HomeMy WebLinkAbout05/20/2008Southold Town Landmarks Preservation Commission May 20, 2008 Date: May 20, 2008 Time: 3:00 PM Location: Supervisor's Conference Room, Town Hall Southold, NY Attendees: Jamie Garretson, Larry Jungblut, Mel Phaff, and Ron Rossi. Damon Rallis (Building Dept.) attended as the LPC Administrative Assistant. Jim Grathwohl, Doug Constant and Barbara Schnitzler were absent. The April Minutes were not available. Old Business - A draft letter Lee Architecture (for the Gilson project) was ap- proved and forwarded for Jim's signature. The application for Landmark status for the Bucci property on Harbor Lights Drive, Southold was reviewed by Mel and Ron and approved by the Commis- sion for recommendation by the Southold Town Board. Mel showed the Commission samples of a non-metallic landmark plague which is priced less than $50 each. The Commission offered suggestions for final consideration. The molds of the original plagues are being obtained by Damon for return to the Southold Historical Society. Damon handed out "final draft" copies of the Handbook which incorporates comments from various town members for final review. Damon and Ron are continuing to work on the revisions to the Town Code re- garding Landmarks. Gordon Price attended part of the meeting and questioned the recent ZBA decision for the Crary property which only mentions a sink in the building in- stead of a bathroom. He also mentioned other changes that may be consid- ered. He was advised to contact the ZBA for clarification on the present pro- ject and that, if, he wants to make other changes, he may have to have an- other public hearing before the LPC. New Business - Damon mentioned that he discussed the Treiber property (310 Oysterponds Land, Orient) with both Kieran Corcoran and Virginia Bartos (NYS) regarding landmark status. The property, although in the Orient Historical District, is not landmarked. The property owners are considering demolishing the present structures and wanting guidance. Jamie questioned whether Landmark property owners should send letters to adjacent property owners when filing for a public hearing. Although at the be- ginning the LPC did require this action, it was advised by Kieran that it was not a mandatory requirement and therefore dropped. This may want to be re- viewed. A question regarding whether hedges can block the view of a landmarked structure. Since the Town Code does not control hedges (except the height on corner property) it needs further consideration by the Commission. The next meeting is scheduled for Tuesday, June 17, 2008 at 3:00 PM at Town Hall. SOUTHOLD TOWN LANDMARKS PRESERVATION COMMISSION 2007 Goals and Objectives (Uodate to 2008) Review and act on Applications for Certificates of AppropHatsness on registered landmarks · Be resource for owners of any landmark · Promote establishment of local historic districts · Produce map locating all registered landmarks in Southold Town · Stdve toward adding balance of SPLtA-listed landmarks to Southold Town Landmarks Register (currently must be voluntary) · Enlist support of landmark owners and general public thru seminars and workshops, Preservation Expo, Histodc Landmarks Owners' Club, etc. · Complete and submit application for CLG · Explore sources of additional funds for special projects; consider founding a 501 ©3 foundation, i.e. North Fork Hedtage Conservancy, to accept tax deductible donations · Design web page for inclusion on Town's website · Encourage local libraries to establish or expand their book and magazine offerings on histodc preservation · Explore listing landmark status in deeds and/or requiring disclosure form and covenants · Pursue local and state tax benefits for owners who restore and/or maintain landmarks Establish liaison with local historical societies, realtors, Chambers of Commerce, architects, builders, lawyers, etc. · Formalize Awards Program (Presentation of house plaques, commendations, annual "Best Restoration/Preservation" awards at a dinner, etc.) · Enlist assistance of Town and State Highways Depts. in repairing/reestting Ben Franklin mileage markers as needed · Promote hedtage toudsm through new Town brochure; additional roadside markers, cooperation with North Fork Promotion Council A: LandPresewComml.doc Jfg: 1/17/07.
