THIS IS TO CERTIFY THAT THE FOLLOWING RESOLUTION NO. 2010-388 WAS
ADOPTED AT THE REGULAR MEETING OF THE SOUTItOLD TOWN BOARD ON
MAY 18, 2010:
RESOLVED that the Town Board of the Town of Southold hereby authorizes and directs
Supervisor Scott A. Russell to execute the Grant Subcontract Agreement between the
Town of Southold and North Fork Women for Women Fund~ lnc. in connection with New
York State Office for the Aging Community Empowerment Programs, at no cost to the Town,
subject to the approval of the Town Attorney.

Grant: New York State Office for the Aging Community Empowerment Programs for
Aging in the Community ("Grant Contract")
Duration of Grant Term: December 1, 2009 through August 31, 2010
The Contractor hereby awards this Subcontract to the Subcontractor for the duration of
the grant term ("Grant Term") set forth hereinabove. The Subcontractor, Southold Senior
Services, will work with NFWFWF on outreach to find ways in which the needs of
NFWFWF members can be addressed through collaboration/integration with existing
programs. Grant funds will be used to cover outreach materials and publications.
For services provided hereunder, Subcontractor will receive funding in accordance with
the approved SOFA budget of $1,000 for the costs of outreach and materials and
publications. Subcontractor will invoice Contractor and payments shall be made, net of
taxes or impost of any kind, within thirty (30) days of Contractor's receipt of such
invoice/s with the appropriate receipts in accordance with the State Office for the Aging's
vouchering guidelines, a copy of which will be provided.
In providing services hereunder, Subcontractor shall be an independent contractor.
Nothing contained herein shall be construed as creating the relationship of principal and
agent, partnership, joint venturer, and/or employer and employee between the Contactor
and the Subcontractor, including the Subcontractor's representatives, employees or
medical staff members.
Each party shall be responsible for its negligent acts or omissions and the negligent acts
or omissions of its employees, officers, directors, or medical staff members to the extent
allowed by law. Each party will defend and indemnify the other party against any and all
claims, losses, liabilities and expenses (including reasonable attomeys' fees and
expenses) arising out of the intentional or negligent acts or omissions of the indemnifying
party, its agents, representatives, employees, officers, directom and/or medical staff
members in connection with this Subcontract. The provisions of this section shall survive
the expiration or termination of this Subcontract.
Neither party may discriminate in any way against any person, including any patient on
the basis of age, sex, sexual preference, race, color, creed, national origin, citizenship,
preexisting medical condition, physical or mental handicap, marital status, insurance

status, economic stares or ability to pay for services in connection with or related to the
performance of this Subcontract.
Nothing in this Subcontract shall prohibit either party from affiliating or contracting with
any other agency for any purpose whatsoever.
Subcontractor agrees:
That all work and services performed by the Subcontractor under this Subcontract
must be in accordance with the terms of the Grant Contract with the New York
State Office for the Aging (a copy of the Grant Contract will be made available to
the Subcontractor upon request); and
That the Subcontractor agrees to be bound by any confidentiality provisions set
forth in the Grant Contract.

LOCAL LESBIAN GROUP RECEIVES GRANT FROM NEW YORK STATE OFFICE
FOR THE AGING TO CONDUCT COMMUNITY NEEDS ASSESSMENT
GREENPORT, NEW YORK. (May 14, 2010) - The North Fork Women for Women Fund,
Inc. (NFWFWF), a Greenport, NY based not-for-profit organization whose mission is to
provide healthcare assistance to lesbians who live on the North Fork of Long Island,
NY, was awarded one of fifteen Community Empowerment Grants from the New York
State Office for the Aging.
The purpose of the Community Empowerment grant is for research and planning, and
to conduct an assessment of the special issues that lesbians face as they grow older in
their community of choice. NFWFWF has partnered with Hunter College's Brookdale
Center for Healthy Aging and Longevity and the Southold Office for Human Services,
to mobilize community members in identifying their own issues, needs, capacities and
strategies for building a community that supports "aging in place". In preparation for
launching this survey, NFWFWF hired a part-time project manager to coordinate grant
efforts. Focus groups, community gatherings, and meetings with local social service
agencies and the geriatric healthcare network have been conducted over the last six
months to prepare for the community assessment and to help inform the development
of the survey tool.
"There is a vital lesbian community on the North Fork," says Sandra Benedetto, board
president of NFWFWF. "Many women own homes and live here full time or part time;
and many have chosen to retire here after decades of spending weekends or summers
in the area. They are involved as volunteers in community activities and civic
organizations, and make a significant contribution to the local economy. But as these
women age, they are often overlooked in the planning for services typically available to
the general senior population," says Benedetto.

Many of the lesbian community's issues around aging are identical to the larger aging
population on rural Long Island - such as concerns about isolation, lack of
transportation, and access to healthcare. But, as Robin Imandt, the grant's project
manager points out, "unlike couples who can legally marry when one member of a gay
relationship dies, the surviving partner cannot collect Social Security benefits and there
are many financial issues that arise when you are alone after being in a relationship for
30-40 years. Additionally, agencies that provide supportive social services for older
community members may not know how to reach this population to invite them to take
advantage of services available."
Further Imandt explains, "like heterosexual women who have never married, many gay
women do not have children - the presumptive caregivers as we age - people who do
not have children have to look elsewhere for support and services."
This Community Empowerment grant offers the unique opportunity to engage lesbians
who are living or who plan to live in a rural New York community in identifying their
needs and preferred solutions as they grow older. "In parallel," says Benedetto, "we
anticipate much of what we learn may also apply to gay men and the general
population who live out side a larger metropolitan area. We are very excited to have
this opportunity because we believe the results of this survey will help us to make
recommendations that will improve services so all community members may live and
age with pride and dignity on the North Fork."
"The survey is confidential and can be taken online or in printed form; no personal
identifying information will be asked. Our goal is for every gay woman who lives in
Riverhead Township, Southold Township and Shelter Island to complete the survey to
help develop recommendations for better serving our community," says Imandt.

The survey, called LIVE OUT LOUD Community Empowerment Survey, will be
launched on May 29, 2010 at a Spring Garden Party event sponsored by the North Fork

The LIVE OUT LOUD Community Empowerment Survey will open on June 1, 2010
and will close on July 31, 2010, allowing two months to reach as many women as
possible. It is available online at www.northforklesbians.org/liveoutloud.html. Printed
surveys and related materials will be distributed at various locations such as hospitals,
community centers, and social service agencies. Printed surveys are also available by

The North Fork Women For Women Fund, Inc. is a 501 (c)(3) community-based not-
for-profit organization of volunteers founded in 1992. The mission of NFWFWF is to
provide healthcare grants and offers financial assistance and personal support to
lesbians on the North Fork of Long Island, New York who are facing emergency health
situations; difficulties caused by aging, illness, disability, or disruptions of physical or
mental well-being; and those with inadequate or no health insurance. NFWFWF is
committed to health advocacy and education, and develops activities and programs
that foster the social and community life of lesbians on the North Fork.
The New York State Office for the Aging is part of the Executive Department in New
York State and is the designated State Unit on Aging under the Older Americans Act of
1965, as amended. The mission of the New York State Office for the Aging is to help
older New Yorkers to be as independent as possible for as long as possible through
advocacy, development and delivery of person-centered, consumer-oriented, and cost-
effective policies, programs and services which support and empower the elderly and
their families, in partnership with the network of public and private organizations
which serve them.
