HomeMy WebLinkAboutLP-05/11/2010LAND PRESERVATION COMMITTEE MEETING Minutes & Discussion Notes from Meeting held Tuesday, May 11, 2010 at 7:00 p.m. Members Present: John Sepenoski, Chairman Maureen Cullinane Ray Huntington Chris Baiz Lillian Ball (7:25 p.m.) Members Absent: Eric Keil, Monica Harbes Also present: Melissa Spiro, Land Preservation Coordinator Melanie Doroski, Land Preservation Secretary Al Krupski (Town Board Liaison) Commencement: ?? The meeting began at 7:05 p.m. with four LPC members present. Adoption of Meeting Minutes: ?? ACCEPTANCE OF MEETING MINUTES FROM APRIL 13, 2010 & APRIL 27, 2010 MOTION made by Maureen Cullinane, seconded by John Sepenoski, to accept the Land Preservation Committee meeting minutes from April 13, 2010, as amended. Motion carried: 4/0 (Lillian Ball not present for vote) MOTION made by Maureen Cullinane, seconded by John Sepenoski, to accept the Land Preservation Committee meeting minutes from April 27, 2010. Motion carried: 4/0/1 (Chris Baiz abstained due to his absence at the 4/27/10 meeting) Land Preservation Applications and Inquiries: ?? SCTM #1000-17-6-14.2; 1000-18-3-30.3; 1000-18-6-17.3 (Tuthill properties – South Dyer, LLC; North Brown, LLC and South Brown, LLC Appraisal review [executive session]. The members entered into EXECUTIVE SESSION. LPC had question at previous meeting regarding appraisal. Melissa reviewed questions with appraiser and discussed with LPC at meeting. END OF EXECUTIVE SESSION ?? SCTM #1000-88-3-3.1 (Fuchs f/k/a Hammel) Reviewed new Open Space application. This 7.8 acre vacant land parcel is located next to Town/County owned open space (Blocker property) and contains part of the access easement to Town/County owned land. The previous owner (Hammel) is now deceased and the property was inherited by Roy Fuchs who is interested in preserving the property. He offered property to County in 2005 but declined their offer. Since property is adjacent to and will potentially become part of Town/County owned land, LPC felt that application should be referred to County for Town/County for partnership. Melissa to contact Mr. Fuchs and tell him of Town’s interest in purchasing the property for open space preservation purposes and that the Town is interested in partnership with the County. Mr. Fuchs presented partial appraisal with application. LPC value in Fuch’s appraisal felt that value in Fuch’s appraisal significantly higher than current market value. Applications & Inquiries for Uses or Structures on Preserved Property ?? DAM POND: RE-NAMING Both County and Town have adopted resolutions supporting the re-naming of Dam Pond Maritime Reserve to honor Ruth Oliva for her years of dedicated public service. County has asked the Town to take care of the installation of a new sign. LPC recommends that in addition to changing name to include Ruth Oliva, that the current wording as “Reserve” be changed to “Preserve”. Suggested wording would be: Ruth D. Oliva Preserve at Dam Pond A joint acquisition by Suffolk County and the Town of Southold Town Logo County Logo John Sepenoski suggested that in addition to the change in the park entrance sign, that a separate plaque of some type be placed honoring Ruth Oliva and giving a short bio of her dedication to preservation and the environment. LPC favorable to this suggestion but decided to proceed with sign first. Melissa was asked to send memo to Town Board with sign language after first consulting with Gene Oliva as to his input for Ruth’s name on the sign (to use her middle initial or not). ?? REQUEST FROM SOUTHOLD TOWN ANTI-BIAS TASK FORCE TO USE LAUREL LAKE PRESERVE The Southold Town Anti-Bias Task Force made a request to the Town Board for the use of Laurel Lake Preserve for an activity to be attended by other townships’ anti-bias groups to raise public awareness of bias in our communities. This activity would host approximately 200 attendees and would require grilling areas, water, 10 porta-potties, and parking. After discussing and a review of the management plan for this preserve, LPC decided to send the following response memo to Supervisor Russell and the Southold Town Board: The adopted Management Plan for Laurel Lake Preserve does not support the proposed use described in the memo from Supervisor Russell dated May 7, 2010 to the Land Preservation Commission. We do recommend these other Town-owned active park venues that have existing infrastructure to support the proposed activity: Strawberry Fields - Route 48 in Mattituck; Laurel Park - Route 25 in Laurel; Tasker and Cochran Parks - Peconic Lane in Peconic; Peconic School/Recreation Center - Peconic Lane in Peconic. Stewardship and Management: ?? DISTRIBUTE DRAFT MILL ROAD PRESERVE STEWARDSHIP MANAGEMENT PLAN FOR REVIEW John Sepenoski distributed “Town of Southold Stewardship Management Plan for Mill Road Preserve – latest revision: March 21, 2010” requesting all LPC members to review for comment and discussion at a future LPC meeting. Melanie was asked to send copies of the plan to Eric and Monica. General Land Preservation Items: ?? PROJECT STATUS UPDATE Melissa distributed her confidential project status update report and discussed several current Town projects: Droskoski – closing scheduled for May 13, 2010 Demchak – public hearing held and project is moving forward ZIP Peconic Wells – federal grant may be in jeopardy due to farmland being planted in sod. Allan th Connell and a scientist will be testing the soil on Monday, May 17. Sill – Melissa, Randy, and Town appraiser met with several relatives of Julia Sill and her attorney to discuss appraisal report and Town’s purchase offer. Landowners had some concerns re: appraised value. ?? AGRICULTURAL ADVISORY COMMITTEE MARCH 9, 2010 MEMO TO TOWN BOARD WITH RECOMMENDATIONS TO TOWN BOARD HOLD - not prepared for discussion at this meeting. Informational: ?? SUFFOLK COUNTY FARMLAND COMMITTEE MEETING: MAY 25, 2010 @ 6:00 PM IN RIVERHEAD Next Regular Meeting: ?? The next regular meeting will be held on Tuesday, May 25, 2010, at 7:00 p.m., in the Annex Executive Board Room. (Eric Keil and Lillian Ball will be unable to attend this meeting) Philip Beltz has scheduled to meet with LPC at 7:00 p.m. re: Comprehensive Plan Adjournment: ??
