Elizabeth Neville, Town Clerk (for Distribution to Supervisor R)~sexll and Town Board Members) ."'~/~/Qfd/~~ Leslie Kanes Weisman, ZBA Chairperson/Department HeaR June 10,2010 Requires Immediate Attention: Nothing at this time Items of Concern: Staff Safet~ Staff in the ZBA and Trustees offices has concerns about the current unsupervised public access to their workplaces caused by keeping the hallway ~re door open, thereby permitting anyone to enter and roam freely in the desk and copier area where files are kept by both Building and Zoning, and startling staff who are frequently alone in the office. At the request of the ZBA Chair, Phillip Beltz and Jennifer Andaloro of the Workplace Violence Prevention team conducted a walkthrough and discussion with ZBA Staff and ZBA and Building Department Heads (see meetings). It was suggested that improvements could be made by instolling a wooden Dutch door on the inside jamb of the fire door or a flip up wood counter onLhe public side of the fire door, with a simple buyer so the public could ring for ZBA assistance. The team members will report their findings to the entire team shortly for potential recommendations. CalT~overs · The ZBA office still needs an additional part time staff person to work on data entries of legacy files from 1957-1999. · The ZBA continues to respectfully request that the Town purchase the equipment that will enable Member Homing to deliberate on decisions from Fishers Island at our monthly Special Meetings, thereby increasing the time available for public hearings at the Regular Meetings of the ZBA, and Member Horning's ability to participate fully in all decisions rendered by the Board. Policies: Permits for Special Events at Wineries In reviewing applications for special outdoor events at wineries, it has come to the attention of the ZBA Chairperson that the current administrative application form does not adequately address site plan assessment for overflow parking or tents on Town and/or County preserved land. Moreover events have become larger and more complex with issues related to serving food on premises that are currently before the Town Board. At the Chairperson's request, this matter was discussed at a preliminary meeting with the Supervisor, Town Board representatives and the Town Attorneys, and then at the work session of the Town Board, to improve the reviews required that are beyond the scope of ZBA staff and Department Head jurisdiction. As a result, the Chairperson is asking the following Departments to comment on all applications prior to her signing off on these applications: Police, Building, Planning and Land Preservation Feedback about this process will be provided to the Town Board in the next few months. ZBA and Landmarks Preservation Commission Concurrent Jurisdiction At the request of the ZBA Chairperson, a meeting was held between the Chairpersons of the ZBA and the LPC, one member from each Board, and the Assistant Town Attorney to discuss the current review process for applications coming before both Boards and how it might be improved. Discussions are ongoing but in general it was agreed that when the ZBA holds a public hearing on such applications, the Chair of the LPC or a designated LPC member will be asked to appear to testify about issues related to the nature of the historic district and/or property, so that this information may be considered and included in ZBA decisions. Financial/Budget Issues: ZBA Consultant Linda Kowalski Billing for May 2010: None this month. Basic training as per contract for Vicki Toth has been completed and Linda is currently available by e mail or phone as needed and waiting to cont'mue working on the installation of the Municity Program in the ZBA office when it is ready for review. Personnel Matters: Given the current and increasing workload in the ZBA office, the demands and complexities of data entries for legacy files, and the assistance needed by ZBA Secretary/Board Assistant Vicki Toth, the Chair continues to respectfully request that ZBA part time Clerk Typist Elizabeth Sakarellos be hired as a full time employee in the ZBA office, with the continued part fume employment of ZBA Legal Stenographer Lucille Cappabianca. VI.
