Approval of January 26 Meeting Minutes: On a motion by Tom Fox, seconded by Frank Field, the Minutes of the
January 26 meeting received unanimous approval.
EETC U_mime: Tom Neely will meet with the Town Board on Tuesday, February 24 to discuss the current status
of the Volpe Feasibility Study regarding East End public transit. Neb encouraged Commission members to
attend.
New Site Proposed for 7/11 in Mattituck: Since the ZBA denied the variance request for 800 additional square
feet of building space it is expected that the owners will submit another smaller plan. They are trying to show that
their improvements will not increase traffic and will therefore not need to change the configuration of the comer
at Factory Avenue. They will present a plan for delivery truck traffic, and they have an attractive landscaping
plan. The State DOT will make the entire frontage a "No Parking" zone. Further discussion was tabled until more
information is available.
Proposed Southwold Manor Pro_iect. Southold: After discussing the project and reviewing the site plans, the
consensus of the Commission was that we would defer to the State DOT about the advisability of a crosswalk
and/or turning lane. The Commission did not see a major problem with the location, density Or frequency of
travel as a contribution to local traffic congestion.
Proposed Shizen Pro_ieet. East Marion: The Commission is concerned about the impact on traffic on Rte. 25,
especially delivery tracks and traffic to the public restuurant. There is also concern for local pedestrian traffic on
Shipyard Lane. After a preliminary review of the plan, we agreed that we liked option #1 best and agreed that
there should be two lanes for traffic exiting Shipyard Lane. We defer to State DOT prerogative on any changes to
Rte. 25.
Site Plan for Valero Service Station. Cutchogue: Neb will send a memo to the Planning Board saying that the
Commission believes there should be a narrower "Entrance Only" curb cut on the eastern entrance to the station,
"No Left Turn" on the west end exit, a shorter curb cut on Depot Lane (far enough away from the Rte. 25
intersection but still allowing for parking on the north of the lot), landscaping on side and front of station, and
shut down the TV advertising modules on the gas pumps. It was also felt that the new pump island would create
serious congestion within the station properly and should probably be removed.
National Economic Recovery_ Legislation. Southold Submission: Heather, Neb, Jamie, and Pete met to put
together a list of highway projects for the Transportation Improvement Program (TIP) that might be eligible for
the federal economic stimulus package. The list included roundabouts at Cox Neck Lane and Rte. 48 in
Mattituck; Rte. 48 and Westphalia in Mattituck; Rte. 48 and State Rte. 25 in Greenport; and Love Lane and State
Rte. 25 in Mattituck. In addition, a number of paving projects totaling $2,073,157 were listed.
Current Trans_oortation Issues - Updates:
Hamlet Transportation Enhancement Program (TEP): We are still waiting to hear if Southold will
receive funding. NYMTC may be waiting to see how much money they will have to distribute.
Southold/Greenport Bus Shelters: Permits are in from DOT but contractors are waiting for the weather.
Town Orientation/Interpretive Signage Project- RBA Update: The final repo on Phase I was
adopted by Town Board Resolution February 3 and it was further resolved to authorize the completion of Phase II
with a total cash outlay of not more than $9000. It is now necessary to sign a new contract with RBA Group.
Bridge Improvement Project, NYS Route 25 over LIRR: In a letter to Jamie, from NYSDOT
Regional Design Engineer Mark Bocamazo, P.E.,dated February 3, 2009, wc were informed that the bridge will
be open for traffic by the summer of 2009. However, the contractor will still need to widen the approach roadway
and install a new top layer of asphalt. All significant construction activity should be completed by the end of the
year and final landscaping done in the spring of 2010.
Harbes Winery: Harbes now has permission from the Planning Office to make improvements to thc
right-of-way. Because of the intensity of use of this driveway, it needs to be widened to 28 feet and needs to be
long enough to reach the back parking lot.
Cutehogue Heritage Project: They must meet the new code to do anything else with thc application.
CR 48, Middle Road @ Cox Lane Update: There is nothing new to report.
Margaret needs relief from taking minutes of meetings. Capt. Flatley volunteered to take minutes.
Champlin Place: Illegal parking is still an issue. Supervisor Russell wants legal language in place when the "No
Parking" request goes to the Town Board.
No New Business.
The next meeting is scheduled for 10 AM, Monday, March 23, 2009.
