DEVELOPED COAST POLICIES Policy 1 Foster a pattern of development in the Town of Southold that enhances community character, preserves open space, makes efficient use of infrastructure, makes beneficial use of a coastal location, and minimizes adverse effects of development. The existing bulkhead on this property has failed. The owner would like to build a new bulkhead in- place of the existing and a new retaining wall landward to help with retaining and supporting the bluff. Our proposal will not have any effect on the community character or preservation of open space. Policy 2 Preserve historic resources of the Town of Southold. This property has no significant historic resources. Policy 3 Enhance visual quality and protect scenic resources throughout the Town of Southold. The bulkhead is existing. The present condition of this bulkhead is unstable threatening the integrity of the upland property. A new bulkhead is an attempt of the adjacent property owner and the upland property owner to maintain the property. There is an existing failing bulkhead so the visual quality and scenic resources will be restored to when the area was stable. NATURAL COAST POLICIES Policy 4 Minimize loss of life, structures, and natural resources from flooding and erosion. The existing bulkhead is needed to protect the upland property. The new bulkhead will help control further erosion of this bluff and will not increase flooding or erosion in this area. Policy 5 Protect and improve water quality and supply in the Town of Southold. This proposal will not have any impact on the water quality and supply of the Town of Southold. Policy b Protect and restore the quality and function of the Town of Southold's ecosystem. This proposal will not have any impact on the Town of Southold's ecosystem. Policy 7 Protect and improve air quality in the Town of Southold. This proposal will not have any impact on the air quality of the Town of Southold. Policy 8 Minimize environmental degradation in the Town of Southold from solid waste and hazardous substances and wastes. This proposal will not degrade the environment with solid waste or hazardous substances. PUBLIC COAST POLICIES Policy 9 Provide for public access to,and recreational use of,coastal waters, public lands, and public resources of the Town of Southold. Our proposal will not limit public access to the coastal waters or public resources of the Town of Southold. There is a bulkhead presently existing and we are proposing to construct a new bulkhead in- place. WORKING COAST POLICIES Policy 10 Protect the Town of Southold's water-dependent uses and promote siting of new water- dependent uses in suitable locations. Our proposal is to reconstruct a failing bulkhead. The present condition of the bulkhead is poor and is unsafe. This property is used by the upland property owners to engage in water dependent activities such as fishing and swimming. These activities will continue at this site. Policy 11 Promote sustainable use of living marine resources in the Town of Southold. The site conditions at this point are poor. The construction of the bulkhead will stabilize the area landward of the highwater mark. There should be no significant effects on the living marine resources. Policy 12 Protect agricultural lands in the Town of Southold. This proposal has no impact on the agricultural lands in the Town of Southold. Policy 13 Promote appropriate use and development of energy and mineral resources. This proposal has no influence on the development of energy and mineral resources. eed Survey of Property Liber 821PaceD005 Prepared for: David Moore N Lot Area = O.Gr Acres Surveyed: May 16,2010 26% Impermeable coverage Town: Southold W Suffolk County, NY LE C I 1 - 3a I D s „UL 77 _ Southhold Town Board of Trustees Rock Jetty 0 o Long ISIand Sou Boa n d N8405213011E 149.41' D 0 Q Q Rock 0 O Q' tD\O L O ..letty Q' Tirnb— Bulkhead `v a, Area 0. recentt severe to ------- e erosion leo AreaN a Timber see `.sf y Wall erosion Z , ------------ 0 -„- ---- o105, t}eck j 3Z '^ 2 5tor4r N Metal Frame Bulfding los I, Fence w0 x 135, - 6 CQ N Nl89 A u m o O a.2' k Is• - 3 O k 7 I O nce In1 fi x LL C7 I k I X X + shwa 3 Q3 w` I story ?00\ A o P Frame W Building i" ;Foy I e \" 1570, to 4 201 Middle Road 3050'001W 158.75' Sound View --------__ Avenue 00ERT Robert H.Fox NYSPLS#50197 O 144 Troutbrook Lane '1' 5 QJ Riverhead, NY 11901 6 LAND J <w. st.esaa Y/C/w1ITY A4Ajm I 0 4+ee W Reconstruct 55' of existing bulkhead DJI L 2 7 2010 Southhold Town Board of Trustees APPLICANT Robert McMahon ACCE'33 25yivt'1RtE c/o David Moore VzIwa!►ZhAxaka 11 Soundview Crest Manhassett,NY 11030 21225 Soundview Avenue <Mrre wwMM+rGrMrwC Southold,NY 11971 .,g yjsllrsr;M.►t SCTM: 1000-135-1-1 i _Lo.v, I3[dDSou..ra tDvuT GJJ 3, 1 O r 41'05'tev4 79PJE34 le w .IaJA.CENT P1G'&f.;tRT!' d9+•N+3; OEYELYN G.A 7A:JbA 7G» + ® f M+&1/.w A/e dd.I O),j Ml4r-*4AAm- Aol+wlb 2lf A4"'-4"**wAw 40t1.4S2oG l.cesoact..xiv,ws. /r8o:q . Sew•.Avin/lve.
