103 of the General Municipal Law, that sealed bids are sought and requested for the
purchase of One New Swenson Model APB combination Dump Body/Material
Spreader (10 Foot/7.7 Cubic Yard capacity) to be used by the Southold Town
Highway Department
Specifications for such bids may be obtained at the Office of the Southold Town
Clerk, Town Hall, PO Box 1179, 53095 Main Road, Southold, New York 11971.
Sealed bids, together with a Non-Collusive Bid Certificate, and bank draft or
certified check in the amount of $100.00, will be received by the Town Clerk at the
Southold Town Hall, PO Box 1179, 53095 Main Road, Southold, New York, until 10:00
A.M., Thursday, April 30, 2009, at which time they will be opened and read aloud in
public. The Town Board of the town of Southold reserves the right to reject any and all
bids and waive any and all informalities in any bid should it be deemed in the best
interest of the Town of Southold to do so.

I. Intent
It is the intent of this document to describe a Swenson Model APB combination Dump Body/Material
Spreader (10 Foot (7.7 Cubic yard capacity).
Dump body underside shall be coated in Megaflex rust preventative and abrasion resistant coating.
This unit shall be built to the manufacturer's standard. It shall be equipped with the manufacturer's
equipment and accessories that are included in the advertised and published literature for the unit.
No such item of equipment or accessories shall be removed or omitted for the reason that it was not
specified in the bid.
The successful bidder shall deliver to Town of Southold, a new and previously unused unit in
complete working order, which meets or exceeds the various specifications and requirements
described herein.
)AII components in this system shall be domestic manufacture. In addition, the items listed below shall
be considered as part and parcel to the bid and the property of Town of Southold.
Specifications - in the event an alternate is bid vendor shall at the time of the bid submit two (2)
copies of the technical description of the unit and components he / she proposes to furnish. (i.e.
chassis, hydraulic system, coating system, ) Said representations should be sufficiently detailed
so as to address this bid on an item-by-item basis. Specifications submitted by vendors shall be
instrumental in substantiating compliance with this bid.
Brochures - for the purpose of evaluation each vendor shall at the time of the bid for each
alternate proposed, submit two (2) copies of manufacturers color brochures depicting current
production model, by means of photograph, of the unit and components he / she proposes to
furnish. (Xerox, Fax Copy, or Artist sketch not acceptable.) Brochures should be sufficiently details
so as to cleady illustrate general arrangement and fabrication of the chassis, hydraulic system,
coating system.
Coating Samples - for the purpose of evaluation each vendor shall, at the time of the bid, for each
alternate proposed, submit both wet and dry sample of the rust preventive, abrasion resistant
coating he / she proposes to furnish.
4. Warranty- Copy of manufactures warranty shall be included at the time of bid.
Failure on the part of any bidder to comply with each of the aforementioned mandatory requirements
may result in the rejection of his or her bid.
Vendors are cautioned to respond to this bid on an item-by-item basis in the area provided for this
purpose ("Compliance/ExceptiOn") Submission of required product specifications and brochures does
not qualify as a response.
In the event an altemate is bid, Town of Southold reserves the dght to request a demonstration within
10 days of notification. Demonstrat on w be conducted with Town of Southold, free of charge.

Shall be double acting cylinder.
All tubing used in the manufacture of
this cylinder shall be honed D.O.M.
tubing and must have the
corresponding mill spec sheets from
the run under which it was produced.
After machining, the tubes and glands
shall be submerged in a liquid salt
bath nitrating process, polished, and
submerged a second time to enhance
the mechanical properties of the
tubing.
The nitride tubes shall have ten times
the corrosion resistance of hard
chrome plating, twice the fatigue
strength of untreated carbon.
For simplicity and longevity there
shall be no brass, or phenolic wear
parts in the cylinder.
The cylinder shall be comprised only
of nitride steel and seal kit.
The seals shall be U-cup type,

of a wiper, also located in the gland
nut, and the tube will be surrounded
by oil below the seal.
An outer cover shall enclose the
cylinder while not in use.
Through means of an oscillating
collar near bottom of the cover, the
body can be offset 5 to 7 degrees

The successful bidder shall deliver to Town of Southold, a new and previously unused unit in
complete working order, which meets or exceeds the various specifications and requirements
described herein.

coating system.
Coating Samples - for the purpose of evaluation each vendor shall, at the time of the bid, for each
altemate proposed, submit both wet and dry sample of the rust preventive, abresion resistant
coating he / she proposes to furnish.
4. Warranty- Copy of manufactures warrenty shall be included at the time of bid.
Failure on the part of any bidder to comply with each of the aforementioned mandatory requirements
may result in the rejection of his or her bid.

Shall be crimped along both sides for
strength and rigidity.
Shall secure by means of not less than
two bolts at the rear of the body and
four bolts along the headsheet.
There shall be asphalt rated multi ply
belt wipes located on both the body
headsheet and rear most crossmember
to eliminate material transfer to body
underside.

a) Shall be NTEA Class 100 rated.
Shall be warranted a minimum of two
years.

Shall be double acting cylinder.
All tubing used in the manufacture of
this cylinder shall be honed D.O.M.
tubing and must have the
corresponding mill spec sheets from
the run under which it was produced.
After machining, the tubes and glands
shall be submerged in a liquid salt
bath nitrating process, polished, and
submerged a second time to enhance
the mechanical properties of the
tubing.
The nitride tubes shall have ten times
the corrosion resistance of hard
chrome plating, twice the fatigue
strength of untreated carbon.
For simplicity and longevity there
shall be no brass, or phenolic wear
parts in the cylinder.
The cylinder shall be comprised only
of nitride steel and seal kit.
The seals shall be U-cup type,
positioned in the gland nut as a rod
seal to wipe against the OD of the
tube passing through it.
As the cylinder retracts, foreign
materials will be removed by means
of a wiper, also located in the gland
nut, and the tube will be surrounded
by oil below the seal.
An outer cover shall enclose the
cylinder while not in use.
Through means of an oscillating
collar near bottom of the cover, the
body can be offset 5 to 7 degrees
from side to side without means for
lifting the body at the bottom, which

will increase stability and eliminate
the need for a dog house.
The cylinder shall be mounted with
the largest section at the bottom.
g.) Spinner Assembly
Shall be body mounted (Truck
Chassis Mount not acceptable).
Shall be easily removable for storage.
Shall allow body to be raised with
spinner in place (spinner to remain
level).
Shall utilize a spinner disc of not
greater than 20" in diameter.
Shall be capable of spread pattern of
4' to 40'.
Shall provide for independent left
right adjustment of material discharge
by means of a split calm shell
deflector.
Spinner baffles shall be located
directly above spinner disc.
Baffles shall be attached by means of
3/8" bolts at each end to a 3A" steel
ring.
Ring shall offer continuous support to
baffle along inboard edge when baffle
is at rest.
There shall be a material splash guard
be reinforced to vertical tube by
means of 7 ga 4" x 6" gusset.
