RE: Complete Inspection of Fishers Island
Fire District
Dear lit. Grebe:
In accordance with the request fromMr. Richard S. Baker, President of The West
End Water Company, Inc. and also a member of the Board of Fire Commissioners, we
plan to make a complete inspection of the fire protection facilities of the Fishers
Island Fire District.
This inspection will be made by our engineers on Tuesday, October 8, 1974. We plan
to take the 7:15 A.M. Ferry from New London and meet with you at the fire house
sometime between 8:00 and 8:30 A.M.
As we have to complete our inspection in time to take the 4:45 P.M. Ferry from
Fishers Island, we wish you'to make arrangements to have both the Fire Department
and the Water Departments available. Two of our men will work with the Fire Chief
and two others with the Water Departments.
Included in this inspection will be the testing of approximately one-half the fire
engines, to be selected by our engineer at the time of inspection. A bulletin
describing the Fire Department inspection is enclosed with the fire chief's letter.
Also included ia this inspection will be the fire flow tests through the fire
hydrants of the water systems. Bulletins describing the water systems inspection
are included with the water superintendent's letter.
The keeping of these appointments is vital to our program of maintaining an
inspection schedule.

Dear Mr. Grebe:
Our recent inspection of the fire protection facilities in the Fishers Island
Fire District indicates an improvement over the previous survey conducted in
1972. The relative ISO Municipal Protection Classification remains unchanged,
however, as Class 7.
The Dwelling Classification in the fire district will also remain as Class "B"
for residential property (four families or less) within 1000 feet of approved
hydrants, Class "CC" within 1000 feet of substandard hydrants capable of
delivering between 250 and 500 gpm at 20 psi residual pressure, and Class "C"
elsewhere, all within five miles, by road, of the fire station (see Map). All
other dwelling property in the Fire District will be considered as Class '~".
The Key Rate, which is used in the rate computation of most commercial and
industrial property has decreased from 38 cents to 37 cents, effective on March 28,
1975. The overall premium change on commercial and industrial property is somewhat
difficult to estimate since the effect of a key rate change on each individual
property is dependent on construction, occupancy, exposures and special hazards of
the property. However, a decrease in the annual ISO advisory fire insurance rate'
ranging from Zero to 4 cemts per $100.00 of insurance can be expected on most
commercial and industrial properties. There is no rate change for those properties
which are protected by recognized automatic sprinkler systems.
A member of our staff will be made available to you if you wish to discuss the
gradings of your community fire defenses.

The fire defenses of your community were evaluated by application of the Municipal
Grading Schedule used by Insurance Services Office throughout most of the United
States.
The Schedule assigns points of deficiency to each of the many factors considered,
in an amount depending upon the variance from the standards.
Communities are placed on one or more of ten classes of protection, as shown in
the following table:
