We are unable to attend the appeals hearing on April 26, 2007 regarding the construction of a proposed oversized metal building to be used for a construction business at 105 Town Creek Lane, corner of Youngs Avenue, owned by Mr. Micheal Liegey. However, we would like to state our opinion. This location is a residential area, but is being used as a commercial business zone. Mr. Liegey is running a construction business from this location. Why should Peconic Building Solutions be parking construction trucks and storing building materials on this residential property? Southold has commercial zones where Mr. Liegey should purchase or rent property to run his business from. A residential and park area is not appropriate. We would recommend that the property at 105 Town Creek Lane be cleaned up as soon as possible. This property is an eyesore and a blight on the neighborhood. Everyone who lives in the area are residential users of their property and pay taxes for that purpose. This messy accumulation of construction debris also lowers every homeowners' property values, which is not acceptable. If Mr. Liegey wants to build a 2 car garage that architecturally looks like his house, with proper set backs within the zoning regulations, and park non-commercial vehicles in it, that's one thing; but not a 30' x 40' commercial building. Said ketch was on a voyage to Barbadoes. The burden of the ketch was rated at forty- four tons.'{' There were few men in Southold at that time who severally had an estate worth as much as this sloop of forty- four tons burden. They also show what premihms were paid for killing wolves, foxes and other kinds of "varment,' and that thi/se premiums year by ye~ made a conspicuous figure in the financial estimates and ex- penses of the Town. Other Southold Town Landmark Preservation Commission members present: John Dorman and Joy Bear December 8, 198~ I I I The oldest areas of this house date back to mid-to-late 18th Century areas including a very old beehive oven ...pine mantles, especially one ~ the parlor ... the parlor's front girt, with peg holes at its east end indicating a wind brace in the wall ... and certain mortised-tendoned- and pegged beams in the parlor and bedroom ceilings. A certain mystery hangs over the history of the house..One,or two, sections .of it may have been moved to this site, rather than having been built here. This is indicated by such clues as l) the parlor's south wa. bears indications that the ceiling was once one inch lower than at prese and has been rebuilt; 2) in this same room the front girt has been lengtne~ with an additional piece of wood at its west end; 3) beams and Joists un~ the bedroom floor, when seen from the cellar's crawl space, do not mat.c~ the corresponding beams and Joists under the parlor's floor, indicatin they may have been built at separate times; and 4) in the attic, rafters in the east upstairs bedroom (seen inside the closet) are larger than t~l corresponding rafters in the west upstairs bedroom. (This is odd if ' built at the same time.) THE PARLOR This room give~ evidence of being the oldest area of the house'- dating back to the Revolutionary War era. A substantial oak corner post south-east corner of the living room is strengthened by a diagonal wind brace in the wall, as indicated by pegs in the post and the front girt. However there is no corresponding wind brace in the north east corner of the room, perhaps indicating that from its building date it h had another room to the rear (the dining area.) The chimney girt on the north wall bears the original carpenter's marks: I, II, III, & IIII. The central chimney stack opens into three fireplaces: the parlor, bedroom and dining area. The handsome pine mantle over the parlor's firepL dated from mid-to-late 1TOO's. The wood indicates having been hand plane~ The molding is complex and attractive. Bits of paint in the wood indicat~ that the.mantle was once painted white. ccntinue~ HOM~ OF ELIZABETH B~'~IGAM~ page BEDROOM SD 150 Joists are mortised into the front girt in this room and the hall. Pairs of tenon holes are seen in the front girt. The work seems to be late 1700's. One Joist, over the fireplace, was hewn by a broad axe. A second Joist, also broad axed, shows additional smoothing by an adz. Planed and beaded paneling on the north wall is a much later additio Owner Betty Brautigam says that the wood paneling over the fireplace is s to have covered the ceiling at an earlier time. Holes in it indicate it may have been held at one time by rose-headed nails. The pine.mantle' is a simple early style, with a molding of bead-ogee bead. The wood shows traces of early paint: white'and blue. Initials burned with a branding iron in the mantle wood (probably c. 1860) .spell W-H-W--G--S (W.H.Wiggins?). The fireplace has been modified, possib when the original bricks wore out from heat, but it seems to have been rebuilt to the same proportions, possibly using many of the