September 28, 2009 Meeting Minutes

Jody Adams was present from the public.
Meeting called to order at 1005 hrs.
Motion passed to accept the minutes from the August 24, 2009 meeting.
EETC Update
Neb reported that he attended a meeting recently at Suffolk County Community
College on the final plan presentation by Volpe. Neb refreshed the Commission on the
content of the final plan and stated he would attempt to attain copies of the plan for
Commission members to read. A discussion followed of the feasibility of the plan and the
common conclusion that the East End Towns and Villages would have to portray a united
front for the plan to be successful.
Supervisor's Requests
Neb read a letter from a Harbor Lane, Cutehogue resident with a complaint the difficulty
of entering Rt. 25 from Harbor La. with the heavy traffic on Rt. 25. There was a
consensus that the current signage at this intersection may be thc only relief that is viable,
but it was tabled to the next meeting. Jamie Richter will contact the NYSDOT and ask
them for any input on this complaint.
Planning Board Requests - None.
Current Transportation Issues - Updates
o Southold/Greenport Bus Shelters - Neb reported that there are still two shelters
available if needed. Jamic Richter advised the Commission that the Southold
shelter is scheduled for construction soon.
o Orientation/Interpretive Signage Project- Neb reports that a request for additional
funding has been made to NYS for this project.
o Champlin Place Parking, Greenpart- A discussion amongst Commission
members transpired ai%r the request for parking restrictions was sent back to the
Commission from the Town Board for more review. Neb is to address the Town
Board and reiterate the Commission's original recommendation that parking be
restricted 150' from the intersection of Main Street on both sides of the roadway
to allow vehicles to turn safely onto Champlin Place. Councilman Krupski also
agreed to bring the Commission's recommendation back to fellow Board
members.
CR 48 & Intersection with Tucker's Lane, Southold- Neb reports that he spoke
with Dan Dresch from the Suffolk County Department of Public Works regarding
the proposal that Jamie Richter submitted for this intersection in the past. Mr.
Dreseh stated he will look at the proposal again and contact Neb with his opinion.
CR 48 & Eastern Long Island Kampgrounds - Neb also asked Mr. Dresch to look
at the proposal again for signage on Rt. 48 warning campers poling trailers of the
campground approaching. Dresch will look at the area again.
CR 48~ Cox's Lane, Cutchogue - Neb reports that SCDPW will be installing
turning arrows on Rt. 48 at this intersection by December of 2009. Jim Baker
suggested the County also consider placing signage warning of this intersection as
you approach in a westbound direction.
$outhwold Housing Project- Nothing to report.
Shizen Project, East Marion - Nothing to report.
Valero Service Station Project, Cutchogue - Kristy Winser reports that the
Planning Board is still awaiting applications with the changes to this property that
they requested of Valero.
Harbes Farm Winery Project- Kristy Winser stated that this is "on" for the
October meeting with the Planning Board and they are still moving forward
through the process.
Cutchogue Heritage Project- Nothing to report.
Crossing for Students at 7-11, Cn'eenport - Still nothing new to report. Jamie
Richter asked to clarify the rifle to exclude "students" as the crosswalk is used by
a variety of pedestrians, not just students.
Old Business and New Business
Jamie Richter advised the Commission that he received a communication from the
SCDPW that they wanted to discuss the seasonal speed limit on County Rt. 48 by Town
Beach in Southold. It was discussed that if the speed limit had to be one speed year-
round, that the Commission wood prefer it be 40 mph.
Neb reported that he was pleased with the new LIRR Bridge on State Rt. 25 in Greenport
and its progress.
Jamie Richter reports that there is still negotiation continuing between the property
owners on a private drive by the Southold Beach Motel on County Rt. 48, Southold over
the placement of a hedgerow that is impeding the sight distance entering Rt. 48. Jamie
reports that the SCPDPW may have some leftover funds from the construction project to
contribute to this area if the hedges have to be removed.
Neb asked and received assistance from Commission members in providing good quality
pictures from the local hamlets to the RBA Consultants for their project.
Jamie Richter reported that the received communication from the NYSDOT/Army Corps
of Engineers stating they are willing to move forward on the construction of the extension
to the seawall along the east end of the Causeway in East Marion along State Rt. 25 and
are requesting a local sponsorship letter bom Southold Town. Jamie has forwarded this
request to the Town Attorney's Office for approval and signing. This project will not cost
the Town any cash to participate.
Neb advised the Commission that the tmilway project in Greenport to span bom the Bay
to the Sound must be sped up as it needs to be completed by January, 2010 for proper
