HomeMy WebLinkAboutLP-06/08/2010LAND PRESERVATION COMMITTEE MEETING Minutes & Discussion Notes from Meeting held Tuesday, June 8, 2010 at 7:00 p.m. Members Present: John Sepenoski, Chairman Chris Baiz Ray Huntington Lillian Ball Maureen Cullinane Monica Harbes Members Absent: Eric Keil Also present: Melissa Spiro, Land Preservation Coordinator Melanie Doroski, Land Preservation Secretary Al Krupski, Town Board Liaison (7:52 p.m.) Scott A. Russell, Town Supervisor Commencement: ?? The meeting began at 7:10 p.m. with six LPC members present. Adoption of Meeting Minutes: ?? ACCEPTANCE OF MEETING MINUTES FROM MAY 25, 2010 HOLD - Not prepared in time for review. Land Preservation Applications and Inquiries: ?? None Applications & Inquiries for Uses or Structures on Preserved Property: ?? None Stewardship and Management: ?? POLICY REGARDING PROCURMENT AND MATERIALS USED ON PRESERVES Ray Huntington presented draft. Ray Huntington presented and distributed his draft dated 6/6/2010 “C” regarding a policy of procurement and materials to be used on preserves that LPC reviewed. Members would like to add language relating to “sensitivity to time of year for doing projects on preserves”. LPC would also add that “LPC review RFP’s for opportunity to comment before sending RFP out for bid”. Ray will make changes before sending memo to Town Board. Regarding RFP for Laurel Lake Preserve – removal of concrete building & dock, Jim McMahon’s (DPW) memo dated 6/8/10 was read aloud. No mention was made to removal of concrete foundation that was listed on the Task List. Supervisor Russell was on hand to inform LPC members that he had instructed Jim McMahon to refuse all bids and to rewrite the RFP and to specify the plan, budget, timeline for the removal on the concrete garage and pad, concrete foundation and removal of the dock. LPC to review the revised RFP before it is sent out for bid. ?? STEWARDSHIP MANAGEMENT PLANS STATUS UPDATES John Sepenoski gave update. Arshamomaque Pond Preserve – Town Attorneys approved updated motor vehicle language and the Plan was updated accordingly. New language is as follows: Use of motorized vehicles and equipment is prohibited with the exceptions of: vehicles and equipment necessary for approved stewardship work; emergency/public safety vehicles; motorized wheelchairs/scooters for the handicapped; and registered vehicles used by visitors to access the designated parking are on the preserve for parking purposes only. Pipes Cove – Invasives plan updated to remove reference to former Town employee. Mill Road Preserve – Properties table expanded as per previous discussions. Arshamomaque Pond Preserve, Pipes Cove and Hog’s Neck will be on Town Board agenda for adoption. Mill Road Preserve – will be on Town board agenda for discussion. Down’s Farm - draft plan will be reviewed at next LPC meeting. Other plans will be updated with new motor vehicle language. Addition to Agenda: ?? RUTH OLIVA PRESERVE AT DAM POND (formerly Dam Pond Maritime Reserve) County “proof” of proposed sign was reviewed and found acceptable. General Land Preservation Items: ?? DEVELOPMENT RIGHTS EASEMENT LANGUAGE Melissa Spiro discussed specific section of Easement Melissa Spiro distributed hand-out entitled “Agenda item for June 8, 2010 LPC meeting” regarding background and current status of easement language, with emphasis on whether Easements should reflect current code/law or should allow for future code/law changes. A policy must be determined for review by Town Attorney and drafted by the attorneys for LPC review. Supervisor Russell stressed to focus on what is being bought and for what purpose. Discussion will continue at next LPC meeting. Next Regular Meeting: ?? The next regular meeting will be held on Tuesday, June 22, 2010, at 7:00 p.m., in the Annex Executive Board Room.