original bric DINING AREA An .interesting fireplace beara a large oak lintel that is smoke- blackened from earlier use. It is especially interesting in that the lintel is assymetrical: - l0 3/4 incles deep at one end and 12 inches at the other. dee The fireplace seems to have been rebuilt, using older bricks. The bricks in the fireplace are earlier than those over the lintel. At the left rear of the fireplace wall is an old beehive oven - a real treasure. It has no flue and dates into the mid-17OO's. It has an interesting wooden oven cover - blackened and burned with prolonged use and patched at one side by two wood strips. UPSTAIRS ~o bedrooms, separated by a bath, are upstairs. Rafters are rounded the original tree shape, and unevenly spaced. Rafters in the east bedroom (seen inside the south closet) are larger than those used in the west bedroom. The chimney stack at the attic level had been rebuilt, while downsta it is original. The roof also is a much later addition. CELLAR - once a cistern The excavated basement is a round area about 10 feet in diameter, li with brick. It was built originally as a cistern. The cellar's history separates into three time periods: - l) when the cistern served as the home's source of water; 2) when public water came to Southold, and it was Southold Town Landmark Preservation Commission. At this time concrete steps were added f~ access to the outside. 3) Around 1960 the foundation was rebuilt after sills and floors were added to the house. Two periods are seen in the plaster between the red bricks lining circular wall: soft, older plaster in the lower courses, and modern plas' on upper bricks. In the round' c~llar mortised beams are seen in the ceiling. In the crawl space to the west of the cellar, 19th century floor Deams are visible overhead. Conkli owned the house in the late 1800's and subsequently deeded it to her s Universalist minister Eugene Conklin. He eventually gave it to his daughter, Jea~ette Conklin Mulford. It was then sold to Esther Eaulbac her sister, who sold it to Francis Wells. During the Wells ownership, 1960's, the house was rebuilt. After the wa when the boy, Nathaniel Ogden~had grown to maturity, he wrote a letter thanks and gratitude to Mrs. Moore. A stat of that letter is attached. Anna Ploek, (Mrs. John Plock, Sr.) says the house was originally located on Founders Landing, and was used as a Customs House. JOY BEAR Southold Town Landmark Preservation Commission. Mr. Liegey's home abuts our Young's Avenue Park at 40 Town Creek Lane. For the past year or so, we have watched Mr. Liegey use our parking lot on occasion to perk his work trucks (Pecooic Building Solutions), work trailers and large beat on a trailer. We have observed these items in his yard also. Eady this year, Mr. Liegey applied to the Building Depertment for a permit to build a 2 story, 30' x 40' accessory garage in his front yard. When he was denied due to the fact that this proposed garage would be located in an area other than the code-required rear yard, we were waiting for his application for a vadanea. We understand that he reapplied to the building department in October and was again denied Dudng this pedod, wa have watched Mr. Liegey cut down almost all of the trees in his front yard, store building materials in a hole like area in his front yard and install an illegal 6' high fenced in his front yard which wa brought to the attention of Ed Forrester who asked him to remove it or cut it down to 4' which he did. For all intents and purposes it seems that Mr. Liegey is running his business from his home. When we received the notice of headng and the copy of his survey showing the placement of the garage, we were surprised to see that the proposed garage would almost be as large as his existing home in size and possibly in height as he is proposing to build a second story on his garage. We understand that the town is possibly writing laws regarding the size and height of accessory structures and we are sure this surpasses the limits. We understand that an overly large standard two car garage is usually one story and around 26' x 24'. We are questioning his use for this "garage". If he built the 26' x 24' garage he would have plenty of room for it to the north side of his existing home as we have marked on the enclosed survey. He could fill in his front yard and make a re~aining wall so his children will have room to play as he states in his letter to us. The fact that he states that it will be 7' underground because his land slopes is no reason to construct a two story garage. Also wa are disturbed by the 40' ddveway and 20' side parking area to the west side of the proposed building. We understand from Mr. Forrester that Mr. Liegey maintains that he runs his business out of the building that he owns (or rents) on the Main Road which is the Party Story but after our observations we are questioning this. . · Page 2 December 15, 2006 '"-- SOUTHOLD PARK DISTRICT P.O.
