A meeting of the Southold Town Conservation Advisory Council was held Wed., May 12, 2010 at
Down's Farm Preserve.

CALL TO ORDER
The meeting was called to order at 4:35 PM by Chairman Peter Young.
GUEST SPEAKERS
Chairman Peter Young introduced Bob DeLuca, President of The Group for the East End. The
group has worked for over 38 years to protect the natural environment of Eastern Long Island
though professional advocacy, community action and education. Mr. DeLuca distributed
brochures, which provides the public with well-researched information about the environmental
concerns of many Southold residents, as well as recommendations for protecting the local
environment and planning of a most sustainable future.
Mark Terry-Principal Planner, Heather Lanza-Director of Planning and Philip Beltz-Director
attended the CAC meeting to discuss the comprehensive plan for the Town. They are the core of a
team, along with the Town Board and the Town Attorneys. The group is in the process of writing
the first chapters and is asking for help with the goals of the Town. The vision statement is
available on the Town website. Member Jack McGreevy stressed the need for engineering,
education and enforcement. Chairman Peter Young requested the members view the chapters on
the website and be prepared for a discussion at the next meeting to see where the council would
be of value, Philip Beltz suggested the council members review Chapters 3 & 9, The CAC will let
Heather Lanza know what chapters they are interested in sharing their goals.
CHAIRMAN'S ANNOUNCEMENTS
Chairman Peter Young encouraged the council members to attend the scoping sessions for Plum
Island.
APPROVAL OF MINUTES
Moved by Jack McGreevy seconded by Greta Schiller to Approve the Minutes of April 14, 2010.
DISCUSSION AND RECOMMENDATION OF WETLAND PERMIT & COASTAL EROSION
PERMIT APPLICATIONS
Moved by Doug Hardy, seconded by Jack McGreevy, it was
RESOLVED to SUPPORT the Wetland Permit application of ROBERT & SUSAN GATEHOUSE
to demolish the existing dwelling and abandon the existing sanitary system and construct a new
two-story dwelling with new sanitary system and new attached garage.
Located: 2870 Peconic Bay Blvd., Laurel. SCTM#128-6-11

The CAC Supports the application with the Condition lateral access stairs are constructed over the
jetty, every effort is made to save trees, and a 10' non-turf buffer is installed landward of the upper
bulkhead.

Moved by Greta Schiller, seconded by Peter Young, it was
RESOLVED to SUPPORT the Wetland Permit application of MARK & BARBARA MADDEN for
the existing 3'X 75' catwalk, replace the existing 3'X 12' ramp with a 3'X 20' ramp, and for the
existing 6'X 24' floating dock.

The CAC Supports the application with the Condition there is minimal disturbance to the wetlands.

RESOLVED to SUPPORT the Wetland Permit application of PETER & STEPHANIE COSOLA to
construct a 13.5'X 45.5' addition to the existing residence, a 19'X 24' screened porch, and install
drywells, as required.

RESOLVED to SUPPORT the Wetland Permit application of ALLISON TUPPER to construct
second-floor dormers onto the existing dwelling.

The CAC Supports the application with the Condition gutters, leaders, and drywells are installed
contain roof run-off.

Moved by Jack McGreevy, seconded by Greta Schiller, it was
RESOLVED to SUPPORT the Wetland Permit application of NANA BAFFOUR to renovate an
existing four bedroom house and construct a new 24'X 48' garage and two-story artist studio.

The CAC Supports the application with the Condition of a comprehensive drainage plan that also
includes a buffer.

Moved by Peter Young, seconded by Jack McGreevy, it was
RESOLVED to SUPPORT the Wetland Permit application of MARY S. ZUPA to construct a single-
family dwelling, garage, swimming pool, sanitary system, deck, remove existing asphalt driveway
and install new gravel driveway, and landscape.

The CAC Supports the application with the Condition the proposed structures are properly staked
and the requirement of a detailed drainage plan.

NICHOLAS NOYES to retain 40+/- cy. of stone shorefront protection landward of the flagged tidal
wetlands, relocate 20+/-cy. of stone from the tidal wetlands and place it landward of the flagged
tidal wetlands and east of the stone to be retained over an area of approx. 400 sr. and place an
additional 20+/-cy. of stone over 300+/-sr. landward of the flagged tidal wetlands east of the other
stone.
Located: Off Private Rd. on Chocomount Cove, Fishers Island. SCTM#3-2-1
The CAC did not make an inspection, therefore no recommendation was made.
Moved by Jack McGreevy, seconded by Doug Hardy, it was
RESOLVED to NOT SUPPORT the Wetland Permit application of NEW SUFFOLK
PROPERTIES, LLC dba NEW SUFFOLK SHIPYARD to construct approx. 69 linear ft. of vinyl
bulkhead in place of existing timber bulkhead and construct approx. 20 linear ft. of new vinyl
bulkhead to extend bulkhead to existing concrete boat ramp; construct 16' return; backfill with
approx. 25 cy. clean sand to be trucked in from an upland source; replace existing light post and
evergreen trees; and reconnect broken Southold Town drainage pipe.

The CAC does Not Support the application and recommends the requirement of a more
comprehensive approach to the stormwater run-off problem.

Moved by Jack McGreevy, seconded by Doug Hardy, it was
RESOLVED to SUPPORT the Wetland Permit application of DENNIS & IRENE KRAFT to
construct a fixed timber dock consisting of a 4'X 78' fixed timber catwalk, 3'X 14' hinged ramp, and
6'X 20' float secured by (2) 8" dia. pilings and install (1) 8" dia. piling for 1,500 lb. boat lift.
Located: 1710 Deep Hole Dr., Mattituck. SCTM#115-12-23.1

The CAC Supports the application with the following Conditions:
· The end of the float should be staked;
· The float should be perpendicular to the dock and parallel to the bulkhead;
· The dock should be constructed with open-grate decking;
· The old float should be removed from the wetlands;
· The removal of dock remains;
· Shorten the length of the dock to reach adequate water depths; and
· Drywells are installed to contain roof run-off from the dwelling.

Moved by Jack McGreevy, seconded by Doug Hardy, it was
RESOLVED to SUPPORT the Wetland Permit application of ROB & CLAIRE RICCIO to remove
the temporary staked wall, excavate bluff for construction, install a new 6X 6 timber wall and
backfill, install erosion jute plants, and install (2) 12" catch basins piped to a drywell.

The CAC Supports the application with the following Conditions:
· the requirement of an engineered drainage plan for the property; and
· additional hay bales are installed and/or replaced.

Motion Carried
Moved by Peter Young, seconded by Doug Hardy, it was
RESOLVED to SUPPORT the Wetland Permit application of MARY R. FRAUSTO for the existing
stairs consisting of an existing 12'-3"X 3.5' wood landing, 4'-10"X 3'-6.5" wood landing, construct a
new wood railing, and remove non-native plantings and replace with native plantings along both
sides of the stairs.
Located: 1425 Bay Ave., East Marion. SCTM#31-9-7.3

The CAC Supports the application, however, questions as to whether or not there are any other
planned intrusions.

Motion Carried
Members Doug Hardy and Beth Motschenbacher will both attend the next regular meeting of the
Board of Trustees scheduled for Wed., May 19, 2010.
The next meeting of the Conservation Advisory Council has been set for Wed., June 9, 2010 at
4:30 PM at Down's Farm Preserve.
There being no further business to come before the Council, the meeting was adjourned at 7:15
PM.
