean sand to be trucked in from
an upland source; and remove and replace (in place) 3'X 4' steps.

The CAC does Not Support the application because the proposed 89' bulkhead was not
staked. The CAC recommends removal of the bulkhead and the installation of a Iow-sill
bulkhead and re-establish the marsh. In addition, the gutters and leaders on the dwelling
were not connected to drywells.

RESOLVED to NOT SUPPORT the Wetland Permit application of DON JAYAMAHA to
construct a 4'X 94' fixed dock with a 6'X 20' "T" section offshore end, with open grate
decking.

The CAC does Not Support the application because the location of the dock represents a
hazard to navigation.

RESOLVED to NOT SUPPORT the Wetland Permit & Coastal Erosion Permit applications
of STUART THORN to resurface 100'+/- of existing bulkheads seaward side using 2" T&G
sheathing installed horizontally. Remove existing stairway to beach. Construct new 2'X 4'
platform. Reinstall existing stairway. Install 425 ton of 1-3 ton rock armoring in front of 170'
of existing bulkheads.

The CAC does Not Support the application because of the severe erosion problem and
the steepness of the slope. The application would be better served by a re-engineered

DISCUSSION AND RECOMMENDATION OF APPLICATIONS TO AMEND WETLAND
& COASTAL EROSION PERMITS
Moved by Doug Hardy, seconded by Audrey Horton, it was
RESOLVED to NOT SUPPORT the application of MARGARET MCNAMARA to Amend
Wetland Permit #6642 to construct an extension to the existing easterly bulkhead return
and install new support pilings adjacent to all existing face pilings along 120' of existing
bulkhead and 20' east' return.

The CAC does Not Support the application because the project does not provide for public
access, there is currently no buffer, and the perpendicular bulkhead is increasing erosion
of Suffolk County and Town of Southold properties.

RESOLVED to NOT SUPPORT the application of STEVE MITCHELL to Amend Wetland
Permit ~4201 to construct a 12'X 10' platform at the bottom ot' the beach access stairs.

The CAC does Not Support the application because of concerns with the sizeable
increase of structures in the area.

RESOLVED to SUPPORT the application of GEORGE, FLORENCE, ALEXANDER &
DEMETRIOS VASlLAKIS to Amend Wetland Permit #7178 and Coastal Erosion Permit
#7178C to include the as-built 14'X 12' deck and stairs down the bluff.

The CAC Supports the application with the Condition of a 10-15' non-turf buffer with
plantings and public access is provided.
Observation: The CAC observed storm-water run-off coming from the ddveway and
running out to the road to the east.

Member Audrey Horton will attend the next regular meeting of the Board of Trustees
scheduled for Wed., October 20, 2010.
The next meeting of the Conservation Advisory Council has been set for Wed., November
10, 2010 at 4:30 PM at Down's Farm Preserve.
There being no further business to come before the Council, the meeting was adjourned
at 7:30 PM.
