Many Flatley, Jamie Richter, Heather Lanza, Councilman Tom Wiclaham Approval of May 27 Meeting Minutes: The Minutes of the June 23 meeting received unanimous approval, on a motion by Tom Fox, seconded by Capt. Marty Flatley. Southold Town Bus Shelter~: The town is still waiting for permits from the DOT for all the bus shelters. DOT says it is being expedited. The stakeholders were emailed asking for recommendations on bus shelter placement. Neb met with the Town Board and asked that they revisit the idea of placing a bus shelter now, because future funding may be unavailable. Incidentally, the funding for all of these enhancement projects will end as of August 2009. The Town Board will ask the County to reinstate the project, with two possible sites: in front of Town Hall or in front of the Southold Library. We have a letter from Caroline MacArthur, Director of the Library dated July 17, 200~ suggesting placing a bus shelter in front of the Library because of its convenient proximity to the municipal parking lot, shops and the Hampton Jitney and County bus stops at Feather Hill. We must wait for final approval from DOT. The County had a problem with the proposed shelter for Greenport because necessary engineering work had not been done for that site. However, Kevin Darcy of Suffolk Co. DPW decided that the work could be done "in house" by their engineer. Hamlet Transportation F~hancements Program TEP: The RBA Group's grant proposal for transportation enhahcements was hand canied to DOT on June 27. Only two proposals were submitted from the East End - Southold and Southampton, and a total of 16 from the island. This may bode well for Southold. ~: The EETC met last Wednesday and spent the entire morning discussing the Volpe Study. Much angst was expressed because the schedule is delayed. It may not be finished until February or March 2009, instead of September or October 2008. Volpe has now finished the first phase, which is a description of current conditions. EETC will meet again next Wednesday to continue the discussion and have a telephone conference call with Volpe during the meeting. Tom Wickham expressed some misgivings about how Southampton is running things, particularly that Tom Neely has not being forthcoming with information. Tom Neely has now asked Glynis Berry to be the coordinator/out,ach person on a limited contract. Tom Wickham thinks this will help in getting information out more quickly. Councilman Krupski's Request re No Parking Si_~na?e on Rte ~5: After a discussion of this situation, which is somewhat complicated by the close proximity of Pindar Vineyard and Farmer Mike's Farm Stand, the Commission believes, first, that we need to be consistent with remedies, ff we require Harbes to have "No Parking" on the north side of the road, we must do the same for Krupski. Secondly, since we required Pindar to provide major off road parking, which they did, we cannot reverse course for Kn~pski, and finally, it is up to the State DOT to make the final decision. Long Island Transportation Management - (~omm, ter Pro_el'ams: We received information about "nuride" - a ride sharing concept for commuters. We will invite a spokesperson for "nuride" to the September meeting. Current Trans_tnmation Issues - U.~xlates: North Fork Beach Condominium Signage Request: Jamie and Neb met with the DPW engineers in charge of resuffacing the road at Town Beach. They have not called back about cross walks, flashing beacons, or ramble strips on either side of a cross walk. Parking Restrictions for New Suffolk Area: The Town legal department OKed the suggestions for parking restrictions. It will now go to public hearing at tomorrow's Town Board meeting. Boat trailer parking is for Southold Town residents only, but special resident stickers are needed. Factory Avenue- Mattimck Chnrch Request: Capt. Flafley reported that the speed limit on Factory Ave. is 35 mph. The crosswalk in front of the church is very clear and visible, but there are no "Pedestrian Crossing" signs. SPD will provide signs. There is a "Children at Play" sign northbound, but not southbound. Tracks are no longer crossing into church property, now that their fence with a gate is in place. Jamie suggested that if we do get the TEP grant, Factory Ave could possibly be included for a handicapped accessible cross walk. Peconie Lane Cross Walk Request: The Stakeholders of Peconic have requested a cross walk between the playing fields on Peeonic Lane. However, Capt. Flatley and others who use Peconic Lane constantly have never seen people crossing. People usually park in the lots provided at each playground. There is no apparent need for a cross walk at this time. Town Orientation/Interpretive Sig~age Project- Update: No Report. Harbes Winery: Heather reported that Mr. Harbes has proposed using an area north of the current picnic area for additional parking, instead of the area off Hailock Lane. Five Towns Rural Transit: There was nothing new to report beyond what was covered during the EETC discussion. Old Business: Neb said that Skunk Lane/Eugene's Road is a mess with flooding. Jamie said that the drainage situation needs to be cleaned up. New Business: Capt. Harley reported that a woman who lives on Sigsbee Rd. in Mattituck is complaining about people parking there, possibly from the boat sales business. Neb reported that cars from the service station on Champlain Hace and Main Street in Greenport are still being parked on the side street after being asked not to. Tom Fox will draft a letter to the Town Board describing the Trausportation Commission - who we are and what we do. The next meeting is scheduled for 10 AM, Monday, August 25, 2008. Respectfully submitted, Margaret H. Brown
