THIS IS TO CERTIFY THAT THE FOLLOWING RESOLUTION WAS ADOPTED BY THE
SOUTHOLD TOWN BOARD AT A REGULAR MEETING HELD ON NOVEMBER 25. 1997:
RESOLVED that the Town Board of the Town of Southold hereby authorizes
and directs Supervisor Jean W. Cochran to execute an agreement between
the Suffolk County Water Authority and the Town of Southold, whereby
the Suffolk County Water Authority will assist the Town in the development
of a Watershed Protection & Management Program, and has committed
$75,000, a portion of which will be in-kind services, over a two-year period
for the water resource strategy planning portion of the master plan of the
Town of Southold.

Re: $75,000 Grant from the Suffolk County Water Authority
In November of 1997, the Suffolk County Water Authority notified the Town
of Southold of its decision to provide a grant of seventy-five thousand
dollars' worth of services and cash to the town for the purpose of water
~P!Y planning.

~Py of ~e resolution of the SCWA regarding this decision and the Town's
re~Oi~ti~n of acceptance contract between the SCWA and the Town.

AGREEMENT made this 25 day of November, 1997, by and between the SUFFOLK
COUNTY WATER AUTHORITY, a public benefit corporation having its principal office and
place of business at 4060 Sunrise Highway, Oakdale, New York 11769 (hereinafter "SCWA")
and the TOWN OF SOUTHOLD, Main Road, Southold, New York (hereinafter "TOWN").
WlTNESSETH:
WHEREAS, the TOWN seeks to develop a Watershed Protection & Management
Program (hereinafter "WPMP") as required by the TOWN's long range planning strategy; and
WHEREAS, the SCWA has adopted a resolution authorizing the commitment of up to
Seventy-Five Thousand Dollars ($75,000), a portion of which will be in-kind services, over a
two-year period to the water resource strategy planning portion of the master plan of the TOWN;
and
WHEREAS, the purpose, goals, objectives, action strategy, deliverables, and time frame
for the WPMP are attached hereto as Appendix A; and
WHEREAS, the SCWA wishes to assist the TOWN in the preparation of the WPMP by
providing in-kind services and by making certain payments, at the discretion of the Chairman of
the SCWA, consistent with Appendix A;
NOW THEREFORE, in consideration of the terms and conditions set forth herein and
other good and valuable consideration, the parties hereto agree as follows:
1. The SCWA will pay to SCWA, on behalf of the TOWN, for time spent by SCWA
staff which is dedicated to the TOWN efforts as set forth in Exhibit A.
2. The SCWA will pay, on behalf of the TOWN and as approved by the Chairman of
the SCWA, those vendors and operational expenses incurred in accordance with
Appendix A.
3. The total mount of payments made under numbers one and two above shall not
exceed $75,000.00.
4. The TOWN will make available to SCWA all information it has to facilitate the
production of the WPMP, including land use data and prior reports and studies.
IN WITNESS WHEREOF, the SCWA has caused this Agreement to be signed by a
member duly authorized, and the TOWN has caused this Agreement to be signed by its duly
authorized officer on the day and year first above written.

Attached is a contract or agreement whereby the Suffolk County Water
Authority will provide cash and in-kind services up to seventy-five
thousand dollars in vaiue over the next two years in order to assist the
Town in its preparation and adoption of a Watershed Protection and
Management Program.
This agreement has been reviewed by the Town Attorney and myself and
found to be acceptable for your signature. We respectfully request that
the Town'Board authorize the signing of this contract by the Supervisor
so that planning staff in the Town and in the SCWA can prepare needed
background studies for the Watershed Protection and Management
Program.
As there may be questions about this pledge, I would like to be present
when this matter is discussed at the Town Board work session on
Tuesday, November 25th.

WATERSHED PROTECTION & MANAGEMENT PROGRAM
SOUTHOLD TOWNSHIP: 2000
PURPOSE:
To design, adopt and implement a strategic program for the
protection and management of the sole source aquifer of the
Township of Southold. This plan shall define the area to be
protected. It also shall define the ways in which the watershed will
be managed in order to ensure the highest quality potable
drinking water for private and public water supply wells.
GOALS:
To identify the parameters or outside boundaries of the
groundwater-shed of the Town's sole source aquifer that must be
protected and managed. The watershed shall be sufficient in extent
to ensure the highest quality of drinking water groundwater for
private and public water supply purposes.
To constructively protect the Town's sole source aquifer from
contamination by inappropriate land use practices.
To develop land management and zoning regulations to prevent
inappropriate land uses or practices from occurring within the
designated groundwater-shed protection area.
To develop strategies for mitigating or removing existing threats to
the designated groundwater-shed protection area.
To determine ability of aquifer to meet existing and projected
demand if the Town proceeds to full density under current zoning.
To identify existing residential and commercial development
suffering contamination and set priorities regarding providing water
supply service to these areas.
OBJECTIVES:
To accommodate growth and change within the Town without
destroying its traditional economic base, the natural environment on
which that base rests, and the unique character and way of life that
defines the Town.
To implement an effective strategy for protecting the groundwater
supply in accordance with these objectives.
To ensure the immediate implementation and enforcement of the
protection strategy.
To ensure that zoning, not water, controls the direction of
development.
ACTION STRATEGY:
In order to accomplish this, the Town proposes to coordinate its
efforts with those of the Consultant to develop a Watershed
Protection and Management Program. The deliverables noted below
will be developed in partnership with the Consultant beginning in
November of 1997 and continuing through 1999.
DELIVERABLES:
The following work products will result from the coordinated
actions of the Town of Southold and the Suffolk County Water
Authority. Since additional products may be added to this
preliminary list and modifications may be made as the planning
.process proceeds, this list shall not be considered definitive.
Develop
a build out survey and map based on existing zoning.
Estimate population at build out.
Approximate build-out dates based on various possible
rates of growth.
Survey
existing areas in need of public water supply.
Estimate future problem areas as older residential
areas are infilled and build out occurs
in other areas.
Estimate ability of aquifer (and SCWA) to meet future
agricultural and residential demands.
Review
hydro-geological watershed boundaries.
Recommend adoption of a boundary for legislative,
regulatory and planning purposes.
Define uses that will be permitted,
tolerated with cautionary procedures,
or disallowed within defined watershed protection boundaries.
Define ways to phase out or mitigate inappropriate uses.
Explore option of greater density in clustered hamlets
and its potential impact on water supply economics and
logistics.
Examine potential growth impacts (increased infill, area
variances) of providing public water within hamlet
business districts and older, dense hamlet residential areas,
particularly near the waterfront.
Develop effective and enforceable best management and land
use practices for the entire town, not just the designated
watershed protection boundary.
Examine ways to reduce potential conflict between agricultural
land uses and watershed protection within the designated
watershed protection boundary
Develop GIS database and mapping which can be used by the
town to continue implementing its long range plans.
TIME FRAME:
Work on this plan will start in November of 1997. Adoption of plan
is hoped to be accomplished before December of 1999.
Phase I:
Inventory and Analysis of various Groundwater-shed protection
boundaries, the regulatory needs and the management needs.
Defining of Protection and Management Issues.
Defining of Boundaries for the purposes of this program.
Adoption of Legislative Boundaries by Town Board.
Phase II:
Development of Protection and Management Strategies.
Adoption of Strategies and Related Legislation
